Qatar calls for efforts to stop human rights violations from siege

The State of Qatar has expressed the hope that the Office of the High Commissioner for Human Rights and the relevant mechanisms of the Council would continue efforts to stop human rights violations resulting from the continued blockade and unilateral coercive measures imposed on Qatar since June 2017, documented in the report of the substantive mission of the Office of the High Commissioner, which visited Doha, and working to compensate the victims and hold those responsible accountable.
In this regard, it stressed the High Commissioner’s statement that the failure to respect all human rights in a balanced manner would have a negative impact on the three pillars of the work of the United Nations: peace, security, development and human rights.
This came in the speech delivered by Ambassador Ali Khalfan Al Mansouri, Permanent Representative of the State of Qatar to the United Nations Office in Geneva yesterday, during the interactive dialogue with the High Commissioner for Human Rights under item (2) of the agenda of the Human Rights Council.
Ambassador Ali Khalfan said that the continuation of grave violations and crimes against the Syrians require the international community to act to protect them and to hold those responsible accountable.
He said that the political solution agreed upon by all segments of the Syrian people to meet their legitimate demands is the only solution that would end the crisis and maintain the unity, independence and sovereignty of Syria.
He stressed that the continuation of the Israeli occupation, the ongoing construction of settlements and the unjust siege on Gaza, the targeting and killing of peaceful Palestinian demonstrators and all other violations documented in United Nations reports would not have been possible without the silence and inability shown by the international community to hold all Israeli officials accountable for violations and crimes against the people Palestinian conflict.
Ambassador Ali Khalfan called on all conflicting parties in Libya and Yemen to exercise restraint and abide by international humanitarian law and to proceed with negotiations with the participation of all components in order to stop fighting and achieve national reconciliation.
Concluding, the Ambassador stressed the support of the State of Qatar for the efforts of the Office of the United Nations High Commissioner for Human Rights and its Office for the Promotion and Protection of Human Rights.
أعربت دولة قطر عن أملها في أن تواصل المفوضية السامية لحقوق الإنسان، وآليات المجلس ذات الصلة، الجهود اللازمة لوقف انتهاكات حقوق الإنسان المترتبة على استمرار الحصار والتدابير القسرية الانفرادية المفروضة على قطر منذ شهر يونيو 2017، والتي وثقها تقرير البعثة الفنية لمكتب المفوض السامي التي زارت الدوحة، والعمل على تعويض المتضررين ومساءلة المسؤولين عنها.
أكدت في هذا الصدد ما أشارت إليه المفوضة السامية في بيانها، أن الإخفاق في احترام جميع حقوق الإنسان بشكل متوازن من شأنه أن يؤثر سلبياً على الركائز الثلاث لعمل الأمم المتحدة وهي: السلام والأمن، والتنمية، وحقوق الإنسان.
جاء ذلك في كلمة سعادة السفير علي خلفان المنصوري المندوب الدائم لدولة قطر لدى مكتب الأمم المتحدة في جنيف، أمس، خلال الحوار التفاعلي مع المفوضة السامية لحقوق الإنسان تحت البند «2» من جدول أعمال مجلس حقوق الإنسان.
وقال سعادته إن تواصل الانتهاكات الجسيمة والجرائم بحق السوريين يستلزم من المجتمع الدولي التحرك لحمايتهم، ومساءلة المسؤولين عنها.
وأشار إلى أن الحل السياسي الذي تتفق عليه كل أطياف الشعب السوري ويلبي مطالبهم المشروعة، هو الحل الوحيد الذي من شأنه أن ينهي الأزمة ويحفظ وحدة سوريا واستقلالاها وسيادتها.
وأكد أن استمرار الاحتلال الإسرائيلي ومواصلة بناء المستوطنات والحصار الظالم على غزة، واستهداف وقتل المتظاهرين الفلسطينيين السلميين، وجميع الانتهاكات الأخرى التي توثقها تقارير الأمم المتحدة، ما كانت لتحصل لولا الصمت والعجز الذي يبديه المجتمع الدولي حيال محاسبة جميع المسؤولين الإسرائيليين عن ارتكاب الانتهاكات والجرائم بحق الشعب الفلسطيني.
ودعا سعادة السفير علي خلفان المنصوري جميع الأطراف المتنازعة في ليبيا واليمن إلى ضبط النفس والالتزام بالقانون الدولي الإنساني، والمضي قدماً في المفاوضات بمشاركة جميع المكونات من أجل وقف القتال وتحقيق المصالحة الوطنية.
