There is no reason to reduce the fees in private schools due to the implementation of the distance education system in the wake of the coronavirus (COVID-19) pandemic, a top official has said.
“The fees reflect the fixed school expenses — which are salaries, wages and rents of leased buildings. If schools decide to reduce fees, their ability to continue and pay salaries and dues to teaching and administrative staff will be affected,” Sheikh Mansour bin Jassim al Thani, a representative of the Education Committee in the Qatar Chamber, said.
He said the goal of the presence of students in schools is learning and the private schools have also implemented the distance education system. While some schools were ready, others made additional investment to activate the system,” he said.
He said the distance education system has increased the burden on teachers. “Teachers now spend six to seven hours daily in the learning process. They are also doing additional work to communicate with parents outside of duty hours. They are also communicating with students to answer their questions,” he told Qatar TV.
He said the entire teaching staff in private schools are currently working. They are doing their work as before. Making of educational videos and posting them online consumes a lot of time and effort, he added.
Regarding reducing fees, he said many schools are now studying cases of parents who lost their jobs with the Ministry of Education and Higher Education. The Ministry of Education and Higher Education may take steps to help the parents who have lost their source of livelihood, he added.
On additional fees (outside the framework of the study), he said the issue is being discussed in the Education Committee between school owners and the ministry.
“The Ministry will issue a statement clarifying all the related matters,” he said, adding that some schools are considering canceling these fees (outside the framework of study such as transportation fee) and some schools are considering transferring them to be an asset for students in the next year.

قال سعادة الشيخ منصور بن جاسم آل ثاني عضو غرفة قطر وممثل عن لجنة التعليم في الغرفة إن عدد من المدارس تدرس إلغاء رسوم بعض حالات أولياء الأمورالتي تعثرت مادياً نتيجة جائحة كورونا، مضيفاً أن المدارس تقوم بدارسة حالات أولياء الأمور الذين فقدوا ظائفهم بسبب كورنا وتقوم بتقدير ظروفهم ودراستها مع وزراة التعليم والتعليم العالي..
وأضاف من خلال مداخلته في برنامج المسافة الاجتماعية في تلفزيون قطر أن وزارة التعليم تقوم بدراسة إجراءات لمساعدة المتعثرين والذين فقدوا مصدر رزقهم نتيجة انتشار فيروس كورونا.
وبين الشيخ منصور بن جاسم آل ثاني أن مصاريف الرسوم المدرسية لم تتغير وهي تتعلق بقدرة المدرسة على البقاء والاستمرار، مبيناً في الوقت ذاته أن هذه الرسوم تعكس مصاريف المدرسة الثابتة من دفع أجور المدرسين وإجارات المباني المستأجرة.
وقال: “في حال قامت المدرسة بتخفيض الرسم فستتأثر تدفقاتها النقدية سلباً وستتأثر قدرتها على الباقاء ودفع المستحقات المترتبة عليها”.
وبين التعليم عن بعد زاد العبء على المدارس والمعلمين وفي هذا الوقت يقوم المدرس بعمل إضافي خارج أوقات العمل من خلال التواصل مع أولياء الأمور والطلاب وتوضيح بعض الفقرات والمواد من خلال برامج التعليم عند بعد.
وأكد قال سعادة الشيخ منصور بن جاسم آل ثاني أن لجنة التعليم تقوم بدور هام في دعم أصحاب المدارس الخاصة ومساعدتهم على تحقيق جودة التعليم في ظل الظروف الحالية، مبيناً اللجنة تقوم دائما بالتواصل مع المسؤولين بوزارة التعليم حيث أكدوا متابعة سعادة الدكتور محمد بن عبدالواحد الحمادي وزير التعليم والتعليم العالي الجهود التي تبذلها المدارس الخاصة والجهود التي تبذلها في التعليم عن بعد.
