مجلس الوزراء يوافق على مشروع قانون بشأن تنظيم تملّك غير القطريين للعقارات
Doha: Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the Cabinet’s regular meeting at the Emiri Diwan, yesterday.
Following the meeting, Minister of Justice and Acting Minister of State for Cabinet Affairs H E Dr. Hassan bin Lahdan Al Hassan Al Mohannadi stated that the Cabinet reviewed topics on its meeting’s agenda as following:
The Cabinet approved a draft law on the regulation of non-Qatari ownership and use of properties, and then referred it to the Advisory Council.
Under the terms of the draft law, non-Qataris may own use properties in Qatar as per conditions specified by a decision of the Cabinet and based on suggestions of the commission for regulating non-Qatari ownership and use of real estate.
In all cases, the right of usufruct granted to a non-Qatari shall not expire with his death and shall be transferred to the heirs unless both parties agree otherwise.
The draft law provisions will be applicable on land space, buildings and residential units, and detachment units in residential complexes.
The Cabinet also approved a draft decision of the Minister of Interior on amending some of the provisions of the Interior Minister’s decision No. 8 of 2012 on the conditions and procedures for licensing the establishment of security training centres and organising their works.
It also approved a draft decision of the Minister of Interior on amending some of the provisions of the Interior Minister decision No. 9 of 2012 to determine the licensing fees of private security services companies and the medical examination of their employees, as well as for the rental of firearms and licences for private security training centres and the provision of security consultations. A joint work mechanism between the Ministry of Finance and the Qatar Fund for Development to determine the types of scholarships offered to non-Qatari students through the adoption of the Qatar Scholarship Program was also approved by the Cabinet.
The Cabinet also approved a ratification of the agreement on cooperation in education between the Government of the State of Qatar and the Government of the Republic of Panama.
ترأس معالي الشيخ عبدالله بن ناصر بن خليفة آل ثاني رئيس مجلس الوزراء، الاجتماع العادي الذي عقده المجلس صباح أمس بمقره في الديوان الأميري.
وعقب الاجتماع، أدلى سعادة الدكتور حسن بن لحدان الحسن المهندي، وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء، بما يلي:
نظر المجلس في الموضوعات المدرجة على جدول الأعمال على النحو التالي:
أولاً- الموافقة على مشروع قانون بشأن تنظيم تملّك غير القطريين للعقارات والانتفاع بها، وعلى إحالته إلى مجلس الشورى.
وبموجب أحكام المشروع، يجوز لغير القطريين تملّك العقارات والانتفاع بها في المناطق، وفقاً للشروط والضوابط والمزايا والإجراءات التي يصدر بتحديدها قرار من مجلس الوزراء، بناء على اقتراح لجنة تنظيم تملّك غير القطريين للعقارات والانتفاع بها.
وفي جميع الأحوال، لا ينقضي حق الانتفاع الممنوح لغير القطري بوفاته وينتقل إلى الورثة، ما لم يتفق الطرفان على خلاف ذلك.
ويقصد بالعقارات في تطبيق أحكام هذا القانون: الأراضي الفضاء، والمباني والمنشآت، والوحدات السكنية، والوحدات المفرزة في المجمعات السكنية.
ثانياً- الموافقة على:
أ- مشروع قرار وزير الداخلية بتعديل بعض أحكام قرار وزير الداخلية رقم (8) لسنة 2012، بشروط وإجراءات الترخيص بإنشاء مراكز تدريب أمنية وتنظيم عملها.
ب- مشروع قرار وزير الداخلية بتعديل بعض أحكام قرار وزير الداخلية رقم (9) لسنة 2012، بتحديد رسوم تراخيص شركات الخدمات الأمنية الخاصة، والفحص الطبي للعاملين بها، ومقابل استئجارها الأسلحة النارية، وتراخيص مراكز التدريب الأمنية الخاصة، وتقديم الاستشارات الأمنية.
ثالثاً- الموافقة على آلية العمل المشتركة بين وزارة المالية وصندوق قطر للتنمية؛ لتحديد أنواع المنح الدراسية المقدمة إلى الطلبة غير القطريين، من خلال اعتماد برنامج دولة قطر للمنح الدراسية.
رابعاً- الموافقة على التصديق على اتفاقية التعاون في مجال التعليم بين حكومة دولة قطر وحكومة جمهورية بنما.;
