Qatar draws its attention to the decisions of the UPU Congress

DOHA: The Communications Regulatory Authority (CRA) welcomed the decisions adopted by the Universal Postal Union (UPU) at the end of its 2nd Extraordinary Congress, enhancing cooperation and collaboration across the global postal sector, and in particular, strengthening the postal sector in Qatar.

A high-level delegation headed by Mohammed Ali Al Mannai, President of CRA, represented the State of Qatar and contributed to the decision-making process. The Congress, the only Second Extraordinary Congress in UPU’s 144-year history, was attended by over 1,000 people over a course of the five-day event and included a ministerial conference.

The key decisions taken at the Congress included the Integrated Product Plan (IPP), designed to develop a fully integrated portfolio of physical postal products (letter post, parcel post and express mail service EMS), with the exception of mandatory tracking. For mandatory tracking the members of the Congress agreed to adopt an implementation roadmap for the IPP, and instructed the UPU’s operational body Postal Operations Council (POC) to keep pace with changes in the marketplace by modernising services, including developing proposals on the tracked service for the 2020 Congress.

“Qatar’s participation in finalising these decisions at this important event for the postal sector globally, has been inherently valuable considering the best regulatory environment for the sector in the country and to ensure that it reaches its full potential. Not only did the Congress present us with an opportunity to consider the best policies, investments, regulations, and partnerships but also to have a role actively shaping its future on a global level,” said Al Mannai.

Member countries also adopted all the proposals that came through the various bodies within the UPU on changes to simplify the election procedures at POC and provide improved regional representation.

The Extraordinary Congress also approved a compromise proposal on the Integrated Remuneration Plan (IRP), which is designed to modernise, rationalise and integrate the postal remuneration systems of member countries.

Concerning UPU contributions, member countries agreed on a landmark decision to reduce the contributions provided by Small Island Developing States (SIDS). However, reform of the overall contribution system was carried over to the 2020 Congress. On the topic of remuneration, which has been the subject of much discussion and debate in recent months, there was an agreement to use the IRP as a roadmap for a sound proposal on an Integrated Remuneration System to be presented at the 2020 Congress.

The UPU is a UN specialised agency with its headquarters in the Swiss capital Berne. Established in 1874, it is one of the world’s oldest international organisations and is the primary forum for cooperation between postal sector players.

رحبت هيئة تنظيم الاتصالات بالقرارات التي تبناها الاتحاد البريدي العالمي في نهاية مؤتمره الاستثنائي الثاني، والتي تسعى إلى تعزيز التعاون في قطاع البريد العالمي، وبشكل خاص إلى تعزيز قطاع البريد في دولة قطر. شارك في المؤتمر الاستثنائي وفد دولة قطر رفيع المستوى، برئاسة سعادة السيد محمد علي المناعي رئيس هيئة تنظيم الاتصالات. ويعد هذا المؤتمر ثاني مؤتمر استثنائي في تاريخ الاتحاد البريدي العالمي الذي يمتد إلى 144 عاماً، وتم عقده انطلاقاً من الجهود المبذولة لإصلاح الاتحاد، والرامية إلى تحسين وتسريع إجراءات صنع القرار في الاتحاد.

هذا وقد استمر المؤتمر الاستثنائي لمدة خمسة أيام، بحضور أكثر من ألف شخص، واتفق خلال المؤتمر الدول الأعضاء في الاتحاد، وعددهم 141 عضواً، بما فيهم دولة قطر، على عدد من المقترحات، كما تضمن المؤتمر الاستثنائي مؤتمراً وزارياً لمناقشة القضايا ذات الصلة.

تضمنت القرارات الأساسية الصادرة عن المؤتمر، الاتفاق على خطة المنتجات المتكاملة والتي وضعت خصيصاً لتطوير مجموعة متكاملة من المنتجات البريدية مثل الرسائل البريدية، والطرود البريدية، والبريد العاجل، وذلك يستثني نظام التتبع الالزامي. وفيما يختص بنظام التتبع الالزامي فقد اتفقت الدول الأعضاء على تبني خارطة طريق تنفيذية لخطة المنتجات المتكاملة، كما تم توجيه الهيئة التشغيلية للاتحاد لمواكبة التغيرات في السوق عبر تحديث الخدمات، ويشمل ذلك وضع مقترحات فيما يختص بخدمة التتبع لتجري مناقشتها في المؤتمر المقبل عام 2020.

لمسات

وفي هذا الإطار، صرح سعادة السيد المناعي، قائلاً: «لقد كان لدولة قطر دور قيم في وضع اللمسات الأخيرة على القرارات التي تم أخذها في هذا المؤتمر العالمي المهم، آخذين بعين الاعتبار ضمان توفر أفضل بيئة تنظيمية لقطاع البريد في دولة قطر وضمان تحقيق القطاع الأهداف المرجوة. لقد قدم لنا المؤتمر فرصة للاطلاع والتعرف على أفضل السياسات واللوائح التنظيمية والاستثمارات والشراكات على المستوى العالمي، بالإضافة إلى إتاحة الفرصة لنا للمشاركة بفعالية في تشكيل مستقبل قطاع البريد العالمي».

اعتمدت الدول الأعضاء خلال المؤتمر، جميع المقترحات التي قدمتها مختلف الهيئات في الاتحاد، وذلك فيما يتعلق بالتغييرات المقترحة لتبسيط إجراءات الانتخابات في الهيئة التشغيلية للاتحاد البريدي العالمي، ولتوفير تمثيل إقليمي أفضل. وتمت الموافقة خلال المؤتمر على اقتراح التسوية الخاص بخطة الأجور المتكاملة، وهي الخطة التي وضعت لتحديث ودمج أنظمة الأجور البريدية الخاصة بالدول الأعضاء.

وفيما يتعلق بنظام المساهمات في الاتحاد البريدي العالمي، فقد وافقت الدول الأعضاء على قرار تاريخي لخفض المساهمات المقدمة من الدول الجزرية الصغيرة النامية.

أما فيما يتعلق بموضوع الأجور، الذي دارت حوله العديد من النقاشات خلال الأشهر الماضية، فقد اتُّفِق على اعتماد خطة الأجور المتكاملة كخريطة طريق لتقديم مقترح حول نظام الأجور المتكامل، والذي سيُعرض أيضاً خلال مؤتمر 2020.;
