Qatar informs UNSC about Bahraini aircraft violation of airspace

New York: The State of Qatar informed the United Nations (UN) Security Council and the UN Secretary-General about a violation of Qatari airspace on Thursday, 27 December 2018 by a Bahrain Air Force aircraft without the prior authorization of the competent Qatari authorities.
This came in a message sent on Thursday by HE Permanent Representative of the State of Qatar to the United Nations Ambassador Sheikha Alya Ahmed bin Saif Al-Thani to HE UN Secretary-General Antonio Guterres, and to HE Permanent Representative of Equatorial Guinea Ambassador Ndong Mba, who is the President of the Security Council for this month.
In her message, HE the Ambassador called upon the United Nations to take the necessary measures to put an end to the tendentious Bahraini violations in order to maintain international peace and security, in accordance with the provisions of the Charter of the United Nations.
Requesting that the message be circulated as a document of the Security Council, Her Excellency said the Government of the State of Qatar draws the attention of the Security Council in the light of the provisions of Articles 34 and 35 of the UN Charter, and calls upon the UN to take the necessary measures to put an end to the tendentious Bahraini violations in order to maintain international peace and security in accordance with the provisions of the UN Charter.
She said that the continued air violations by the Kingdom of Bahrain and its violation of Qatari sovereignty are serious breach and flagrant violations of international law, warning against the continued attempts to ignite incidents that would increase tension in the region and without regard to Qatar’s security and stability.
Her Excellency expressed Qatar’s strong rejection and condemnation of this illegal act as a violation of the sovereignty and territorial integrity of the State of Qatar, and blamed the Kingdom of Bahrain for this air breach, asserting that it shall adhere to international conventions, the UN Charter and international law.
Concluding her message, HE the Ambassador affirmed the State of Qatar’s commitment to exercise the highest degree of restraint, abide by the UN Charter and promote good-neighborly relations, stressing that the State of Qatar reserves the full right to respond to any violations in line with its sovereign right, in accordance with the provisions of international law. She reaffirmed that Qatar will take the necessary measures to defend its borders, airspace and sea and its national security, in accordance with international laws and regulations.

أبلغت دولة قطر، مجلس الأمن الدولي والأمين العام للأمم المتحدة عن قيام طائرة تابعة للقوات الجوية البحرينية بانتهاك المجال الجوي القطري وبدون إذن مسبق من السلطات القطرية المختصة يوم الخميس 27 ديسمبر 2018، وذلك في رسالة وجهتها يوم أمس، الخميس، سعادة السفيرة الشيخة علياء أحمد بن سيف آل ثاني المندوب الدائم لدولة قطر لدى الأمم المتحدة إلى سعادة السيد أنطونيو غوتيريش الأمين العام للأمم المتحدة، وإلى سعادة السفير ندونغ مبا المندوب الدائم لغينيا الاستوائية ورئيس مجلس الأمن لهذا الشهر.
وطالبت سعادة السفيرة، في رسالتها، الأمم المتحدة باتخاذ ما يلزم لوضع حد للانتهاكات البحرينية المغرضة حفاظاً على السلم والأمن الدوليين وفق أحكام ميثاق الأمم المتحدة.
وقالت سعادتها، في الرسالة التي طالبت بتعميمها كوثيقة من وثائق مجلس الأمن، إن “حكومة دولة قطر تلفت انتباه مجلس الأمن استناداً لإحكام المادتين 34 و35 من ميثاق الأمم المتحدة، وتطالب الأمم المتحدة باتخاذ ما يلزم لوضع حد للانتهاكات البحرينية المغرضة حفاظا على السلم والأمن الدوليين وفق أحكام الميثاق”.
وأشارت إلى استمرار الخروقات الجوية من قبل مملكة البحرين انتهاكها للسيادة القطرية، وما تشكله تلك الخروقات الخطيرة من انتهاك صارخ للقانون الدولي، علاوة على استمرار المحاولات لافتعال حوادث من شأنها زيادة التوتر في المنطقة ودون اعتبار لأمن دولة قطر واستقرارها.
كما أعربت سعادتها عن استنكار ورفض دولة قطر الشديد لهذا التصرف غير القانوني بوصفه انتهاكاً لسيادة دولة قطر وسلامتها الإقليمية، وحمّلت مملكة البحرين المسؤولية عن الخرق الجوي، مؤكدة على وجوب التزامها بالاتفاقيات الدولية وميثاق الأمم المتحدة والقانون الدولي.
وفي ختام رسالتها، شددت سعادة السفيرة على حرص دولة قطر على ممارسة أعلى درجات ضبط النفس والالتزام بميثاق الأمم المتحدة وتعزيز علاقات حسن الجوار، مؤكدة أنها تحتفظ بحقها الكامل في الرد على أي انتهاكات انسجاما مع حقها السيادي المشروع وفق أحكام القانون الدولي.. كما شددت على القول إن دولة قطر “تجدد التأكيد على أنها ستتخذ الإجراءات اللازمة للدفاع عن حدودها ومجالها الجوي والبحري وأمنها القومي، وفقاً للقوانين والضوابط الدولية”.
