Cabinet nod for draft law against money laundering, terror funding

Qatar’s Cabinet on Wednesday approved a draft law on Anti-Money Laundering and Countering the Financing of Terrorism.

The draft law replaces Law No 4 of 2010, in light of the modernisation of international standards of Anti-Money Laundering and Countering the Financing of Terrorism, and enables financial institutions and competent authorities to deal effectively with financial crimes, thus protecting the economic system from exploitation by criminal elements.

HE the Prime Minister and Interior Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani chaired the Cabinet’s regular meeting at the Amiri Diwan.

Following the meeting, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa Saad al-Jafali al-Nuaimi stated that the Cabinet reviewed topics on the meeting’s agenda.

The Cabinet also approved a draft law on preventive measures against animal-originated infectious and epidemiological diseases in the GCC countries, and a draft decision by the Minister of Commerce and Industry, amending some provisions of Decision No 2 of 1988 regarding the maximum prices for the sale of Australian sheep meat and the regulation of its trading.

Another decision taken at the Cabinet meeting was the approval for a draft memorandum of understanding on the provision of explosives control equipment to enhance the security of civil aviation at Hamad International Airport between the Ministry of Transport and Communications and the Department for Transport in the United Kingdom, and a draft letter of intent between the Municipality of Doha and the government of the Autonomous City of Buenos Aires in Argentina.

The Cabinet also took the necessary measures for the ratification of: An agreement on the encouragement and protection of mutual investments and a memorandum of understanding for economic, commercial and technical co-operation between the Qatar and Rwanda; a twinning agreement between Doha and Quito in Ecuador.

The Cabinet reviewed the following topics and took the appropriate decision: 1. The letter of HE the Minister of State for Energy Affairs on the amendment of some provisions of a number of legislative instruments; 2. The letter of HE the Minister of Justice and Acting Minister of State for Cabinet Affairs on the fourth and fifth annual reports of the National Committee for International Humanitarian Law; 3. The memorandum of HE the Minister of Public Health on the results of the fourth meeting of the Ministers of Health Committee and the 81st meeting of the Council of Ministers of Health of the GCC countries held in Kuwait in October.

ترأس معالي الشيخ عبدالله بن ناصر بن خليفة آل ثاني رئيس مجلس الوزراء، الاجتماع العادي الذي عقده المجلس صباح أمس في مقره بالديوان الأميري. وعقب الاجتماع، أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء، بما يلي:

نظر المجلس في الموضوعات المدرجة على جدول الأعمال، على النحو التالي:

أولاً: الموافقة على مشروع قانون مكافحة غسل الأموال وتمويل الإرهاب. ويأتي إعداد مشروع القانون ليحل محل القانون رقم (4) لسنة 2010، في ظل تحديث المعايير الدولية لمكافحة غسل الأموال وتمويل الإرهاب، وتمكين المؤسسات المالية والجهات المختصة من التصدي بفاعلية للجريمة المالية، بما يؤدي إلى حماية المنظومة الاقتصادية من التعرض لإساءة الاستغلال من العناصر الإجرامية.

ثانياً: الموافقة على مشروع قانون الإجراءات الوقائية من الأمراض المعدية والوبائية الحيوانية في دول مجلس التعاون لدول الخليج العربية.

ثالثاً: الموافقة على مشروع قرار وزير التجارة والصناعة بتعديل بعض أحكام القرار رقم (2) لسنة 1988، بشأن تعيين الحد الأقصى لأسعار بيع لحوم الضأن الأسترالي وتنظيم تداولها.

رابعاً: الموافقة على:

1 – مشروع مذكرة تفاهم بشأن توفير معدات مكافحة المتفجرات، لتعزيز أمن الطيران المدني في مطار حمد الدولي بقطر بين وزارة المواصلات والاتصالات في دولة قطر ووزارة النقل في المملكة المتحدة.

2 – مشروع خطاب نوايا بين بلدية الدوحة في دولة قطر وحكومة مدينة بوينس آيرس ذاتية الحكم في جمهورية الأرجنتين.

خامساً: اتخاذ الإجراءات اللازمة للتصديق على:

أ- اتفاقية بشأن تشجيع وحماية الاستثمارات المتبادلة بين حكومة دولة قطر وحكومة جمهورية رواندا.

ب- مذكرة تفاهم للتعاون الاقتصادي والتجاري والفني بين حكومة دولة قطر وحكومة جمهورية رواندا.

ج- اتفاقية توأمة بين بلدية الدوحة في دولة قطر وبلدية كيتو في جمهورية الإكوادور.

سادساً: استعرض مجلس الوزراء الموضوعات التالية، واتخذ بشأنها القرارات المناسبة:

1 – كتاب سعادة وزير الدولة لشؤون الطاقة بشأن تعديل بعض أحكام عدد من الأدوات التشريعية.

2 – كتاب سعادة وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء، بشأن التقريرين السنويين (الرابع والخامس) للجنة الوطنية للقانون الدولي الإنساني.

3 – مذكرة سعادة وزير الصحة العامة بشأن نتائج كل من الاجتماع الرابع للجنة وزراء الصحة، والدورة (81) لمجلس وزراء الصحة بدول مجلس التعاون لدول الخليج العربية (دولة الكويت – أكتوبر2018).;
