Qatar actively working to establish scientific, research and legal base in nuclear energy

The State of Qatar has affirmed its keen interest in benefiting from the peaceful applications of nuclear energy, for the prosperity and improvement of the quality of life that can be can achieved through these applications, stressing the importance attached to this energy in the implementation of the Sustainable Development Plan 2030, which has comprehensive goals that balance the three dimensions of sustainable development — economic, social and environmental.

Qatar warned that the expansion of nuclear power plants, especially in some countries that have overstated their contracts in recent years to build many nuclear power plants at a time when their infrastructure, national expertise, regulatory frameworks and safety personnel have not been completed, could create legitimate concerns about the safety and security of energy reactors.

These concerns are increasing in the geographically neighbouring countries, which calls for strengthening national, regional and international legal frameworks, increasing transparency, sharing information and building confidence in those activities.

This came in a statement of the State of Qatar, delivered by Acting Charge d’Affaires in the Qatari Embassy in Vienna, Abdullah bin Nasser Al Fahid, before the High-level International Ministerial Conference on Science and Nuclear Technology organized by the International Atomic Energy Agency (IAEA).

He highlighted the keen interest of the State of Qatar in benefiting from the peaceful applications of nuclear energy, because of the prosperity and improvement of the quality of life that can be can achieved through these applications, adding that the State is actively working to establish its scientific, research and legal base in the field of nuclear energy in order to be able to keep pace with the latest technologies.

Abdullah bin Nasser Al Fahid said that nuclear science and technology are among the most important technologies of this age because it can make a broad contribution to the development of various fields of life and make an effective contribution to the implementation of the 17 sustainable development goals embodied in the 2030 Sustainable Development Plan. He voiced Qatar’s appreciation for the important role played by the IAEA in transferring nuclear expertise and techniques through scientific seminars and training workshops in various aspects of the peaceful uses of nuclear energy and its keenness on having many participants in these activities.

The Technical Cooperation Program (TCP), which is the main instrument for the transfer of nuclear technology, plays a major role in improving the health and lives of individuals by adapting nuclear science and technology and making them available in the areas of health care, food, agriculture, industry and many other areas, he added.

He stressed that the State of Qatar had consistently supported the Programme paying, in full, its contributions to the TCP annual budget. He further called for addressing the issue of the TCP limited resources and providing adequate resources to it.

Al Fahid referred to the renovation and modernization of the IAEA laboratories in Seibersdorf, where the laboratory after the completion of the modernisation will carry the training of cadres from IAEA Member States in the areas of food security, water resources management, human health, environmental radioactivity and livestock, underlining Qatar’s keenness to be one of the 34 countries that have contributed to the financing of the IAEA Laboratories’ modernization project.

Concluding the statement, Abdullah bin Nasser Al Fahid expressed Doha’s hope to continue its cooperation with the IAEA in all areas of the peaceful use of nuclear energy and its support for the principles contained in the Vienna Ministerial Declaration on Nuclear Science and Technology.

أكدت دولة قطر اهتمامها الكبير بالاستفادة من التطبيقات السلمية للطاقة النووية لما يمكن أن تحققه تلك التطبيقات من ازدهار وتحسين جودة الحياة، مشددة على ما حظيت به هذه الطاقة من أهمية بالغة في تنفيذ خطة التنمية المستدامة 2030 التي جاءت بأهداف شاملة توازن بين الأبعاد الثلاثة للتنمية المستدامة الاقتصادي والاجتماعي والبيئية.

وحذرت من أن التوسع في إنشاء محطات الطاقة النووية، وخاصة في بعض البلدان التي بالغت في تعاقداتها في السنوات الأخيرة لإنشاء العديد من محطات الطاقة النووية في وقت لم تكتمل فيه بنيتها التحتية وخبراتها الوطنية وأطرها التنظيمية وكوادر السلامة فيها، قد يخلق مخاوف مشروعة حول سلامة وأمان مفاعلات الطاقة، وتزداد هذه المخاوف لدى دول الجوار الجغرافي، مما يستدعي تعزيز الأطر القانونية الدولية والإقليمية والوطنية وزيادة الشفافية وتقاسم المعلومات وبناء الثقة في تلك الأنشطة.

