New rules for telecom tariffs come into effect on January 1

The Communications Regulatory Authority (CRA) has issued a decision to promulgate the new Retail Tariff Instruction (RTI) for telecommunications services to improve consumer experience and ensure sustainable competition and development of the telecommunications market in Qatar.

All service providers in Qatar must comply with the decision issued by CRA president Mohamed Ali al-Mannai effective January 1, 2019, the CRA said in a statement on Sunday.

The new RTI will provide service providers with more flexibility as it will allow the introduction of new tariffs and promotions targeting specific sectors or customer segments.

Service providers will be required to publish these tariffs and promotions on their respective websites. This approach has been chosen by CRA as a regulatory best practice to encourage the competition in the telecommunications market.

“The CRA is keen to promote sustainable competition and ensure the provision of a broad range of high-quality and innovative services in the telecommunications market. The new Retail Tariff Instruction is developed to encourage service providers to offer higher quality services at lower prices and tariffs tailored to customers’ specific needs. This will in turn benefit both the service providers and consumers, and will lead to the development of the sector in Qatar,” al-Mannai said.

The new RTI aims to increase the transparency of the tariffs available in the markets, and to avoid the introduction of illegal tariffs. The service providers have four months from January 1, 2019 to regularise illegal tariffs in the market and to move their customers to the tariffs that are in compliant with the new RTI.

The first RTI was published in 2009. It outlines the general rules and the process for approval for all retail tariffs.

وفي هذا السياق، قال سعادة السيد محمد علي المناعي، رئيس هيئة تنظيم الاتصالات: «تحرص الهيئة على تعزيز المنافسة المستدامة، وضمان توفر مجموعة واسعة من الخدمات المبتكرة وعالية الجودة في سوق الاتصالات في دولة قطر. لقد تم وضع التعليمات الجديدة لتشجيع مقدمي خدمات الاتصالات على تقديم خدمات بجودة أعلى وبأسعار أقل، بالإضافة إلى توفير خدمات بتعرفة مخصصة لفئات معينة من العملاء بحسب احتياجاتهم، الأمر الذي سيعود بالفائدة على كل من مقدمي الخدمات والمستهلكين، وبالتالي تطوير قطاع الاتصالات في دولة قطر».

توفيق الأوضاع

تهدف التعليمات الجديدة إلى زيادة الشفافية فيما يختص بالتعريفات المطروحة في الأسواق، وإلى تفادي وجود تعريفات غير قانونية. علماً بأن لدى مقدمي الخدمات أربعة أشهر من تاريخ 1 يناير 2019 ليقوموا بتوفيق أوضاعهم فيما يختص بالتعريفات غير القانونية في السوق، بالإضافة إلى تحويل عملائهم إلى التعريفات القانونية المتوافقة مع التعليمات الجديدة.

تجدر الإشارة إلى أنه تم إصدار النسخة الأولى من تعليمات تعرفة خدمات الاتصالات بالتجزئة في عام 2009، وتحدد هذه الوثيقة القواعد العامة والإجراءات الذي ينبغي اتباعها للموافقة على جميع تعريفات خدمات الاتصالات بالتجزئة.

جدير بالذكر أن الهيئة هي الجهة المسؤولة عن تنظيم قطاع الاتصالات في الدولة، وقد أنشئت بموجب القرار الأميري رقم (42) لسنة 2014. وتتولى الهيئة المستقلة تنظيم قطاع الاتصالات وتكنولوجيا المعلومات وقطاع البريد، والنفاذ إلى الإعلام الرقمي. وتعمل الهيئة على ضمان حصول الأفراد والشركات والمؤسسات الحكومية في الدولة على مجموعة واسعة من خدمات الاتصالات المبتكرة والمتقدمة والموثوق بها، وتطبيق جميع صلاحياتها التنظيمية في سبيل ضمان ازدهار المنافسة بقطاع الاتصالات مع الحرص على حماية حقوق المستهلك بشكل أساسي.;
