Amir’s UN speech conveyed Qatar’s firm stand: Cabinet

DOHA: Renewing its pride in the wise leadership of Amir H H Sheikh Tamim bin Hamad Al Thani, the Cabinet has lauded the speech of H H the Amir at the General Debate of the 73rd Session of the United Nations General Assembly.

Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the Cabinet’s regular weekly meeting yesterday.

Following the meeting, Minister of Justice and Acting Minister of State for Cabinet Affairs H E Dr Hassan bin Lahdan Saqr Al Mohannadi said that the Cabinet considered the topics listed on its agenda as follows:

At the outset of the meeting, the Cabinet lauded the speech of Amir H H Sheikh Tamim bin Hamad Al Thani at the General Debate of the 73rd Session of the United Nations General Assembly, held on Tuesday in New York, praising what it contained of Qatar’s clear positions on different regional and international issues and crises as well as the visions, ideas and initiatives put forward by His Highness to resolve those crises with the necessary speed and decisiveness.

The Cabinet also lauded the contents of the speech with regard to the unjust siege imposed on the country for more than a year, the campaign of incitement against it and the measures taken with the aim of harming its security and stability and restricting its people as well as the economic war to impede the development process in it.

The Cabinet further lauded His Highness’ affirmation of Qatar’s positive response to all efforts exerted by fraternal and friendly countries to end the crisis through an unconditional dialogue based on mutual respect for the sovereignty of states.

H H the Amir, whose wise guidance and wise policies have had the greatest impact in thwarting the plans of the siege countries, continuing the economic development of the country and carrying out the development projects with the utmost accuracy and success as well as continuing Qatar’s role in the regional and international arenas and maintaining status, consolidating its principles and strengthening the unity of its people.

The Cabinet expressed hope that the sincere invitation, made by H H the Amir in his speech to transform the plight of the Gulf Cooperation Council (GCC) to an opportunity for its reform and establishing binding mechanisms to resolve the differences between the countries through dialogue within it, would find the response it deserves in order to restore the effectiveness and the desired role of the GCC.

The Cabinet also called on the countries of the region and the world to work to meet the necessary conditions set by H H the Amir in his speech so that the war against terrorism would achieve its goal, instead of becoming a goal.

The Cabinet further underscored H H the Amir’s emphasis on educating young people as an important factor in combating terrorism, Qatar’s pledge to educate 10 million children, providing economic empowerment to half a million young people in the region and implementing, in cooperation with the United Nations, projects to promote employment opportunities for youth through capacity building and launching programs for preventing violent extremism.

The Cabinet welcomed H H the Amir’s proposal to the 73rd session of the United Nations General Assembly for holding an international conference on cybersecurity and the readiness of the State of Qatar to host it to discuss ways of regulating this subject in international law. The cabinet called on the world to expedite convening this conference for its importance and necessity.

The Cabinet also stressed that the attention and welcoming, enjoyed by the speech of H H the Amir, reflect the distinguished position of the State of Qatar; the international community’s appreciation for its active and influential role in the work for peace and stability in the region and the world; its respect and commitment for human rights, international law and international conventions; its significant contributions to meeting the world’s humanitarian needs and to support for peoples’ causes and its serious and responsible participation in the regional and international efforts to combat terrorism.

The Cabinet approved the establishment of a free media zone. The aim of the establishment of a free media zone is to attract international media, technology companies, research and training institutions in the media and digital media field, and to achieve economic and professional integration with Qatar’s various projects as well as supporting and encouraging projects and establishing investment funds in the media, digital and technological media and in the field of film and television production.

The Cabinet also approved a draft law on the maritime areas of the State of Qatar and its referral to the Advisory Council. The Cabinet also approved a draft law extending the concession granted to Qatar Fuel (WOQOD) to sell, transport and distribute gas and petroleum products.

The Cabinet also approved the proposal for procedures for the division of legacies within the justice systems development initiative.

The Cabinet reviewed the memorandum of the joint commission established in 2017 to study the proposal from representatives of the Ministry of Awqaf and Islamic Affairs, the Ministry of Justice, the Supreme Judiciary Council and the General Secretariat of the Council of Ministers as well as the views of the College of Sharia and Islamic Studies in this regard.

The proposal aims to accelerate the process of dividing the legacies among the heirs, according to their legal basis to avoid the negative effects of delays in the social, legal and economic aspects. The Cabinet decided to forward the proposal to the legislative department and the legislative committee for the preparation of the appropriate legislative instrument to activate the proposal.

The Cabinet also approved the following: Draft Decision of the Minister of Economy and Commerce to amend some provisions of Ministerial decision No. (2) for 1980 to determine the prices, weight and specifications of Arab and local bread; Draft Decision of the Minister of Economy and Commerce to amend some provisions of Ministerial decision No. (9) for 1983 to set the maximum price for the sale of subsidized flour and regulate its trading.

