‘Peru committed to strengthening relations with Qatar’

DOHA: The Ambassador of the Republic of Peru to the State of Qatar, Carlos Velasco Mendiola (pictured), has said that Amir
H H Sheikh Tamim bin Hamad Al Thani’s visit to his country will serve to enhance relationship between both countries and set the path for the projection and future development of bilateral relations and cooperation in all fields. “The two sides will sign several agreements pertaining to the political-diplomatic cooperation, sports and youth, fighting drug trafficking, disaster management, civil aviation, agriculture and an executive program for our existing cultural agreement,” said the Ambassador.

Speaking to QNA, the Ambassador said that Amir H H Sheikh Tamim bin Hamad Al Thani and the President of the Republic of Peru, Martin Vizcarra Cornejo, will hold talks focusing on enhancing both governments’ efforts to improve the legal framework to facilitate and promote the Qatari investments in Peru, especially as his country is much interested in expanding the cooperation in the field of oil and gas and benefiting from the extensive and developed experience of Qatar. They will also discuss regional and global affairs.

Mendiola said that the trade exchange and volume have been modest and do not reflect the potential of the two countries, adding Peru is a net importer of petrochemical derivatives, such as polythene, from Qatar. On the other side, some products (like quinoa) and Peruvian fresh fruits and vegetables are already present in the local markets in Doha, as well as some alpaca and vicuna wool textiles. “I expect, once the Commercial Agreement enter into force, this will improve. It is important to encourage our private sectors to look to our markets and see the new opportunities,” the Ambassador said.

He said there are plenty of investment opportunities in Peru in the field of energy, agriculture, mining, tourism and infrastructure. The Government is working to improve the legal framework to facilitate and promote the Qatari investments in Peru. “At present, we have a Memorandum of Understanding signed between Qatar Holding LLC, and the Peruvian agency PROINVERSION. Also, we have a MoU between Qatar Mining and the Ministry of Energy and Mines of Peru. Since Peru possesses large gas fields, which are the 3rd most abundant reserves in South America, we are much interested in expanding the cooperation in this area and benefiting from the extensive experience of Qatar.”

The State of Qatar and the Republic of Peru will commemorate the 25th anniversary of diplomatic relations next year, he said, adding that bilateral relations between the two countries have been developing positively and gradually. “Today, we have a solid legal framework of the relations, created during the successful official visit to Peru of Father Amir H H Sheikh Hamad bin Khalifa Al Thani in February 2013, reciprocated by the President of Peru in February 2014,” he added.

Mendiola added that his country is committed to continue and enhance the relations with the State of Qatar, pointing out that the cooperation in economic, trade, financial, educational and scientific and technological fields will be promoted. “The Government of Peru observes with attention the leadership of the Government of Qatar in the field of international diplomacy and conflict resolution, as well as mediation in different parts of the world and at the regional level. There is ample coincidence between foreign policies of Peru and Qatar on issues of the global agenda under the framework of the United Nations Charter, the respect of international law and the peaceful solution of conflicts, as well as in the fight against international terrorism, promotion and defence of human rights and protection of environment,” he said.

أكد سعادة السيد كارلوس فيلاسكو منديولا سفير جمهورية بيرو لدى دولة قطر، أن الزيارة المرتقبة لحضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى إلى بلاده، ستساهم في تعزيز العلاقات بين البلدين، وتؤسس لشراكة مستقبلية بينهما في جميع المجالات، حيث ستشهد التوقيع على عدد من الاتفاقيات التي تتعلق بمجالات التعاون السياسي – الدبلوماسي، والرياضة والشباب، ومكافحة الإتجار بالمخدرات، وإدارة الكوارث، والطيران المدني، والزراعة، إضافة إلى برنامج تنفيذي للاتفاق الثقافي القائم بين البلدين الصديقين.

قال سفير بيرو بالدوحة، في تصريح خاص لوكالة الأنباء القطرية «قنا»: إن المحادثات بين سمو الأمير المفدى وفخامة رئيس جمهورية بيرو، ستتناول آليات تعزيز الجهود بين الحكومتين لتحسين الإطار القانوني، وتسهيل وتشجيع الاستثمارات القطرية في بيرو، خاصة أن بلاده مهتمة جداً بتوسيع التعاون في مجال النفط والغاز، والاستفادة من الخبرة الواسعة والمتطورة الموجودة في دولة قطر، إضافة إلى مناقشات حول التعاون في المحافل الدولية، والشؤون الإقليمية والعالمية.

وأوضح أن حجم التبادل التجاري بين البلدين متواضع ولا يعكس إمكاناتهما، مشيراً إلى أن بلاده تعتمد على البتروكيماويات القطرية بشكل كبير، بينما الجانب القطري يعتمد في جانب منه على بعض المنتجات الغذائية من بيرو والفواكه والخضراوات الطازجة، وكذلك بعض منسوجات الصوف.

وتوقع سفير بيرو لدى الدوحة، أنه بمجرد دخول الاتفاق التجاري بين البلدين حيز التنفيذ، سيتحسن هذا الوضع وسيزداد التبادل التجاري بين البلدين، مشدداً على أهمية تشجيع القطاع الخاص على استكشاف الأسواق في البلدين، والاطلاع على الفرص الجديدة فيهما.

ولفت سعادته في تصريحه لـ «قنا»، إلى أن بيرو تتمتع بالكثير من الفرص الاستثمارية في مجال الطاقة والزراعة والتعدين والسياحة والبنية التحتية، وتعمل الحكومة على تحسين الإطار القانوني لتسهيل وتشجيع الاستثمارات، خاصة القطرية في بلاده.

وأشار إلى أن هناك مذكرة تفاهم موقعة بين شركة قطر القابضة، وشركة PROINVERSION، ومذكرة أخرى بين قطر للتعدين ووزارة الطاقة والمناجم في بيرو لتعزيز التعاون، خاصة أن بلاده تمتلك ثالث أكبر احتياطات للغاز في أميركا الجنوبية، وهي مهتمة للغاية بتوسيع التعاون في هذا المجال، والاستفادة من الخبرة الواسعة لدولة قطر، لافتاً إلى أنه يوجد في بيرو وقطر العديد من نقاط التقارب والكثير من الفرص الاستثمارية في مجالات الطاقة، والزراعة، والتعدين، والسياحة والبنية التحتية.

وأوضح أن دولة قطر وجمهورية بيرو ستحتفلان العام المقبل بالذكرى السنوية الخامسة والعشرين لانطلاق العلاقات الدبلوماسية، منوهاً إلى أن العلاقات الثنائية بين البلدين شهدت تطوراً إيجابياً وتدريجياً منذ ذلك التاريخ، وأنها وضعت إطاراً قانونياً قوياً لما تم البناء خلال الزيارة التي قام بها صاحب السمو الأمير الوالد الشيخ حمد بن خليفة آل ثاني في فبراير 2013 إلى بيرو، إضافة الى زيارة رئيس بيرو للدوحة في فبراير 2014.

وعبر سعادته عن التزام حكومة بلاده بمواصلة الجهود لتعزيز التعاون مع دولة قطر، خاصة أن بيرو دولة نامية غنية بالموارد الطبيعية، لذلك فإن التعاون في المجالات الاقتصادية والتجارية والمالية والتعليمية والعلمية والتكنولوجية سيضمن تحقيق قفزة كبيرة في مجالات التعاون الثنائي بين البلدين.;
