Ministry launches system for unified access to all government e-services

Doha: The Ministry of Transport and Communications has launched the National Authentication Service “Tawtheeq”, which acts as a national identity provider for all the government online services. It provides a secure authentication, digital signing, and Single-Sign-On (SSO) services and is a key component in e-Services development and security. It delivers improved security, usability, and efficiency for end-users of government e-Services.
The new system offers many benefits to both digital service providers and users, such as self-registration for users, user verification, single sign-on with the same user name and password for all government services, digital signing and other services, as well as simplifying of e-service integration through standards protocols.
On the occasion, Minister of Transport and Communications H E Jassim bin Saif Al Sulaiti said that the National Authentication Service aims to facilitate a quick access of all users to government services and enhance the level of their information security in line with the Digital Government 2020 strategy, which, through its first strategic goal, stresses the need to upgrade the level of government services by focusing on the development of these services to beneficiaries, including individuals living and working in Qatar and companies that support economic growth.
He said that many government entities have started to follow the technological development and develop their digital services, making the improvement of the electronic authentication tools very important.
Through the National Authentication Service, all users can access services provided by government entities with the same username and password, the minister said, adding that this saves time and effort for the user and speeds up access to the required services.
The national authentication system also provides digital identity verification and secure authentication in line with the best global practices in information security, as well as appropriate solutions to the obstacles faced by government entities in developing digital services, namely, the difficulty of verifying users credibility in online transactions and the possibility for digital identity to be exposed to theft or breakthrough.
أطلقت وزارة المواصلات والاتصالات، أمس، نظام التوثيق الوطني «توثيق» الذي يهدف إلى إدارة وحوكمة الهوية الرقمية لمستخدمي المواقع والتطبيقات الإلكترونية من الأفراد والشركات، بغية توفير طرق متعددة، تمكنهم من الدخول الموحّد إلى جميع الخدمات الإلكترونية الحكومية بشكل سلس وسريع وآمن. ويقدم النظام العديد من المزايا للمؤسسات التي تقدم الخدمات الرقمية والمستخدمين لها على حد سواء، مثل التسجيل الذاتي للمستخدمين، والتحقق من المستخدمين، والدخول الموحد بنفس اسم المستخدم/كلمة السر لجميع الخدمات الحكومية، وتوفير مستويات مختلفة من التحقق، وآليات متعددة للدخول إما باستخدام اسم المستخدم وكلمة المرور أو باستخدام البطاقات الشخصية الذكية، وخدمة التوقيع الإلكتروني، والتي تتيح توقيع المعاملات على الإنترنت لأغراض الإثبات، فضلاً عن تبسيط ربط الجهات الحكومية بالخدمة من خلال بروتوكولات قياسية.
بهذه المناسبة، قال سعادة السيد جاسم بن سيف السليطي وزير المواصلات والاتصالات: «يسعدنا في وزارة المواصلات والاتصالات إطلاق نظام التوثيق الوطني والذي يهدف إلى تسهيل وصول المستخدمين إلى جميع الخدمات الحكومية بشكل سريع، وتعزيز مستوى تأمين المعلومات الخاصة بهم، بما يتوافق مع استراتيجية الحكومة الرقمية 2020، والتي أكدت من خلال هدفها الاستراتيجي الأول على ضرورة الارتقاء بمستوى الخدمات الحكومية، بحيث يتم التركيز في تطوير تلك الخدمات على المستفيدين، بما فيهم الأفراد الذين يعيشون ويعملون في دولة قطر، والشركات التي تدعم النمو الاقتصادي».
وأضاف سعادته: «بدأت العديد من الجهات الحكومية بمواكبة التطور التكنولوجي وتطوير خدماتها الرقمية، مما جعل تحسين أدوات التحقق والتوثيق الإلكتروني ذا أهمية بالغة، ومن خلال نظام التوثيق الوطني فقد أصبح بإمكان جميع المستخدمين الدخول إلى الخدمات التي تقدمها الجهات الحكومية، من خلال نفس اسم المستخدم وكلمة المرور، مما يوفر وقت وجهد المستخدم، ويعمل على سرعة وصوله للخدمة المطلوبة».
ويقوم نظام التوثيق الوطني بمهمة التحقق من الهوية الرقمية، ويوفر توثيقًا آمنًا يتماشى مع أفضل الممارسات العالمية في مجال أمن المعلومات، فضلاً عن توفير الحلول المناسبة للعوائق التي تواجه الجهات الحكومية في تطويرها للخدمات الرقمية، والمتمثلة في صعوبة التحقق من مصداقية المستخدم في تعاملاته الإلكترونية، واحتمالية تعرض الهوية الرقمية للسرقة أو الاختراق.