The Cabinet also approved a unified model for a draft memorandum of understanding to enhance cooperation in the field of business activities between Qatar Tourism Authority in the State of Qatar and others institutions.

The Cabinet approved the membership in the International Development Law Organization (IDLO) and the accession of Qatar Tourism Authority to the World Tourism Alliance (WTA) in the World Tourism Organization (WTO).

The Cabinet further approved the following: Draft MoU for cooperation in the field of education, higher education and scientific research between the Government of the State of Qatar and the Government of the Republic of Argentina. Draft memorandum of understanding for bilateral cooperation for the establishment of the joint ministerial committee for economic, commercial and technical cooperation between the Government of the State of Qatar and the Government of the Republic of Ecuador.

Draft memorandum of understanding for cooperation in the fields of youth and sports between the Government of the State of Qatar and the Government of the Republic of Ecuador. Draft declaration of joint intentions for cooperation in the field of agriculture between the Ministry of Municipality and Environment in the State of Qatar and the Ministry of Agriculture and Livestock of the Republic of Ecuador.

وعقب الاجتماع أدلى سعادة الدكتور حسن بن لحدان الحسن المهندي، وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي:

في بداية الاجتماع أشاد المجلس بخطاب حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى «حفظه الله» في المناقشة العامة للدورة الثالثة والسبعين للجمعية العامة للأمم المتحدة التي عقدت أمس في نيويورك، وما اشتمل عليه الخطاب من مواقف واضحة لدولة قطر تجاه مختلف القضايا والأزمات الإقليمية والدولية، وما طرحه سموه من رؤى وأفكار ومبادرات لحل هذه الأزمات بالسرعة والحسم المطلوبين، وكذلك ما تضمنه الخطاب بشأن الحصار الجائر المفروض على البلاد منذ أكثر من عام، وحملة التحريض ضدها والإجراءات التي تم اتخاذها بهدف إلحاق الضرر بأمنها واستقرارها والتضييق على شعبها، والحرب الاقتصادية لعرقلة عملية التنمية فيها، وما أكده سموه من تجاوب دولة قطر مع جميع المساعي المقدرة من الدول الشقيقة والصديقة لإنهاء الأزمة، من خلال حوار غير مشروط قائم على الاحترام المتبادل لسيادة الدول.

وفي هذا الصدد جدد المجلس اعتزازه بالقيادة الحكيمة لسمو الأمير، والذي كان لتوجيهاته السديدة وسياساته الرشيدة أكبر الأثر في إفشال مخططات دول الحصار، وفي مواصلة النهضة الاقتصادية بالبلاد، وتنفيذ مشروعات التنمية الكبرى بكل دقة ونجاح، واستمرار دولة قطر في القيام بدورها الفاعل على الساحتين الإقليمية والدولية، وفي الحفاظ على مكانتها ورسوخ مبادئها وتعزيز وحدة شعبها.

محنة مجلس التعاون الخليجي

أعرب مجلس الوزراء عن أمله في أن تلقى الدعوة المخلصة التي أطلقها سمو الأمير في خطابه لتحويل محنة مجلس التعاون الخليجي إلى فرصة يستفاد منها في إصلاحه، ووضع آليات ملزمة لحل الخلافات بين دوله بالحوار داخله، ما تستحقه هذه الدعوة من تجاوب، وذلك لتعود إليه الفاعلية وليستعيد دوره المنشود.

الإيفاء بالشروط التي حددها صاحب السمو لتحقق الحرب على الإرهاب هدفها

دعا مجلس الوزراء دول المنطقة والعالم للعمل على الإيفاء بالشروط الضرورية التي حددها سمو الأمير في خطابه، لكي تحقق الحرب على الإرهاب هدفها ولا تتحول هذه الحرب إلى هدف قائم بذاته، مشدداً على ما دعا إليه سموه من ضرورة تعليم الشباب كأحد العوامل المهمة لمكافحة الإرهاب، والتزام دولة قطر بتعليم عشرة ملايين طفل، وتوفير التمكين الاقتصادي لنصف مليون من شباب منطقتنا، وقيامها بالتعاون مع الأمم المتحدة بتنفيذ مشاريع لتعزيز فرص العمل للشباب من خلال بناء القدرات وإطلاق برامج لمنع التطرف العنيف.

الإسراع في عقد مؤتمر دولي للأمن السيبراني

رحب مجلس الوزراء باقتراح سمو الأمير أمام الدورة الثالثة والسبعين للجمعية العامة للأمم المتحدة أمس عقد مؤتمر دولي للأمن السيبراني، واستعداد دولة قطر لاستضافته، وذلك للبحث في سبل تنظيم هذا الموضوع في القانون الدولي، ودعا المجلس دول العالم للإسراع في عقد هذا المؤتمر لأهميته وضرورته.

