Cabinet rejects US recognition of Golan as Israeli territory

Doha: Prime Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the cabinet regular meeting held yesterday morning at its seat at the Amiri Diwan.
Following the meeting, Minister of Justice and Acting Minister of State for Cabinet Affairs H E Dr Issa bin Saad Al Jafali Al Nuaimi stated that at the outset of the meeting, the Cabinet renewed Qatar’s rejection of US recognition of Israel’s sovereignty over the occupied Syrian Golan Heights.
The cabinet also expressed their deep regret over thes US decision, but maintained that it does not change the fact that the Golan is a Syrian Arab land. They highlighted that the recognition was in conflict with the Charter of the United Nations, principles of international law, UN Security Council Resolution 497, adopted unanimously on 17 December 1981, which rejects Israel’s occupation of Golan and considers it null.
The Cabinet reaffirmed that a just, comprehensive and lasting peace would not be achieved in the region without Israel’s withdrawal from the Arab territories it occupied in 1967 and without the recognition of the legitimate rights of the Palestinian people, foremost of which was the right to establish its independent State with Al Quds as its capital.
Cabinet then reviewed topics on its meeting’s agenda. The cabinet approved the draft resolution of the Council of Ministers to issue the executive regulations of the law of organizing tenders and auctions issued by Law No. 24 for the year of 2015, and to take the necessary procedures for its issuance.
The preparation of the draft executive regulations replaces the one issued by cabinet decision No. 22 of 2016 to comply with the amendments to the law and to provide the requirements and needs of governmental bodies quickly and efficiently. The draft includes the definition of rules and procedures for the organization of tenders and auctions. Second item on the agenda was approving a draft decision by the Minister of Finance to establish sections in the administrative units comprising the Ministry of Finance and to indicate their responsibilities.
Third item was approving a draft resolution by the Minister of Education and Higher Education on the executive regulations of the law on Regulating Higher Education. The project aims to regulate the governance of the higher education sector, enhance the quality of higher education institutions, and regulate the work of private educational institutions and university service centers.
The draft resolution includes the provisions relating to the regulation of the licensing of private higher education institutions and their programs, university service centers, the specification of the conditions of private higher education institutions and university service centers, and determining which records and files must be kept. The fourth item was approving a draft decision by the Minister of Municipality and Environment on the quality of air. The draft decision aims to maintain the quality of air by enforcing a set of regulations protecting the environment.
The fifth item was approving an agreement between the State of Qatar’s Ministry of Justice and Ministry of Justice, Transparency and Human Rights of the Hellenic Republic.
ترأس معالي الشيخ عبدالله بن ناصر بن خليفة آل ثاني رئيس مجلس الوزراء، الاجتماع العادي الذي عقده المجلس صباح أمس بمقره في الديوان الأميري. وعقب الاجتماع، أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء، بما يلي:
في بداية الاجتماع، جدد المجلس رفض دولة قطر للاعتراف الأميركي بسيادة إسرائيل على هضبة الجولان السورية المحتلة، وأعرب عن أسفه البالغ لهذا القرار الأميركي الذي لن يغير من حقيقة أن الجولان أرض سورية عربية، ويتعارض مع ميثاق الأمم المتحدة ومبادئ القانون الدولي وقرار مجلس الأمن رقم (497) الصادر بالإجماع بتاريخ 17 ديسمبر 1981، والذي يرفض احتلال إسرائيل للجولان، ويعتبره ملغياً وباطلاً.
وأكد المجلس مجدداً أن السلام العادل والشامل والدائم لن يتحقق في المنطقة بغير انسحاب إسرائيل من الأراضي العربية التي احتلتها عام 1967 والإقرار بالحقوق المشروعة للشعب الفلسطيني، وفي مقدمتها حقه في إقامة دولته المستقلة وعاصمتها القدس الشريف.
وبعد ذلك، نظر المجلس في الموضوعات المدرجة على جدول الأعمال، على النحو التالي:
أولاً- الموافقة على مشروع قرار مجلس الوزراء بإصدار اللائحة التنفيذية لقانون تنظيم المناقصات والمزايدات الصادر بالقانون رقم (24) لسنة 2015، واتخاذ الإجراءات اللازمة لاستصداره.
ويأتي إعداد مشروع اللائحة لتحل محل اللائحة الصادرة بقرار مجلس الوزراء رقم (22) لسنة 2016، لمواكبة التعديلات التي طرأت على القانون، وتوفير متطلبات واحتياجات الجهات الحكومية بسرعة وكفاءة. ويتضمن المشروع تحديد القواعد والإجراءات اللازمة لتنظيم المناقصات والمزايدات.
ثانياً- الموافقة على مشروع قرار وزير المالية بإنشاء أقسام في الوحدات الإدارية التي تتألف منها وزارة المالية وتعيين اختصاصاتها.
ثالثاً- الموافقة على مشروع قرار وزير التعليم والتعليم العالي باللائحة التنفيذية لقانون تنظيم التعليم العالي.
ويهدف المشروع إلى تنظيم حوكمة قطاع التعليم العالي، وتعزيز جودة مؤسسات التعليم العالي، وتنظيم عمل مؤسسات التعليم الخاصة ومراكز الخدمات الجامعية. وقد اشتمل مشروع القرار على الأحكام المتعلقة بتنظيم الترخيص لمؤسسات التعليم العالي الخاصة وبرامجها، وتنظيم الترخيص لمراكز الخدمات الجامعية ومزاولة خدماتها، وتحديد شروط ومواصفات مبنى مؤسسات التعليم العالي الخاصة ومراكز الخدمات الجامعية، وتحديد الشروط الواجب توافرها في العاملين بمؤسسات التعليم العالي الخاصة ومراكز الخدمات الجامعية، وتحديد السجلات والملفات التي يجب الاحتفاظ بها.
رابعاً- الموافقة على مشروع قرار وزير البلدية والبيئة بشأن جودة الهواء. ويهدف مشروع القرار إلى المحافظة على جودة الهواء، من خلال فرض مجموعة من الالتزامات لحماية البيئة الهوائية، والمحافظة عليها، وتطوير نظام وشبكة رصد جودة الهواء في الدولة.
خامساً- الموافقة على مشروع اتفاقية بين وزارة العدل في دولة قطر ووزارة العدل والشفافية وحقوق الإنسان في جمهورية اليونان.
