QRCS completes education, health projects in Gaza

DOHA: Qatar Red Crescent Society (QRCS) has concluded two major programmes in the Gaza Strip, one for higher education, and the other for disability and psychological support.

Both programmes include rebuilding the facilities of the Faculty of Agriculture and Environment, Al Azhar University in Gaza, establishing electronic and educational laboratories at the Al Quds Open University and the Islamic University, establishing a medical rehabilitation department at Al Amal Hospital, said a release.

The programmes also related to establishing a specialist diabetic foot centre at the Al Wafaa Hospital, contracting an ophthalmologist and procuring surgical supplies for the Public Eye Hospital; and Creating job and vocational training opportunities for people with disability.

The two programmes covered six local universities, which have no less than 70,000 students, as well as 16 NGOs that serve up to 40,000 people with disability. Under these programmes at total 25 projects have been implemented at the cost of $10m since 2011.

The event was attended by representatives of the main donors: Al Fakhoora Program of Qatar’s Education Above All Foundation (EAA), the Programme of the Gulf Cooperation Council (GCC) for the Reconstruction of Gaza, and the Islamic Development Bank (IDB).

Dr Akram Nassar, Head of QRCS mission in Gaza, said the programmes had successfully offered significant and high-quality services to the beneficiaries.

“The disability and psychological support project addressed three types of disability: physical, hearing, and visual. There was another integrated vocational training project for disabled youths, followed by an initiative to create jobs and promote entrepreneurship,” said Nassar.

He gave a presentation on achievements, such as the early hearing detection for children (0-5 years), which is planned to become a permanent national program.

He said that for the first time in the history of Gaza and almost the whole region, QRCS launched a project to enhance the higher education services for people with hearing disability and create a database for disability to upgrade coordination among relevant organisations.

“Our work included establishing two new buildings for the Al Quds Open University and the Palestinian Red Crescent Society’s (PRCS) University College of Ability Development in Khan Younes. We also rehabilitated infrastructure and procured specialist laboratories for several universities, in order for the students to have a good learning environment,” said Dr Nassar.

Shadi Saleh, a representative of Al Fakhoora in Palestine, said, “We believe all people in Gaza deserve to have access to adequate education and health services. The programmes contributed to the empowerment of youth through investing in the reconstruction and upgrading of educational institutions. The programmes also provided hope to the people with disabilities and supported the establishment of vital health facilities”.

في حفل كبير أقيم بمدينة غزة أمس، احتفل الهلال الأحمر القطري بختام تنفيذ برنامجين لتطوير خدمات التعليم العالي والإعاقة والتأهيل النفسي في قطاع غزة، بمشاركة ممثلين عن الجهات الممولة، وهي: برنامج مجلس التعاون لدول الخليج العربية لإعادة إعمار غزة، وبرنامج الفاخورة التابع لمؤسسة التعليم فوق الجميع القطرية، والبنك الإسلامي للتنمية، وبحضور ممثلي المؤسسات الشريكة والمستفيدة من البرنامجين، وعدد من المؤسسات ووسائل الإعلام.

استفادت من هذين البرنامجين، 6 جامعات محلية تخدم حوالي 70 ألف طالب وطالبة، بالإضافة إلى استفادة 16 مؤسسة تقدم خدماتها لحوالي 40 ألف شخص من ذوي الإعاقة، وبتكلفة إجمالية للبرنامجين بلغت 10 ملايين دولار أميركي؛ مولت تنفيذ 25 مشروعاً منذ عام 2011.

وفي كلمته أثناء الاحتفال، أوضح الدكتور أكرم نصار -مدير المكتب التمثيلي للهلال الأحمر القطري في قطاع غزة- أن البرنامجين نجحا في تقديم خدمات نوعية ذات جودة عالية تساهم في تحسين جودة الخدمات المقدمة للمستفيدين، لافتاً إلى أن برنامج دعم خدمات الإعاقة والتأهيل النفسي ركز على تطوير الخدمات المقدمة لثلاثة أنواع من الإعاقة، هي: الإعاقات الحركية والسمعية والبصرية، فضلاً عن تنفيذ برنامج متكامل للتدريب المهني للشباب ذوي الإعاقة، تبعه برنامج خلق فرص عمل، وتنفيذ المشاريع الصغيرة.

واستعرض نصار أبرز النجاحات التي تحققت، ومن أهمها برنامج الفحص السمعي المبكر للأطفال من عمر يوم إلى 5 سنوات في جميع مناطق قطاع غزة، والذي يسعى الهلال الأحمر القطري إلى جعله برنامجاً وطنياً مستمراً، بالإضافة إلى تمكين خدمات التعليم العالي للأشخاص ذوي الإعاقة السمعية للمرة الأولى في قطاع غزة، وربما في المنطقة العربية بأسرها، وإنشاء قاعدة بيانات عن ذوي الإعاقة كسابقة أولى من نوعها في قطاع غزة؛ تعزز التنسيق المشترك بين المؤسسات العاملة في المجال.

وأضاف: «تضمن برنامج التعليم العالي إنشاء مبنيين جديدين لكلٍّ من جامعة القدس المفتوحة وكلية تنمية القدرات التابعة للهلال الأحمر الفلسطيني في محافظة خان يونس، فضلاً عن تطوير البنى التحتية، وتوريد مختبرات متخصصة في عدد من الجامعات المستفيدة، مما يوفر بيئة تعليمية مناسبة لطلبة التعليم العالي في القطاع».

بدوره، قال المهندس شادي صالح، ممثل برنامج الفاخورة في فلسطين: «نؤمن بأن الجميع في قطاع غزة يستحقون الحصول على الخدمات التعليمية والصحية المناسبة، وكذلك ساهمت هذه المشاريع في تمكين الشباب، من خلال الاستثمار في إعادة إعمار وتطوير المؤسسات التعليمية، بالإضافة إلى دعم وتأسيس المرافق الصحية المهمة، كما قدم البرنامج الأمل للأشخاص ذوي الإعاقة».

الجدير بالذكر أن عناصر البرنامجين شملت إعادة بناء مرافق كلية الزراعة بجامعة الأزهر، وإنشاء مختبرات إلكترونية وتعليمية بجامعة القدس المفتوحة والجامعة الإسلامية، وإنشاء قسم التأهيل الطبي بمستشفى الأمل، وإنشاء مركز متخصص لعلاج مرضى القدم السكري بمستشفى الوفاء، وإيفاد استشاري جراحة عيون وتوريد لوازم جراحية لمستشفى العيون الحكومي، بالإضافة إلى برامج خلق فرص عمل وتدريب مهني للأشخاص ذوي الإعاقة بقطاع غزة. وقد تم تنفيذ كل هذه العناصر بالتعاون المشترك بين المكتب التمثيلي للهلال الأحمر القطري، والهلال الأحمر الفلسطيني.;