جاء ذلك في بيان دولة قطر الذي ألقاه السيد عبدالله بن ناصر آل فهيد القائم بأعمال سفارة دولة قطر في فيينا بالإنابة أمام المؤتمر الوزاري الدولي رفيع المستوى المعني بالعلوم والتكنلوجيا النووية والذي تنظمه الوكالة الدولية للطاقة الذرية.

وأبرز السيد عبد الله بن ناصر آل فهيد اهتمام دولة قطر الكبير في الاستفادة من التطبيقات السلمية للطاقة النووية لما يمكن ان تحققه تلك التطبيقات من ازدهار وتحسين جودة الحياة، مضيفا أن الدولة تعمل بشكل حثيث على تأسيس قاعدتها العلمية والبحثية والقانونية في مجال الطاقة النووية لكي تستطيع مواكبة احدث التقنيات والتطبيقات للاستفادة منها في مختلف المجالات.

وقال “إن العلوم والتكنولوجيا النووية تعتبر من أهم تكنولوجيات هذا العصر لما يمكن أن تقدمه من اسهام واسع في تحقيق التنمية في مختلف مجالات الحياة وتقدم مساهمة فاعلة في تنفيذ أهداف التنمية المستدامة السبعة عشر التي تضمنتها خطة التنمية المستدامة للعام 2030″، معربا عن تقدير دولة قطر للدور الهام الذي تقوم به الوكالة الدولية للطاقة الذرية في نقل الخبرات والتقنيات النووية في مجال الاستخدامات السلمية للطاقة النووية من خلال الندوات العلمية وورش التدريب في مختلف جوانب استخدامات الطاقة النووية السلمية، وحرصها على المشاركة بالعديد من تلك الفعاليات، إذ يلعب برنامج التعاون التقني الذي يعتبر الأداة الرئيسية لنقل التكنولوجيا النووية دورا كبيرا في تحسين صحة وحياة الأفراد عن طريق تطويع العلوم والتكنولوجيا النووية وجعلها متوافرة في مجالات الرعاية الصحية والأغذية والزراعة والصناعة والعديد من المجالات الأخرى.

كما أكد أن دولة قطر دأبت على دعم هذا البرنامج من خلال دفع مساهماتها الكاملة في ميزانية برنامج التعاون التقني سنوياً، داعيا إلى معالجة قلة الموارد المتوفرة للبرنامج وتوفير موارد كافية ومضمونة.

وبين القائم بأعمال سفارة دولة قطر في فيينا بالإنابة أن الوكالة أقدمت عام 2014 على خطوة هامة من أجل تعميم وتوسيع استفادة الدول الأعضاء من التكنولوجيا النووية للأغراض السلمية من خلال خطتها لتجديد وتحديث مختبرات الوكالة في منطقة “سايبرسدورف”، حيث سيقوم المختبر بعد الانتهاء من تحديثه بتدريب كوادر الدول الأعضاء في مجالات الأمن الغذائي وإدارة موارد المياه والصحة البشرية والنشاط الإشعاعي والبيئي والثروة الحيوانية، مشيراً إلى حرص دولة قطر على أن تكون من بين الدول الـ 34 التي ساهمت بتمويل مشروع تجديد مختبرات الوكالة.

وتناول آل فيهد خطة قطر للتنمية المستدامة 2030، حيث شدد على أنها جاءت بأهداف شاملة توازن بين الأبعاد الثلاثة للتنمية المستدامة الاقتصادي والاجتماعي والبيئية لتلعب الطاقة النووية دورا حاسما في التعجيل بتنفيذ أهدافها، لكنه نبه إلى أن التوسع في إنشاء محطات الطاقة النووية، وخاصة في بعض البلدان التي لم تكتمل فيه بنيتها التحتية وخبراتها الوطنية وأطرها التنظيمية وكوادر السلامة فيها، يخلق مخاوف مشروعة حول سلامة وأمان مفاعلات الطاقة .

وأعرب القائم بأعمال سفارة دولة قطر في فيينا، في ختام بيان دولة قطر، عن تطلع الدوحة إلى مواصلة تعاونها مع الوكالة الدولية للطاقة الذرية في جميع مجالات استخدام الطاقة النووية السلمية، وتأييدها للمبادئ التي تضمنها الاعلان الصادر عن المؤتمر الوزاري المعني بالعلوم والتكنولوجيا النووية في فيينا، وعزمها على متابعة تنفيذ الأهداف والنتائج التي ستتمخض عن هذا المؤتمر .
