MOTC and QFC sign MoU to boost digital, tech industry development

The Ministry of Transport and Communications (MOTC) and the Qatar Financial Centre have signed an MoU for cooperating in all areas related to the technological and economic development of the State of Qatar and the development of a culture of innovation and entrepreneurship in all sectors of society.

Signed at MOTC offices yesterday, the MoU aims at supporting the activities or projects that help raise the digital industry’s contribution to the Qatari GDP.

The two parties will also work together on improving the competitiveness of the local digital sector and supporting the activities aimed at attracting local and international investments and companies.

The MoU was signed by MOTC’s Assistant Undersecretary for Digital Society Development Affairs Reem Al Mansoori and QFC CEO Yousuf Mohamed Al Jaida. As per the MoU, the two parties intend to support digital development in the field of information and communication technology and its adoption in Qatar for high priority segments of society such as the youth, entrepreneurs, startups, SMEs and others.

The MoU has special areas of focus. All of them fall in the context of developing the digital and technological industry as well as the programs and projects that MOTC executes toward that end such as the Smart Qatar Program (TASMU) and relevant innovation and research areas through the exchange of knowledge among stakeholders.

Economic development is also another area of focus through promoting and attracting global e-commerce and e-commerce related technology companies and driving digital investments in Qatar jointly through initiatives the two parties organise. “We are delighted to have signed this MoU with QFC, which comes within the context of MOTC’s digital industry competitiveness enhancement mechanisms, through boosting entrepreneurship, research and innovation. This MoU will offer a significant platform for constructive cooperation and a broader and more pragmatic coordination toward what we aim for,” said Al Mansoori.

“The State of Qatar is committed to building a smart, vibrant and robust ICT sector as one of the fundamentals for a knowledge-based economy. Today’s MoU is a key step toward benefiting from QFC’s expertise and visible support for Qatar’s digital and technological industry agenda,” she added.

“We will work together to improve potential and competitiveness through the TASMU Digital Valley, specialized e-commerce programs and Smart Qatar Program TASMU,” she noted.

Al Jaida said; “We are proud to work closely with the Ministry of Transport and Communications to further advance the technological and economic development of Qatar. By increasing the digital industry’s contribution to Qatar’s GDP we can help improve the competitiveness of the sector, thereby attracting both local and international investments, which remains the key mandate of the Qatar Financial Centre.

“I am confident that this valued partnership will further support our efforts towards realizing the goals of the Qatar National Vision 2030, in particular the economic development pillar which emphasizes economic diversification, in which the digital sector plays a crucial role,” he added.

وقعت وزارة المواصلات والاتصالات، مذكرة تفاهم مع هيئة مركز قطر للمال، بهدف التعاون بين الطرفين في مختلف المجالات المتعلقة بالتنمية التكنولوجية والاقتصادية في دولة قطر، وتطوير ثقافة الابتكار وريادة الأعمال في جميع قطاعات المجتمع. وقع المذكرة اليوم في مقر وزارة المواصلات والاتصالات، كل من السيدة ريم المنصوري وكيل الوزارة المساعد لشؤون تنمية المجتمع الرقمي، والسيد يوسف محمد الجيده الرئيس التنفيذي لهيئة مركز قطر للمال.

يهدف الطرفان -من خلال هذه المذكرة- إلى دعم الأنشطة أو المشاريع التي من شأنها أن ترفع من معدلات ومؤشرات مساهمة الصناعة الرقمية في إجمالي الناتج المحلي في قطر، كما يهدفان إلى الارتقاء بالقدرة التنافسية للقطاع الرقمي المحلي في مجال تكنولوجيا المعلومات والاتصالات، فضلاً عن دعم الأنشطة التي تهدف إلى جذب المزيد من الاستثمارات والشركات المحلية والدولية. وبموجب هذه المذكرة، يدعم الطرفان جهود التطوير الرقمي في مجال تكنولوجيا المعلومات والاتصالات، واعتمادها في قطر لشرائح المجتمع ذات الأولوية القصوى، كالشباب، ورجال الأعمال، والشركات الناشئة، والشركات الصغيرة والمتوسطة، وغيرها.

وتتضمن مذكرة التفاهم مجالات تركيز بعينها تقع في إطار تطوير الصناعة الرقمية والتكنولوجية، وما يدعمها من البرامج والمبادرات التي تنفذها وزارة المواصلات والاتصالات، وعلى رأسها: برنامج قطر الذكية «تسمو»، ومجالات الابتكار والبحث من خلال خلق المعرفة وتبادلها بين أصحاب المصلحة.

كما يركز الطرفان على التعاون في التنمية الاقتصادية، من خلال تشجيع واستقطاب الشركات العاملة في مجال التجارة الإلكترونية العالمية، وتعزيز الاستثمارات الرقمية في مجال تكنولوجيا المعلومات والاتصالات في قطر.

تنافسية

وفي تعليق لها بعد توقيع المذكرة، قالت السيدة ريم المنصوري، وكيل الوزارة المساعد لشؤون تنمية المجتمع الرقمي: «نسعد بتوقيع هذه المذكرة مع هيئة مركز قطر للمال، التي تأتي في إطار آليات وزارة المواصلات والاتصالات، لتعزيز القدرة التنافسية لقطاع الصناعة الرقمية والتكنولوجية في دولة قطر بشكل عام، من خلال دعم مجالات ريادة الأعمال والبحث والابتكار. ستوفر هذه المذكرة فرصة مهمة للتعاون البناء، ومساحة أوسع وأكثر براغماتية لتنسيق الجهود على أرض الواقع نحو تحقيق هذه الغاية». وأضافت: «إن دولة قطر ملتزمة ببناء قطاع قوي وحيوي وذكي للاتصالات وتكنولوجيا المعلومات كأحد الدعائم الأساسية في مسيرة التحول للاقتصاد القائم على المعرفة. مذكرة التفاهم اليوم خطوة مهمة في طريق الاستفادة من الخبرة التي يتمتع بها مركز قطر للمال، واهتمامه الواضح في دعم أجندة الصناعة الرقمية والتكنولوجية في قطر، وسنعمل سوياً لتحسين الإمكانيات والقدرات التنافسية، من خلال وجود وادي تسمو الرقمي، والبرامج المتخصصة والتجارة الإلكترونية، وقطر الذكية (تسمو)».

من جانبه، قال السيد يوسف محمد الجيده، الرئيس التنفيذي لهيئة مركز قطر للمال: «نفخر بالعمل عن كثب مع وزارة المواصلات والاتصالات، لتعزيز التنمية التكنولوجية والاقتصادية في قطر. ويُمكننا، من خلال زيادة مساهمة الصناعة الرقمية في الناتج المحلي لقطر، تعزيز تنافسية هذا القطاع، وبالتالي استقطاب الاستثمارات المحلية والأجنبية في آنٍ واحد، مما يُعد إحدى المهمات الرئيسية لمركز قطر للمال. أنا واثق أن هذه الشراكة القيّمة ستدعم جهودنا الرامية إلى تحقيق رؤية قطر الوطنية 2030، وخاصة ركيزة التنمية الاقتصادية التي تشدد على التنوع الاقتصادي، حيث يلعب القطاع الرقمي دوراً حيوياً».;
