Initiative to promote local production and subsidised sheep meat prices

Doha: The Ministry of Commerce and Industry and the Ministry of Municipality and Environment have launched a joint national initiative to promote local production and subsidised sheep meat prices.
The initiative aims at encouraging local farmers to upgrade their equipment, improve their capabilities, and create a strategic stock of local sheep that guarantees food security and meets demand. The initiative will be implemented in two stages, simultaneously.
The first stage that started on Sunday involves the registration of the farms and agricultural estate and the assessment of quantities. Widam Food Company will then purchase live sheep directly from the farms and agricultural estate in accordance with the regulations and requirements.
The second stage regulates the sale of sheep to citizens at subsidised prices for a period of five months and thirteen days (Rajab – Sha’ban – Ramadan – Shawwal and Dhu Al Qidah until the end of the third day of Eid Al Adha).
The initiative outlined the general regulations and requirements for the registration of sheep and the selection of the farm or agricultural estate that will participate in the national initiative to encourage local production and subsidise the price of sheep meat.
The initiative stipulates that the applicant should own an operating registered farm or agricultural estate that complies with biosecurity regulations. The participating farm or agricultural estate shall be home to basic facilities and meet hygiene requirements for typical animal breeding, such as overall cleanliness, proper barns, feedstocks and clean water.
The initiative also stipulates that barns within the farm or agricultural estate should be suitable for intensive sheep breeding. The sheep being bred as part of the initiative shall be local and from the Arab Awassi breed. They should also be vaccinated, healthy and free from diseases, defects and injuries and shall be aged four months and above, and weighing between 30kg and 35kg.
The initiative also stipulates that farmers shall pledge to deliver digitally numbered sheep at specified dates and locations, which will be clarified by specialists at the Animal Wealth Department at the Ministry of Municipality and Environment upon the completion of the registration procedures in the initiative.
The Ministries called on the owners of agricultural estates and farms wishing to participate in the sale of sheep to submit an application to the Department of Animal Wealth at the Ministry of Municipality and Environment (Al-Mansour Tower -12th floor—the Agricultural Sector in Old Salata) according to the prepared application forms, starting on February 18. وتهدف المبادرة إلى تشجيع المربين المحليين على تطوير أدواتهم وتحسين قدراتهم، وتكوين مخزون استراتيجي يدعم تحقيق الأمن الغذائي من الأغنام المحلية وتوفير الكميات المطلوبة.
تنفيذ المبادرة من خلال مرحلتين متزامنتين:
الأولى- عبر تسجيل العزب والمزارع وحصر الكميات، وتبدأ من يوم الإثنين 18 فبراير 2019، على أن تقوم شركة ودام الغذائية بشراء الأغنام الحية مباشرة من العزب والمزارع وفقاً للضوابط والاشتراطات المحددة.
المرحلة الثانية– يتم خلالها تنظيم البيع للمواطنين بأسعار مدعومة، وتكون لمدة خمسة شهور وثلاثة عشر يوما (رجب – شعبان – رمضان – شوال – ذو القعدة – وحتى نهاية اليوم الثالث من عيد الأضحى المبارك) .
الضوابط والاشتراطات العامة اللازمة للتسجيل في المبادرة
وحددت المبادرة الضوابط والاشتراطات العامة اللازمة لتسجيل الأغنام واختيار العزبة أو المزرعة المشاركة في المبادرة الوطنية لتشجيع الإنتاج المحلي ودعم أسعار لحوم الأغنام، حيث اشترطت المبادرة أن يكون المتقدم له عزبة أو مزرعة مسجلة سارية المفعول، وأن تكون العزبة أو المزرعة ملتزمة بضوابط الأمن الحيوي، وعلى أن تكون العزبة أو المزرعة المشاركة تحتوي على المرافق الأساسية والاشتراطات الصحية المطلوبة للتربية الحيوانية النموذجية، مثل النظافة العامة ووجود الحظائر المناسبة ومخازن الأعلاف والمياه النظيفة.
كما اشترطت المبادرة أن تكون الحظائر الموجودة بالمزرعة أو العزبة ملائمة ومهيأة للتربية المكثفة للأغنام، وكذلك أن تكون الأغنام المشاركة في البرنامج محليه ومن فصائل العواسي العربية، وعلى أن تكون الأغنام محصنة وفي حاله صحية جيدة وخالية من الأمراض والعيوب والإصابات، وأن يكون عمر الأغنام من 4 شهور فما فوق، ومتوسط الوزن 30 كجم إلى 35 كجم.
كما اشترطت المبادرة التعهد بالالتزام بتسليم الأغنام المرقمة بترقيم البرنامج في المواعيد والأماكن المحددة، والتي سيتم توضيحها من قبل المختصين بإدارة الثروة الحيوانية بوزارة البلدية والبيئة عند إتمام إجراءات التسجيل في البرنامج.
