Amir issues number of decrees

His Highness the Amir Sheikh Tamim bin Hamad al-Thani issued Decree No. 45 of 2018, ratifying a memorandum of understanding (MoU) on conducting a political dialogue for issues of common interest between the Ministry of Foreign Affairs of Qatar and Ministry of Foreign Affairs and International Cooperation of Italy, signed in Doha on August 2, 2017, annexed to this decree and to have the force of law in line with Article 68 of the constitution.
His Highness the Amir also issued Decree No. 46 of 2018 ratifying the MoU on mutual recognition of eligibility certificates for maritime workers between the governments of Qatar and Turkey, signed in Doha on December 2, 2015, annexed to this decree and to have the force of law in line with Article 68 of the constitution.
His Highness the Amir issued Decree No. 47 of 2018, ratifying an agreement between Qatar and Germany on encouraging and protecting mutual investments and its annexed protocol, signed in Bonn on June 14, 1996, annexed to this decree and to have the force of law in line with Article 68 of the constitution.
His Highness the Amir issued Decree No. 48 of 2018, ratifying an MoU between the governments of Qatar and Sri Lanka on mutual exemption of visas for holders of diplomatic, private and official passports, signed in Doha on October 10, 2017, annexed to this decree and to have the force of law in line with Article 68 of the constitution.
His Highness the Amir also issued Decree No. 49 of 2018 on ratifying an air transport agreement between the governments of Qatar and Armenia, signed in Doha on April 4, 2002, annexed to this decree and to have the force of law in line with Article 68 of the constitution.
His Highness the Amir issued Decree No. 50 of 2018, ratifying an air services agreement between the governments of Qatar and Turkmenistan, signed in Ashgabat on March 7, 2016, annexed to this decree and to have the force of law in line with Article 68 of the constitution.
His Highness the Amir also issued Decree No. 51 of 2018, ratifying an MoU in the youth and sports fields between the governments of Qatar and Bulgaria, signed in Sofia on March 8, 2018, annexed to this decree and to have the force of law in line with Article 68 of the constitution.
His Highness the Amir issued Decree No. 52 of 2018, ratifying the protocol to eliminate illicit trade in tobacco products adopted during the fifth session of the conference of the parties to the World Health Organisation Framework Convention on Tobacco Control, signed on November 12, 2012 in Seoul, annexed to this decree and to have the force of law in line with Article 68 of the constitution.
The decrees are effective starting from their date of issue and are to be published in the official gazette.
Instruments of ratification issued
His Highness the Amir Sheikh Tamim bin Hamad al-Thani issued on Wednesday an instrument of ratification approving draft protocol to amend certain provisions of an agreement between the governments of Qatar and Azerbaijan concerning the exemption of holders of diplomatic and special passports from visa requirements, signed in Baku on March 8, 2016.
The Amir issued an instrument of ratification approving the ratification of the agreement on the mutual abolishing of visa requirements between the Government of Qatar and the Cabinet of Ministers of Ukraine, signed in Doha on March 20, 2018.
His Highness the Amir also issued an instrument of ratification approving the ratification of an agreement on abolishing of visa requirements for holders of diplomatic and special passports between the governments of Qatar and Togo, signed in Doha on April 30, 2018.
أصدر حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى اليوم، المرسوم رقم /45/ لسنة 2018 بالتصديق على مذكرة تفاهم بشأن إجراء حوار سياسي حول القضايا ذات الاهتمام المشترك بين وزارة الخارجية بدولة قطر ووزارة الخارجية والتعاون الدولي بالجمهورية الإيطالية الموقعة بمدينة الدوحة بتاريخ 2017/8/2، المرفق نصها بهذا المرسوم، وأن تكون لها قوة القانون وفقا للمادة /68/ من الدستور.
وأصدر حضرة صاحب السمو أمير البلاد المفدى، المرسوم رقم /46/ لسنة 2018 بالتصديق على مذكرة تفاهم بشأن الاعتراف المتبادل بشهادات الأهلية للعاملين بالبحر بين حكومة دولة قطر وحكومة الجمهورية التركية، الموقعة بمدينة الدوحة بتاريخ 2015/12/2 المرفق نصها بهذا المرسوم، وأن تكون لها قوة القانون وفقا للمادة /68/ من الدستور.
كما أصدر سمو الأمير المفدى، المرسوم رقم /47/ لسنة 2018 بالتصديق على اتفاقية بين دولة قطر وجمهورية ألمانيا الاتحادية بشأن التشجيع والحماية المتبادلة للاستثمارات والبروتوكول الملحق بها، الموقع عليها بمدينة بون بتاريخ 1996/6/14، المرفق نصها بهذا المرسوم، وأن تكون لها قوة القانون وفقا للمادة /68/ من الدستور.
وأصدر سمو الأمير، المرسوم رقم /48/ لسنة 2018 بالتصديق على مذكرة تفاهم بين حكومة دولة قطر وحكومة جمهورية سريلانكا الديمقراطية الاشتراكية بشأن الإعفاء المتبادل من تأشيرات الدخول لحاملي جوازات السفر الدبلوماسية والخاصة والرسمية، الموقعة بمدينة الدوحة بتاريخ 2017/10/26، المرفق نصها بهذا المرسوم، وأن تكون لها قوة القانون وفقا للمادة /68/ من الدستور.
كما أصدر سموه، المرسوم رقم /49/ لسنة 2018 بالتصديق على اتفاقية نقل جوي بين حكومة دولة قطر وحكومة جمهورية أرمينيا، الموقعة بمدينة الدوحة بتاريخ 2002/4/22 المرفق نصها بهذا المرسوم، وأن تكون لها قوة القانون وفقا للمادة /68/ من الدستور.
وأصدر سمو الأمير المفدى، المرسوم رقم /50/ لسنة 2018 بالتصديق على اتفاقية خدمات جوية بين حكومة دولة قطر وحكومة تركمانستان، الموقعة بمدينة عشق آباد بتاريخ 2016/3/7 المرفق نصها بهذا المرسوم، وأن تكون لها قوة القانون وفقا للمادة /68/ من الدستور.
كما أصدر سمو الأمير المفدى، المرسوم رقم /51/ لسنة 2018 بالتصديق على مذكرة تفاهم في مجالي الشباب والرياضة بين حكومة دولة قطر وحكومة جمهورية بلغاريا، الموقعة بمدينة صوفيا بتاريخ 2018/3/8 المرفق نصها بهذا المرسوم، وأن تكون لها قوة القانون وفقا للمادة /68/ من الدستور.
وأصدر سمو الأمير، المرسوم رقم /52/ لسنة 2018 بالتصديق على بروتوكول القضاء على الاتجار غير المشروع بمنتجات التبغ المعتمد بالدورة الخامسة لمؤتمر الدول الأعضاء في اتفاقية منظمة الصحة العالمية بشأن مكافحة التبغ، بتاريخ 2012/11/12، بمدينة سول، المرفق نصه بهذا المرسوم، وأن تكون له قوة القانون وفقا للمادة /68/ من الدستور.
وقضت المراسيم بتنفيذها والعمل بها من تاريخ صدورها، وأن تنشر بالجريدة الرسمية.