الخطاب يعكس المكانة

المتميزة لدولة قطر

أكد مجلس الوزراء أن ما قوبل به خطاب سمو الأمير من اهتمام وترحيب يعكس المكانة المتميزة لدولة قطر، وتقدير المجتمع الدولي لدورها الفاعل والمؤثر في العمل من أجل السلام والاستقرار في المنطقة والعالم، ولاحترامها حقوق الإنسان والتزامها بالقانون الدولي والمواثيق الدولية، ومساهماتها المقدرة في تلبية الاحتياجات الإنسانية في العالم، ومناصرتها قضايا الشعوب، ومشاركتها بكل جدية ومسؤولية في الجهود الإقليمية والدولية لمكافحة الإرهاب.

إنشاء المنطقة الإعلامية الحرة

الموافقة على مشروع قانون بشأن المناطق البحرية

نظر مجلس الوزراء في اجتماعه أمس في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولاً- الموافقة على مشروع قانون بشأن المناطق البحرية لدولة قطر، وعلى إحالته إلى مجلس الشورى.

ثانياً- الموافقة على مشروع قانون بمد الامتياز الممنوح لشركة قطر للوقود «وقود» لتسويق وبيع ونقل وتوزيع الغاز والمنتجات البترولية.

ثالثاً- الموافقة على إنشاء المنطقة الإعلامية الحرة.

ويهدف إنشاء المنطقة إلى استقطاب الإعلام العالمي والشركات التكنولوجية والمؤسسات البحثية والتدريبية في المجال الإعلامي والإعلام الرقمي، وتحقيق التكامل الاقتصادي والمهني مع مشاريع الدولة المختلفة، ودعم وتشجيع المشاريع، وإنشاء الصناديق الاستثمارية في المجال الإعلامي والإعلام الرقمي والتكنولوجي، وفي مجال الإنتاج السينمائي والتلفزيوني.

رابعاً- الموافقة على المقترح الخاص بإجراءات تقسيم التركات ضمن مبادرة تطوير أنظمة العدالة.

وقد اطلع المجلس على مذكرة اللجنة المشتركة التي تم تشكيلها في عام 2017 لدراسة المقترح من ممثلين عن وزارة الأوقاف والشؤون الإسلامية ووزارة العدل والمجلس الأعلى للقضاء والأمانة العامة لمجلس الوزراء، وكذلك مرئيات كلية الشريعة والدراسات الإسلامية بجامعة قطر في هذا الصدد.

ويهدف المقترح إلى تسريع إجراءات تقسيم التركة بين الورثة حسب أنصبتهم الشرعية لتفادي الآثار السلبية المترتبة على التأخير في ذلك من النواحي الاجتماعية والقانونية والاقتصادية.

وقرر المجلس إحالة المقترح إلى إدارة التشريع واللجنة التشريعية لإعداد الأداة التشريعية المناسبة لتفعيل المقترح.

خامساً- الموافقة على:

1 – مشروع قرار وزير الاقتصاد والتجارة بتعديل بعض أحكام القرار الوزاري رقم (2) لسنة 1980 بتحديد أسعار ووزن ومواصفات الخبز العربي والبلدي.

2 – مشروع قرار وزير الاقتصاد والتجارة بتعديل بعض أحكام القرار الوزاري رقم (9) لسنة 1983 بتعيين الحد الأقصى لأسعار بيع الطحين المدعوم وتنظيم تداوله.

سادساً- الموافقة على نموذج موحد لمشروع مذكرة تفاهم لتعزيز التعاون في مجال صناعة فعاليات الأعمال بين الهيئة العامة للسياحة في دولة قطر والجهات الأخرى.

سابعاً- الموافقة على الانضمام إلى عضوية المنظمة الدولية لقانون التنمية (IDLO).

ثامناً- الموافقة على انضمام الهيئة العامة للسياحة إلى تحالف السياحة العالمي في المنظمة العالمية للسياحة WTA.

تاسعاً- الموافقة على:

1 – مشروع مذكرة تفاهم للتعاون في مجال التعليم والتعليم العالي والبحث العلمي بين حكومة دولة قطر وحكومة جمهورية الأرجنتين.

2 – مشروع مذكرة تفاهم للتعاون الثنائي لإنشاء اللجنة الوزارية المشتركة للتعاون الاقتصادي والتجاري والفني بين حكومة دولة قطر وحكومة جمهورية الإكوادور.

3 – مشروع مذكرة تفاهم للتعاون في مجالي الشباب والرياضة بين حكومة دولة قطر وحكومة جمهورية الإكوادور.

4 – مشروع إعلان نوايا مشترك للتعاون في المجال الزراعي بين وزارة البلدية والبيئة في دولة قطر ووزارة الزراعة والثروة الحيوانية في جمهورية الإكوادور.;
