Qatar calls for nuclear weapons-free zone in the Middle East

Geneva: The State of Qatar called for the evacuation of the Middle East region from weapons of mass destruction, stressing that the existence of one nuclear-armed state in the Middle East makes regional stability almost impossible and leads to a nuclear arms race that seriously affects global security and stability.

The State of Qatar expressed hope that the results of the historic summit held recently between the leaders of South Korea and North Korea will open the door for communication between the peoples of the two countries and achieve lasting peace and stability on the Korean Peninsula and the world.

H E Sheikh Ali bin Jassim Al-Thani, Ambassador of the State of Qatar to Austria and permanent representative of the State of Qatar to the United Nations and international organizations in Vienna, said in a statement before the Preparatory Committee for the 2020 Nuclear Non-Proliferation Treaty (NPT) Review Conference in Geneva that the peoples of the Middle East need diplomatic initiatives and similar courageous resolutions that restore hope for peaceful solutions to the intractable problems in the region, first and foremost the dangers of the nuclear arms race by embarking on practical steps to establish a nuclear-weapon-free zone in the Middle East.

The Ambassador added Qatar recognised the importance of the region’s nuclear-weapon-free zones in promoting international norms of nuclear non-proliferation and disarmament, supporting international efforts to achieve peace and security, encouraging the establishment of such zones and providing them with the necessary security guarantees.

He stressed that the danger of the spread of nuclear weapons in the Middle East is one of the main factors that plague the peoples of the region due to the continuing unrest in the region, the continuing phenomenon of terrorism and the dangers posed by the possibility of weapons of mass destruction falling into the hands of terrorist groups, which necessitates everyone to intensify international cooperation to spare the region and the world the dangers for which the NPT was created.

He said that the non-nuclear states, including the countries of the region, have fulfilled their obligations to the NPT and subjected their nuclear facilities and programs to International Atomic Energy Agency (IAEA) safeguards, but Israel remains the only country in the Middle East that has not acceded to the NPT, which requires the international community to pressure it to join the treaty and end the blackout and ambiguity in its nuclear program and subject all its nuclear facilities to the comprehensive IAEA safeguards, similar to the programs of the countries of the region such as the Arab Gulf states, Iraq, Syria, Libya and Iran.

دعت دولة قطر إلى إخلاء منطقة الشرق الأوسط من أسلحة الدمار الشامل.. مؤكدة أن وجود دولة واحدة مسلحة نووية في الشرق الأوسط يجعل تحقيق الاستقرار الإقليمي مهمة شبه مستحيلة، ويدفع إلى حصول سباق تسلح نووي يؤثر بشكل خطير على الأمن والاستقرار العالمي. وأعربت دولة قطر عن أملها في أن تساهم نتائج القمة التاريخية التي عقدت مؤخراً بين زعيمي كوريا الجنوبية وكوريا الشمالية في فتح الباب للتواصل بين شعبي البلدين وتحقيق سلام واستقرار دائمين في شبه الجزيرة الكورية والعالم بأسره.

أكد سعادة الشيخ علي بن جاسم آل ثاني سفير دولة قطر لدى جمهورية النمسا، ومندوبها الدائم لدى منظمات الأمم المتحدة في فيينا، في بيان ألقاه خلال الجلسة الثانية للجنة التحضيرية لمؤتمر معاهدة عدم انتشار الأسلحة النووية لعام 2020 المنعقد في جنيف حالياً، أن شعوب الشرق الأوسط أحوج ما تكون إلى مبادرات دبلوماسية وقرارات شجاعة مشابهة تعيد الأمل بحلول سلمية للمشاكل المستعصية في المنطقة وفي مقدمتها مخاطر سباق التسلح النووي، وذلك من خلال الشروع بالخطوات العملية لإنشاء منطقة خالية من الأسلحة النووية في الشرق الأوسط.

وأضاف أن دولة قطر تدرك أهمية المناطق الإقليمية الخالية من الأسلحة النووية في العالم لتعزيز المعايير الدولية لعدم انتشار الأسلحة النووية ونزع السلاح ودعم الجهود الدولية لتحقيق السلام والأمن والتشجع على إنشاء هذه المناطق وإعطائها الضمانات الأمنية الضرورية.

وأكد سعادته أن خطر انتشار السلاح النووي في منطقة الشرق الأوسط يمثل أحد العوامل الرئيسية التي تؤرق شعوب المنطقة بسبب الاضطرابات المستمرة التي تشهدها المنطقة، واستمرار ظاهرة الإرهاب والمخاطر الناجمة عن احتمال وقوع أسلحة الدمار الشامل بيد الجماعات الإرهابية مما يوجب على الجميع تكثيف التعاون الدولي لتجنيب المنطقة والعالم المخاطر التي تم إنشاء معاهدة عدم الانتشار من أجلها. وتابع قائلاً: «إن الدول غير النووية ومنها دول المنطقة، نفذت التزاماتها تجاه المعاهدة وأخضعت منشآتها وبرامجها النووية لضمانات الوكالة الدولية للطاقة الذرية، ولكن لا زالت إسرائيل هي الوحيدة في منطقة الشرق الأوسط التي لم تنضم لمعاهدة عدم الانتشار النووي، مما يتطلب من المجتمع الدولي بالضغط عليها للانضمام إلى المعاهدة وإنهاء حالة التعتيم والغموض في برنامجها النووي وإخضاع جميع منشـآتها النووية للضمانات الشاملة للوكالة الدولية للطاقة الذرية أسوة ببرامج دول المنطقة مثل دول الخليج العربي والعراق وسوريا وليبيا وإيران.

وتناول سعادته جهود دولة قطر لتنفيذ التزاماتها الدولية بموجب أحكام معاهدة عدم الانتشار كونها الركيزة الأساسية لمنظومة عدم الانتشار وتحقيق نزع السلاح النووي الكامل والشامل.. مشيراً إلى دعوتها الدول الأطراف في المعاهدة، وبالذات الدول النووية الخمس، إلى اتخاذ خطوات خلال المؤتمر الاستعراضي للمعاهدة في 2020 من أجل التنفيذ الأمين لبنود المعاهدة، وبالذات تنفيذ قرار الشرق الأوسط لمؤتمر 1995 ومؤتمرات المراجعة 2000 و2010 باعتبار أن إخلاء منطقة الشرق الأوسط من الأسلحة النووية يعد أحد أسس تعزيز السلم والأمن الدوليين.. لذلك فإن أهم المواضيع التي تواجه مؤتمر المراجعة 2020 هو عقد المؤتمر المؤجل 2012 وإنشاء المنطقة بإشراف ورعاية ومسؤولية الأمين العام للأمم المتحدة وممثلي الدول الراعية لقرار مؤتمر 1995 وإزالة كافة العقبات بتعاون دول المنطقة.;
