Cabinet nod for draft law on publications and media activities

DOHA: The Cabinet which met yesterday with Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani in the chair, approved a draft law regulating publications, publishing, media activities and arts.

After the meeting, Minister of Justice and Acting Minister of State for Cabinet Affairs H E Dr Hassan bin Lahdan Al Hassan Al Mohannadi said that the Cabinet considered the topics listed on its agenda as follows:

The Cabinet approved a draft law regulating publications, publishing, media activities and arts. The draft law was prepared in the framework of modernising legislation and keeping abreast of the technical and technological development in the field of publications, publishing, media activities and arts, and in support of the freedom of opinion and expression and freedom of the press and media in Qatar.

The draft law includes provisions relating to the organisation of press, printing houses, the circulation of publications, publishers, the establishment and management of cinemas and theaters, the organization of works of art, film production, radio and television broadcasting, advertising, media services and public relations.

The Cabinet also approved a Cabinet draft decision identifying the facilities that are committed to the installation of cameras and security surveillance devices. Meanwhile, the Cabinet approved a draft agreement on cooperation in the field of higher education and scientific research between the Government of the State of Qatar and the Government of the State of Kuwait.

The Cabinet also approved a draft memorandum of understanding in the area of cooperation on the exchange of information between the Financial Information Unit of the State of Qatar and the Financial Follow-up Unit in the State of Palestine.

The Cabinet approved the Executive Program (I) for cooperation in the field of radio and television for the media for the media and cultural agreement between the State of Qatar and the Democratic Republic of Sudan for the years (2018-2019-2020). The Cabinet approved a memorandum of understanding for cooperation in the field of agriculture between the Ministry of Municipality and Environment of the State of Qatar and the Ministry of Agriculture and Rural Development of Romania.

The Cabinet then reviewed the following topics and took the appropriate decisions thereon: A draft law on the Entrepreneurship Program, and the views of Their Excellencies the Ministers in this regard; a memo by the Minister of Interior and Chairman of the National Traffic Safety Committee on the annual report of the work of the Committee for the year 2017; a letter of HE the Minister of Energy and Industry and Chairman of the Permanent Water Resources Committee on the first semi-annual report on the work of the Committee for the year 2018 during the period from 1/1 to 30/6/2018.

ترأس معالي الشيخ عبدالله بن ناصر بن خليفة آل ثاني رئيس مجلس الوزراء، الاجتماع العادي الذي عقده المجلس، صباح أمس، بمقره في الديوان الأميري. وعقب الاجتماع أدلى سعادة الدكتور حسن بن لحدان الحسن المهندي وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي:

نظر المجلس في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولاً- الموافقة على مشروع قانون بتنظيم المطبوعات والنشر والأنشطة الإعلامية والفنون.

وقد تم إعداد المشروع في إطار تحديث التشريعات ولمواكبة التطور التقني والتكنولوجي في مجال المطبوعات والنشر والأنشطة الإعلامية والفنون، ودعماً لحرية الرأي والتعبير وحرية الصحافة والإعلام في دولة قطر.

وتضمن مشروع القانون أحكاماً تتعلق بتنظيم الصحافة والمطابع وتداول المطبوعات والنشر، وإنشاء وإدارة دور العرض السينمائي والمسرحي وتنظيم المصنفات الفنية والإنتاج السينمائي والبث الإذاعي المسموع والمرئي، وأنشطة الدعاية والإعلان ومكاتب الخدمات الإعلامية والعلاقات العامة.

ثانياً- الموافقة على مشروع قرار مجلس الوزراء بتحديد المنشآت التي تلتزم بتركيب كاميرات وأجهزة المراقبة الأمنية.

ثالثاً- الموافقة على:

1 – مشروع اتفاقية التعاون في مجال التعليم العالي والبحث العلمي بين حكومة دولة قطر وحكومة دولة الكويت.

2 – مشروع مذكرة تفاهم في مجال التعاون بشأن تبادل المعلومات بين وحدة المعلومات المالية في دولة قطر ووحدة المتابعة المالية في دولة فلسطين.

3 – مشروع البرنامج التنفيذي (الأول) للتعاون في المجال الإذاعي والتلفزيوني للاتفاق الإعلامي والثقافي بين دولة قطر وجمهورية السودان الديمقراطية للأعوام (2018-2019-2020).

4 – مشروع مذكرة تفاهم للتعاون في مجال الزراعة بين وزارة البلدية والبيئة في دولة قطر ووزارة الزراعة والتنمية الريفية في رومانيا.

رابعاً – استعرض مجلس الوزراء الموضوعات التالية واتخذ بشأنها القرارات المناسبة:

1 – مشروع قانون بشأن برنامج ريادة الأعمال، ومرئيات أصحاب السعادة الوزراء في هذا الشأن.

2 – مذكرة معالي وزير الداخلية رئيس اللجنة الوطنية للسلامة المرورية بشأن التقرير السنوي لأعمال اللجنة الوطنية للسلامة المرورية للعام 2017.

3 – كتاب سعادة وزير الطاقة والصناعة رئيس اللجنة الدائمة للموارد المائية بشأن التقرير نصف السنوي الأول عن أعمال اللجنة الدائمة للموارد المائية للعام 2018 خلال الفترة (من 1/1 إلى 2018/6/30).;
