Draft law on protection of Arabic & proposal on retired citizens discussed

DOHA: The Advisory Council held its regular weekly session under the chairmanship of its Speaker H E Ahmed bin Abdullah bin Zaid Al Mahmoud yesterday.
The Council started its session by discussing a draft law on the protection of the Arabic language.
Under the draft law, all governmental and non-governmental bodies are committed to protecting and supporting the Arabic language in all their activities and events and that ministries, government entities, public bodies and institutions, private associations and institutions, private institutions of public benefit and those whose budgets are financed by the State are committed to using Arabic in their meetings, discussions, decisions, regulations, instructions, documents, contracts, correspondence, labels, programs, publications, visual, audiovisual and readable ads and other transactions.
The draft law stipulates that the legislation of the State shall be drafted in Arabic and may be translated into other languages when the interest so requires.
It also stipulates that companies and institutions with commercial, financial, industrial, scientific, recreational or other purposes shall be given Arabic names.
International and local companies and institutions whose foreign names or product names have an international trademark may retain the foreign name and be written in Arabic together with the foreign language.
After discussing of the draft law, the Council decided to refer it to the Cultural Affairs and Information Committee for further study and to submit a report thereon to the Council.
The Advisory Council also continued its consideration of its agenda, discussing a proposal presented by the Speaker on the situation of retired citizens, as well as the extent to which those wishing to return to work in the State’s entities to benefit from their experiences and qualifications to serve the country.
The proposal was welcomed by the Council’s members who discussed the positive social effects and benefits to the working environment in the State entities that could be resulted by the implementation of this proposal.
At the end of the extended discussion of the proposal, the Advisory Council decided to refer it to the Legal and Legislative Affairs Committee to study it and send report thereon to the Council.

استهل المجلس جلسته بمناقشة مشروع قانون بشأن حماية اللغة العربية.
وبموجب مشروع القانون تلتزم جميع الجهات الحكومية وغير الحكومية بحماية ودعم اللغة العربية في كافة الأنشطة والفعاليات التي تقوم بها وتلتزم الوزارات والأجهزة الحكومية الأخرى والهيئات والمؤسسات العامة، والجمعيات والمؤسسات الخاصة، والمؤسسات الخاصة ذات النفع العام والجهات التي تمول موازنتها من الدولة باستعمال اللغة العربية في اجتماعاتها ومناقشاتها وفي جميع ما يصدر عنها من قرارات ولوائح تنظيمية وتعليمات ووثائق وعقود ومراسلات وتسميات وبرامج ومنشورات وإعلانات مرئية أو مسموعة أو مقروءة وغير ذلك من معاملات.
ونص مشروع القانون على أن تصاغ تشريعات الدولة باللغة العربية ويجوز إصدار ترجمة لها بلغات أخرى إذا اقتضت المصلحة ذلك.
كما نص المشروع ، على أن تسمى بأسماء عربية، الشركات والمؤسسات ذات الأغراض التجارية والمالية والصناعية والعلمية والترفيهية أو غير ذلك من الأغراض . ويجوز للشركات والمؤسسات العالمية والمحلية التي يكون لأسمائها الأجنبية أو أسماء منتجاتها شهرة عالمية ذات علامة مسجلة، أن تحتفظ بالاسم الأجنبي، على أن يتم كتابته باللغة العربية إلى جانب اللغة الأجنبية.
وبعد مناقشة مشروع القانون قرر المجلس إحالته إلى لجنة الشؤون الثقافية والإعلام لمزيد من الدراسة وإعداد تقرير بشأنه للمجلس.
وواصل مجلس الشورى النظر في جدول أعماله حيث ناقش اقتراحا برغبة مقدم من سعادة السيد أحمد بن عبد الله بن زيد آل محمود رئيس المجلس حول أوضاع المواطنين المتقاعدين بالإضافة إلى مدى إمكانية استيعاب الراغبين منهم في العودة للعمل في أجهزة الدولة للاستفادة من خبراتهم ومؤهلاتهم في خدمة الوطن .
وكان الاقتراح موضع ترحيب خلال مداخلات أعضاء المجلس لما يمكن أن يترتب على تنفيذه من تأثيرات اجتماعية إيجابية ومن فوائد عديدة في بيئة العمل بأجهزة الدولة.
وفي ختام المناقشة الموسعة للاقتراح قرر مجلس الشورى إحالته إلى لجنة الشؤون القانونية والتشريعية لدراسته وإعداد تقرير بشأنه للمجلس.
