Qatar attends Arab Economic and Social Council’s meeting

Cairo: The extraordinary session of the Arab economic and social council at the level of senior officials of the Arab ministries of finance and economy and the general directors of Arab joint economic institutions began at the headquarters of the General Secretariat of the Arab League yesterday. The session is held in preparation for the fourth session of the Arab economic and social development summit scheduled to be held in Beirut in January under the chairmanship of Iraq, the current chair of the Arab economic and social council.
The draft agenda has 23 items, namely: the report of the Arab League’s Secretary General on joint economic, social and development work, and a report on the follow-up to the implementation of the decisions of the third session of Arab economic and social development summit in Riyadh 2013, and a special annex on the regular session of Arab development summit based on a decision from economic and social council.
The draft agenda also includes an item on Arab food security, and has a number of topics, including Sudanese President Omar Al Bashir’s initiative on Arab food security, the Arab emergency food security programme, integration and trade exchange in agricultural and plant crops, and livestock products.
The draft agenda has items related to the developments of the greater Arab free trade area, the completion of the requirements to establish the Arab customs union, the Arab charter for the development of SMEs, the Arab strategy for sustainable energy 2030, the launch of a process to establish the Arab common market for electricity, the strategic vision for enhancing and activating joint Arab action between the sectors of tourism and culture in the Arab countries, and the management of solid waste in the Arab world.
The meeting will also discuss issues related to the support of the Palestinian economy, including the strategic plan for sectoral development in Al Quds (2018-2022) and the achievements of Al Quds and Al Aqsa funds, in addition to an item on financing for development, a proposal submitted by the General Secretariat of the Arab League. It includes the formation of the Arab economic integration project and the aid for trade project portfolio. In addition, the meeting will discuss an item on the Arab strategy for the eradication of multidimensional poverty 2030 and a family action plan for the Arab region in the context of the implementation of sustainable development goals 2030, in addition to the decision of the Arab ministers of health on a women’s health initiative.
The senior officials are expected to submit their discussions’ results to the Arab economic and social council that will hold its extraordinary session tomorrow at the ministerial level to prepare the draft agenda of the Arab development summit.
بدأت اليوم، أعمال الدورة غير العادية للمجلس الاقتصادي والاجتماعي العربي على مستوى كبار المسؤولين في وزارات المال والاقتصاد العرب والمدراء العامين لمؤسسات العمل العربي الاقتصادي المشترك، بمقر الأمانة العامة بجامعة الدول العربية.
وتعقد أعمال الدورة من أجل الإعداد والتحضير للدورة الرابعة للقمة العربية التنموية: الاقتصادية والاجتماعية المقرر عقدها في العاصمة اللبنانية “بيروت” يناير المقبل، برئاسة العراق (الرئيس الحالي للمجلس الاقتصادي والاجتماعي العربي).
ويتضمن مشروع جدول الأعمال 23 بندا في مقدمتها: تقرير الأمين العام للجامعة العربية عن العمل الاقتصادي والاجتماعي والتنموي العربي المشترك، وتقرير حول متابعة تنفيذ قرارات القمم العربية التنموية الاقتصادية والاجتماعية في دورتها الثالثة بالرياض 2013، وملحق خاص بالانعقاد الدوري للقمة العربية التنموية بناء على قرار من المجلس الاقتصادي والاجتماعي.
كما يتضمن مشروع جدول الأعمال بندا حول الأمن الغذائي العربي ويتضمن عدة مواضيع، منها مبادرة الرئيس السوداني عمر البشير بشأن الأمن الغذائي العربي، البرنامج الطارئ للأمن الغذائي العربي، التكامل والتبادل التجاري في المحاصيل الزراعية والنباتية، ومنتجات الثروة الحيوانية في المنطقة العربية.
ويشتمل مشروع جدول الأعمال على بنود تتعلق بتطورات منطقة التجارة الحرة العربية الكبرى واستكمال متطلبات إقامة الاتحاد الجمركي العربي، والميثاق العربي الاسترشادي لتطوير قطاع المؤسسات المتوسطة والصغيرة ومتناهية الصغر، والاستراتيجية العربية للطاقة المستدامة 2030، وإطلاق العمل لإنشاء السوق العربية المشتركة للكهرباء، والرؤية الاستراتيجية لتعزيز وتفعيل العمل العربي المشترك بين قطاعي السياحة والثقافة في الدول العربية، وإدارة النفايات الصلبة في العالم العربي.
ويبحث الاجتماع أيضا موضوعات تتعلق بدعم الاقتصاد الفلسطيني والذي يتضمن الخطة الاستراتيجية للتنمية القطاعية في القدس (2018 -2022) وإنجازات صندوقي القدس والأقصى، إلى جانب بند حول التمويل من أجل التنمية وهو مقترح مقدم من الأمانة العامة للجامعة العربية ويتضمن تكوين محفظة تمويل مشروعات التكامل الاقتصادي العربي وبرنامج المساعدة من أجل التجارة، فضلا عن بند حول الإطار الاستراتيجي العربي للقضاء على الفقر متعدد الأبعاد 2030، ومنهاج عمل للأسرة في المنطقة العربية في إطار تنفيذ أهداف التنمية المستدامة 2030، إلى جانب قرار وزراء الصحة العرب (المحفظة الوردية) “مبادرة إقليمية لصحة المرأة”.
ومن المقرر أن يرفع كبار المسئولين نتائج مناقشاتهم إلى المجلس الاقتصادي والاجتماعي العربي في دورته غير العادية غدا الخميس على المستوى الوزاري وذلك لإعداد مشروع بنود جدول أعمال القمة العربية التنموية: الاقتصادية والاجتماعية.
تشارك دولة قطر في أعمال الاجتماع بوفد من وزارة التجارة والصناعة.
