The most prominent decisions of the weekly cabinet meeting

Doha: HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held at its seat at the Amiri Diwan on Wednesday.

Following the meeting, HE Minister of State for Cabinet Affairs Mohammed bin Abdullah Al Sulaiti issued the following statement: The Cabinet considered the topics on the agenda as follows: First – The Cabinet approved a draft law regulating the use of cash in transactions and referred it to the Shura Council.

The draft aims to limit the use of cash in some transactions, which exceed a certain amount, and to avoid risks related to dealing in some areas.

Second – The Cabinet approved a draft law on the protection of victims, witnesses, and other cooperating persons.

The preparation of the draft law confirms the importance of providing the necessary protection to the groups covered by protection, and in fulfillment of the international agreements in this regard. The draft is based on a basic principle, which is that the state guarantees the necessary protection for the protected persons and their relatives.

Third – The Cabinet approved Amiri decisions on the organizational structures of the ministries.

Fourth – The Cabinet approved a draft decision of the Minister of Commerce and Industry approving 121 regional technical regulations as Qatari technical regulations.

Fifth – The Cabinet approved: 1- A draft memorandum of understanding on the establishment of a joint committee for cooperation between the government of the State of Qatar and the government of the Republic of Burundi.

2- A draft memorandum of understanding for cooperation between the Public Prosecution of the State of Qatar and the General’s Prosecutor Office of the Republic of Azerbaijan.

Sixth – The Cabinet reviewed the following two issues and took the appropriate decision: 1- The seventh annual report on the results of the work of the national explosives affairs committee during the period from 1/1 to 31/12/2021.

This committee is established in the Ministry of Interior and is concerned with several specializations, including providing advice to the competent government agencies in everything related to issues of explosives and the raw materials used in their manufacture and proposing regulations for controlling the import, export, production, processing, and consumption of explosive materials listed in the law on weapons, ammunition, explosives, and the mentioned substances.

2- The report of the committee formed to prepare a study on chemicals and hazardous materials, dual-use materials, and chemical precursors in the State of Qatar, and its findings, visions, and recommendations in this regard.

Seventh – The Cabinet, through the presentation made by HE the President of the Civil Service and Government Development Bureau, reviewed the monthly report on the employment of Qataris through the Kawader platform and its statistics on the number of job seekers, the number of jobs available on the platform, and those appointed in these jobs. HE the Prime Minister directed to work on facing challenges and applying appropriate solutions to appoint Qataris in various sectors via this platform.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني رئيس مجلس الوزراء ووزير الداخلية، الاجتماع العادي الذي عقده المجلس يوم أمس بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة السيد/ محمد بن عبدالله السليطي وزير الدولة لشؤون مجلس الوزراء بما يلي: نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي: أولًا- الموافقة على مشروع قانون بتنظيم استخدام النقد في المعاملات، وعلى إحالته إلى مجلس الشورى.

ويهدف مشروع القانون إلى الحد من استخدام النقد في بعض المعاملات التي تتجاوز قيمتها مبلغًا معينًا، وتجنب المخاطر ذات الصلة بالتعامل في بعض المجالات.

ثانيًا- الموافقة على مشروع قانون بشأن حماية المجني عليهم والشهود ومن في حكمهم.

ويأتي إعداد مشروع القانون تأكيدًا لأهمية توفير الحماية اللازمة للفئات المشمولة بالحماية، وإيفاءً للاتفاقيات الدولية في هذا الشأن، ويقوم المشروع على مبدأ أساسي، وهو أن تكفل الدولة الحماية اللازمة للمشمولين بالحماية وأقاربهم.

ثالثًا- الموافقة على مشروعات القرارات الأميرية بالهياكل التنظيمية للوزارات.

رابعًا- الموافقة على مشروع قرار وزير التجارة والصناعة باعتماد عدد (121) لائحة فنية إقليمية لوائح فنية قطرية.

خامسًا- الموافقة على: 1- مشروع مذكرة تفاهم بشأن إنشاء لجنة مشتركة للتعاون بين حكومة دولة قطر وحكومة جمهورية بوروندي.

2- مشروع مذكرة تفاهم للتعاون بين النيابة العامة في دولة قطر ومكتب المدعي العام في جمهورية أذربيجان.

سادسًا- استعرض مجلس الوزراء الموضوعين التاليين واتخذ بشأنهما القرار المناسب: 1- التقرير السنوي السابع بنتائج أعمال اللجنة الوطنية لشؤون المتفجرات خلال الفترة من 1/1 إلى 31 / 12 / 2021.

وتختص هذه اللجنة المنشأة بوزارة الداخلية بعدد من الاختصاصات، من بينها تقديم المشورة إلى الجهات الحكومية المختصة في كل ما يتصل بالمسائل المتعلقة بالمتفجرات والمواد الأولية التي تدخل في تصنيعها، واقتراح ضوابط مراقبة استيراد وتصدير وإنتاج وتجهيز واستهلاك المواد المتفجرة المدرجة بقانون الأسلحة والذخائر والمتفجرات والمواد المشار إليها.

2- تقرير اللجنة المشكلة لإعداد دراسة عن المواد الكيميائية والخطرة، والمواد ثنائية الاستخدام والسلائف الكيمائية في دولة قطر، والنتائج التي توصلت إليها ومرئياتها وتوصياتها في هذا الصدد.

سابعًا- اطلع مجلس الوزراء من خلال العرض الذي قدمه سعادة رئيس ديوان الخدمة المدنية والتطوير الحكومي، على التقرير الشهري عن توظيف القطريين من خلال منصة كوادر، وما تضمنه من إحصائيات عن عدد الباحثين عن عمل، وعدد الوظائف المتاحة بالمنصة والمعينين في هذه الوظائف، ووجه معالي رئيس مجلس الوزراء بالعمل على مواجهة التحديات، وتطبيق الحلول المناسبة لتعيين القطريين في القطاعات المختلفة من خلال هذه المنصة.
