Qatar reiterates commitment to mediation to settle conflicts

DOHA: The State of Qatar reiterated its commitment to mediation to settle conflicts and disputes by peaceful means, affirming that its interest in mediation lies at the heart of the priority it attaches to the maintenance of peace and security and the peaceful settlement of disputes.

The State of Qatar also underlined its keenness on enhancing and supporting the sustainability of peace, as it contributed to the preparation for the UN General Assembly High-level Meeting on Peace building and Sustaining Peace in April, QNA reported.

In a statement at the debate held by the Security Council on “Maintenance of International Peace and Security: Mediation and the Peaceful Resolution of Conflicts”, Qatar’s Permanent Representative to the United National Ambassador, H E Sheikha Alia Ahmed bin Said Al Thani (pictured) said that the State of Qatar has committed itself to being a partner of the international community in the face of common challenges and has not defied its approach at the regional and international levels, adding that despite the unjust siege and illegal unilateral measures imposed on the State of Qatar since June 5, 2017, it continues its policy consistent with its obligations under the Charter of the United Nations and international law and working to settle disputes and conflicts by peaceful means.

Ambassador Sheikha Alia Al Thani also renewed the appreciation of the State of Qatar for the mediation led by Amir of Kuwait H H Sheikh Sabah Al Ahmad Al Jaber Al Sabah to resolve the Gulf crisis and contribute to enhancing the security and stability of the region and international peace and security.

In her statement at the debate, Sheikha Alia said that mediation has always been an essential part of diplomacy, conflict resolution, negotiation, arbitration and reconciliation as the first choice in dealing with disputes. This importance is reflected in the Charter of the United Nations, in particular chapter VI.

She noted that mediation is not a substitute for other tools to prevent conflicts, but is rather integrated with such tools within the framework of a comprehensive strategy for the prevention, resolution and management of conflicts. She stressed the importance of addressing the root causes of conflicts while recognising the link between peace, security, development and human rights. In recent years, the international community has become increasingly aware of these realities and of the importance of giving priority to preventive diplomacy and the peaceful settlement of disputes, including through mediation, Sheikha Alya said, noting that the UN General Assembly adopts every two years a resolution on mediation submitted by Turkey and Finland and supported by a large number of States, including Qatar. She pointing to the report of the Panel on United Nations Peace Operations which stressed the importance that the mandates of peace processes must focus on the need to achieve political solutions to crises.

The Permanent Representative to the United National Ambassador expressed satisfaction at the evolution of mediation arrangements and tools at various levels, stressing that it was necessary to keep pace with the changes in the nature of conflicts and threats to peace and security.

She praised the increasing number of mediation players at various levels, noting that the mediation agenda had witnessed progress and practical achievements at the United Nations level, particularly since the establishment of the High-Level Advisory Board on Mediation at the General Assembly to support mediation efforts around the world. Sheikha Alia stressed the important role of the civil society and the private sector, noting that the success of mediation strategies in many cases depended on the identification and involvement of appropriate stakeholders. She also noted the importance of involving both women and young people in peacemaking and mediation efforts to ensure effectiveness and sustainability of those efforts. Sheikha Alia reviewed the experience of the State of Qatar in the field of mediation, especially in the Arab and Islamic region, which resulted in many successes in the resolution and settlement of disputes or avoiding further escalation. These efforts have been recognised and supported by the UN Security Council. She said on the importance of integrity, honesty and inclusiveness for the success of mediation, affirming that the purpose of mediation is the success of dialogue, reconciliation and settlement. She noted the need to take into account the various aspects of the conflict and to recognize the specificity of each case.

She said the primary responsibility for the settlement of disputes lay with the parties to the conflict, stressing the importance of their participation and their full commitment to settlement, and the realisation of the common interest of achieving reconciliation. Qatar looks forward to continued SC support to mediation actors and stakeholders for the peaceful settlement of disputes in order to settle and prevent disputes and to spare future generations the dangers and resulting consequences, Ambassador Sheikha Alia Al Thani concluded.

جددت دولة قطر التزامها بالوساطة لتسوية الخلافات والنزاعات بالسبل السلمية، مؤكدة على أن اهتمام قطر بالوساطة يقع في صميم الأولوية التي توليها لصون السلم والأمن وحل المنازعات سلمياً، كما أعربت عن اهتمامها بتعزيز ودعم استدامة السلام، حيث ساهمت في الإعداد للاجتماع رفيع المستوى للجمعية العامة حول بناء السلام واستدامة السلام في شهر أبريل الماضي.

جاء هذا في بيان أدلت به سعادة السفيرة الشيخة علياء أحمد بن سيف آل ثاني، المندوب الدائم لدولة قطر لدى الأمم المتحدة، في الاجتماع الرسمي الذي عقده أمس مجلس الأمن الدولي حول «صون السلم والأمن الدوليين: الوساطة وتسوية المنازعات».

