QFFD, QRCS to provide health care for 600,000 in Mosul

DOHA: Qatar Fund for Development (QFFD) and Qatar Red Crescent Society (QRCS) have signed a memorandum of understanding (MoU) to support the United Nations 2018 Humanitarian Response Plan in Mosul, Iraq.

Under the agreement, QRCS will rehabilitate and operate the Mosul General Hospital for eight months, serving the city’s 500,000 population, as well as 100,000 indirect beneficiaries, said a release. The agreement was signed by Misfer Hamad Al Shahwani, Director of Development Projects, QFFD; and Youssef Abdullah Al Sada, Executive Director, QRCS.

According to the action plan, QRCS’s mission in Iraq will coordinate with Iraq’s Ministry of Health and Nineveh’s Provincial Council to create a joint technical team, which will identify the damage in the hospital’s premises and the medicines, medical equipment, and other supplies required.

At the same time, the provincial council and hospital’s management will supervise the selection of medical professionals to be hired. Throughout the duration of the project, the plan will be under constant revision, to make necessary corrections and adjustments wherever needed.

Al Shahwani stressed the importance of this grant and its great compatibility with the interest of Qatar in improving the livelihoods of communities around the world.

“QFFD pays great attention to health projects, in order to promote the health and well-being of the beneficiaries,” said Al Shahwani.

He said that in cooperation with Iraq’s Ministry of Health and QRCS, this grant represents a renewed hope for the people of the city and its surrounding areas, serving up to 600,000 beneficiary”.

“This project will contribute to the development of the region and help the local community to withstand difficult living conditions, by meeting a vital human need: health care,” said Al Shahwani.

Al Sada, valued this generous contribution from QFFD, “a new episode of Qatar’s track record in helping the Iraqi people for years now. A key asset of this support is the strong, coordinated partnership between QFFD as a major donor and QRCS as a leading humanitarian provider in many crises”.

“This intervention is important as the Mosul General Hospital is the only medical service provider in western Mosul (Wadi Hajar), offering primary and secondary health care for the districts and outskirts of the city,” he said.

“In addition to reducing the morbidity and mortality rates, the project will encourage the displaced households to return to their home districts, as all basic services will be available, particularly health care,” he added.

وقع صندوق قطر للتنمية اتفاقية مع الهلال الأحمر القطري، لتقديم منحة من أجل دعم خطة الاستجابة العاجلة التابعة للأمم المتحدة لمدينة الموصل بالعراق الشقيق، من خلال تشغيل مستشفى الموصل العام لمدة 8 أشهر، بهدف تقديم خدمات الرعاية الصحية لـ 500 ألف نسمة من سكان الجانب الغربي لمدينة الموصل، بالإضافة إلى 100 ألف مستفيد غير مباشر.

وقّع الاتفاقية من جانب صندوق قطر للتنمية السيد مسفر بن حمد الشهواني المدير التنفيذي لإدارة المشاريع التنموية، والسيد يوسف عبد الله السادة المدير التنفيذي للهلال الأحمر القطري.

وعلى هامش توقيع الاتفاقية، أكد السيد مسفر بن حمد الشهواني أهمية هذه المنحة وتماشيها بشكل كبير مع اهتمام دولة قطر بتحسين سبل عيش المجتمعات حول العالم، وخصوصاً الأشقاء في جمهورية العراق الشقيق.

وأضاف: «يهتم صندوق قطر للتنمية بالمشاريع الصحية بجميع أنواعها، ومن أهمها تشغيل المستشفيات والمراكز الطبية المتخصصة»، موضحاً أن هذه المنحة الطبية بالتعاون بين كلٍّ من وزارة الصحة العراقية والهلال الأحمر القطري تشكل أملاً متجدداً لأهالي الموصل والمناطق المحيطة بها، حيث إنها ستضمن تقديم الخدمات الطبية لحوالي 600 ألف مستفيد.

وقال: «إن هذا المشروع يساهم في إعادة إعمار وتنمية المنطقة ومساعدة الأهالي على مواجهة صعوبات الحياة، حيث تضمن المنحة وجود إحدى أهم الخدمات ألا وهي الخدمات الصحية».

ومن جانبه، ثمَّن السيد يوسف السادة المدير التنفيذي للهلال الأحمر القطري هذه المنحة الكريمة من جانب صندوق قطر للتنمية، وأكد أن الاتفاقية تمثل حلقة جديدة من حلقات الدعم الإنساني المتواصل الذي تقدمه دولة قطر لمساعدة الشعب العراقي الشقيق على مدار الأعوام الماضية.

وأضاف: «من أهم مقومات نجاح ذلك الدعم علاقة التعاون والتنسيق والتكامل التي تجمع بين صندوق قطر للتنمية كجهة مانحة رئيسية في مجال العمل الإنساني الدولي والهلال الأحمر القطري، باعتباره من أكثر المنظمات الإنسانية حضوراً وفاعلية على صعيد الاستجابة للأزمات الإنسانية».

وأوضح السادة: «تأتي أهمية هذه الاتفاقية في دعم مستشفى الموصل العام، كونه المستشفى الوحيد الموجود في الموصل الغربية (حي وادي حجر)، ويقدم خدمات الرعاية الصحية الأولية والثانوية لسكان مدينة الموصل والمناطق المحيطة بها، كما أن تشغيل المستشفى سوف يساعد على تقليل معدلات الأمراض ونسبة الوفيات بين أهالي المدينة، وتشجيع النازحين على العودة إلى منازلهم، نتيجة اطمئنانهم إلى توافر الخدمات الأساسية، وعلى رأسها الرعاية الصحية».;
