Teachers and admin staff can apply for transfer from March 1

Doha: To ensure the psychosocial stability of teachers and administrative staff in public schools and to promote appropriate hardworking climate that boosts the educational process, the Ministry of Education and Higher Education is pleased to present a general framework for filling job vacancies and transfers of teachers and administrative staff for the 2020-2021 academic year.

In this context, the application for transfer will be made available for teachers and administrative staff on the Ministry’s Public Services Portal from Monday, 1 March 2021, to Wednesday, 31 March 2021. Paper-based applications as well as applications submitted after this deadline will be disregarded. Decisions on the duly-submitted applications will be made in June, 2021.

The transfer applications submitted by teachers must be made for the same job title and the same educational stage. Any applications made to the contrary will not be accepted. In addition, the administrative staff applications sent to the administrative committee email (sar@edu.gov.qa) will no longer be accepted as soon as the online transfer system takes effect. All previous applications will be repealed.

The transfers of teachers and administrative staff will be implemented according to the availability of vacancies in each respective school and as per the organizational structure and applicable controls. Applicants may repeal their applications before the school principal approves and submits it to the concerned department.

For teachers and administrative staff to submit a transfer applications, the following conditions must be met:

• The applicant must be on the job (Teaching/Admin staff).
• Newly appointed teachers/admin staff may not apply for a transfer during the probation period.
• The applicant must have passed the probation period successfully and spent three (3) years in service (Admin staff).
• Employees on maternity leave, unpaid leave, compassionate leave, scholarship, study leave and/or patient escort leave/treatment abroad pursuant to a decision of the Medical Committee may not apply for transfer before they return to duty. In addition, the notice of returning from such long leaves must be valid for one semester (Teaching/Admin staff).
• Teachers/Admin staff who were previously transferred (upon their request) may not re-apply for a transfer before at least three (3) years.

الدوحة: من منطلق تحقيق الاستقرار النفسي والاجتماعي للكادر التدريسي والكادر الإداري في المدارس وتهيئة المناخ الملائم للعمل بجد وكفاءة وبما يعود بالأثر الإيجابي على العملية التعليمية والتربوية، تقدم لكم الوزارة الإطار العام لسد شواغر وتنقلات الكادر التدريسي والكادر الإداري في المدارس للعام الدراسي 2021/2020.

حيث سيتم البدء في استقبال طلبات النقل إلكترونيا عبر بوابة الخدمات الإلكترونية في موقع الوزارة على هذا الرابط لكادر التدريس وهذا الرابط للكادر الاداري، اعتبارا من الإثنين 1 مارس القادم إلى الأربعاء 31مارس، ولن يتم النظر في الطلبات الورقية، فيما سيتم الرد على هذه الطلبات خلال شهر يونيو ولن يتم استقبال أي طلب بعد انتهاء الفترة المحددة

وسيكون طلب النقل للكادر التدريسي إلى نفس المسمى الوظيفي ونفس المرحلة التعليمية ولن يقبل أي طلب خلاف ذلك، كما لن يتم استلام طلبات الكادر الإداري على البريد الإلكتروني للجنة الإدارية ( sar@edu.gov.qa ) اعتبارا من تاريخ بدء نظام النقل الإلكتروني وسيتم إلغاء جميع الطلبات السابقة.

وسيتم تنفيذ النقل وفقاً لشواغر المدارس المتوفرة ووفقاً للهيكل التنظيمي حسب الضوابط المعتمدة، كما يمكن لمقدم الطلب إلغاء طلب النقل قبل اعتماده من قبل مدير المدرسة ورفعه للإدارات المعنية.

شروط النقل:

• أن يكون المتقدم على رأس عمله للكادر (التدريسي / الإداري)
• لا يسمح للمتقدم حديث التعيين بطلب النقل إلا بعد اجتياز مرحلة الاختبار (الكادر التدريسي)
• أن يكون قد اجتاز مرحلة الاختبار ومضى على تعينه 3 سنوات (الكادر الإداري)
• لا يسمح للمجاز بإحدى الإجازات الآتية (أمومة، بلا راتب، إجازة خاصة، بعثة دراسية، إجازة دراسية، مرافق مريض بقرار من اللجنة الطبية، علاج بالخارج بقرار من اللجنة الطبية) بتقديم طلب نقل إلّا بعد المباشرة، وأن يكون إشعار العودة من الإجازة الطويلة قد مضى عليه فصل دراسي كامل للكادر (التدريسي / الإداري)
• إذا تم النقل سابقاً نقلاً اختيارياً (بناءً على طلبه) فلا يحق له التقدم بطلب نقل اختياري آخر قبل مضي 3 سنوات على الأقل حتى يتمكن من تقديم طلب نقل اختياري جديد للكادر (التدريسي / الإداري)