وقالت سعادتها، إن دولة قطر آلت على نفسها أن تكون شريكاً للمجتمع الدولي في مواجهة التحديات المشتركة، ولم تحد عن نهجها الذي عرفت به على المستويين الإقليمي والدولي، مضيفة أنه على الرغم من الحصار الظالم والإجراءات الأحادية غير القانونية المفروضة على دولة قطر منذ 5 يونيو 2017، فإنها تواصل سياستها التي تتماشى مع التزاماتها طبقاً لميثاق الأمم المتحدة والقانون الدولي، والعمل على تسوية الخلافات والنزاعات بالسبل السلمية.

كما جددت سعادتها تقدير دولة قطر للوساطة التي يقودها صاحب السمو الشيخ صباح الأحمد الجابر الصباح أمير دولة الكويت الشقيقة لتسوية الأزمة الخليجية، وبما يساهم في تعزيز أمن واستقرار المنطقة والسلم والأمن الدوليين.

وأوضحت في بيانها، أن الوساطة كانت على الدوام جزءاً أساسياً من الدبلوماسية وحل المنازعات، واتخاذ التفاوض والوساطة والتحكيم والمصالحة كخيار أول في التعامل مع المنازعات. وتنعكس هذه الأهمية في ميثاق الأمم المتحدة، خاصة الفصل السادس.

وتابعت سعادتها، أن الوساطة ليست بديلاً عن الأدوات الأخرى لمنع نشوب النزاعات، بل تتكامل الوساطة مع تلك الأدوات في إطار استراتيجية شاملة لمنع وحل وإدارة النزاعات، مشددة في هذا السياق على أهمية معالجة الأسباب الجذرية للنزاعات مع إدراك الصلة والترابط بين السلم والأمن والتنمية وحقوق الإنسان.

وذكرت أنه في السنوات الأخيرة ازداد إدراك المجتمع الدولي لهذه الحقائق ولأهمية إيلاء أولوية للدبلوماسية الوقائية والتسوية السلمية للمنازعات بما في ذلك عن طريق الوساطة، مشيرة إلى قيام الجمعية العامة كل عامين باعتماد قرار حول الوساطة المقدم من قبل تركيا وفنلندا، وبدعم عدد كبير من الدول بما فيها دولة قطر، لافتة إلى تقرير الفريق المعني بعمليات الأمم المتحدة للسلام، الذي أكد على أهمية أن تتمحور أولويات عمليات السلام حول الحاجة لإنجاز حلول سياسية للأزمات.

استعراض تجربة الدوحة عربياً وإسلامياً

وأعربت سعادة السفيرة الشيخة علياء أحمد بن سيف آل ثاني، المندوب الدائم لدولة قطر لدى الأمم المتحدة، في الإطار عن ارتياحها من حدوث تطور في ترتيبات الوساطة وأدواتها على مختلف المستويات، مؤكدة على أنه أمر ضروري لمواكبة المتغيرات في طبيعة النزاعات وتهديدات السلم والأمن.

وأشادت بعدد الجهات الفاعلة في مجال الوساطة، الذي ازداد على مختلف المستويات، مشيرة إلى أن أجندة الوساطة شهدت تقدماً وإنجازات عملية على مستوى الأمم المتحدة، لا سيما منذ إنشاء فريق كبار مستشاري الوساطة الاحتياطي بالأمانة العامة لدعم جهود الوساطة في مختلف أنحاء العالم.

كما أكدت على الدور المهم الذي يلعبه المجتمع المدني والقطاع الخاص، حيث يعتمد نجاح استراتيجيات الوساطة في العديد من الحالات على تحديد وإشراك أصحاب المصلحة المناسبين، منوهة بأهمية إشراك كل من المرأة والشباب في جهود صنع السلام والوساطة، وذلك من أجل فعالية تلك الجهود واستدامتها.

واستعرضت تجربة دولة قطر المميزة في مجال الوساطة، خاصة في المنطقة العربية والإسلامية، التي تمخضت عنها في العديد من الحالات نجاحات في حل وتسوية المنازعات أو تجنب المزيد من التصعيد، وقد حظيت هذه الجهود باعتراف مجلس الأمن الدولي ودعمه.

كما شددت سعادتها على أهمية النزاهة والأمانة والشمولية من أجل نجاح الوساطة، مؤكدة على أن الهدف من الوساطة إنجاح الحوار والمصالحة والتسوية، مذكرة بضرورة الإحاطة بمختلف جوانب النزاع وإدراك خصوصية كل حالة. وأوضحت أن المسؤولية الأساسية لتسوية المنازعات تقع على عاتق أطراف النزاع وأهمية مشاركة تلك الأطراف والتزامها الكامل بالتسوية، وإدراك مدى المصلحة المشتركة المتأتية من تحقيق التسوية والمصالحة.

وفي ختام بيانها أكدت سعادتها، أن دولة قطر تتطلع إلى أن يواصل مجلس الأمن دعمه للجهات الفاعلة وأصحاب المصلحة في مجال الوساطة للتسوية السلمية للمنازعات، بغية تسوية ومنع عودة المنازعات وتجنيب الأجيال القادمة المخاطر والويلات الناجمة عنها.
