Turkey’s Erdogan to be inaugurated on July 9, gains some more powers

ISTANBUL (Reuters) – Turkey’s President Tayyip Erdogan acquired some additional new powers on Wednesday as part of a transition to an executive presidency that will culminate on July 9 with his taking the oath of office for a new five-year term.

Turks narrowly backed the shift to the executive presidency in a referendum last year. The changes are due to take full effect following the victory of Erdogan and his AK Party in June 24 presidential and parliamentary elections.
Erdogan will take his oath in parliament on July 9 at 4 pm and a ceremony will then be held at his palace in Ankara, officially ushering in the new executive presidency, which replaces a parliamentary system in which the prime minister and government had held most power.

Under the new arrangements, the post of prime minister will be scrapped. The president will select his own cabinet and chair its meetings, and will also be able to form and regulate ministries and remove civil servants, all without parliamentary approval.

A decree published on Wednesday in the official gazette makes changes to laws dating from 1924 – just after the founding of the Turkish Republic by Mustafa Kemal Ataturk – to 2017, altering all references to the prime minister and cabinet of ministers to the president and the president’s office.

The government has been issuing decrees, bypassing parliament, since a state of emergency was imposed following an attempted military coup in July 2016. Erdogan has promised to lift emergency rule after the election.

The official results of last month’s elections are likely to be announced after 5 pm (1400 GMT) on Wednesday, High Election Board Chairman Sadi Guven told reporters.

Initial results showed Erdogan obtained 53 percent of votes in the presidential election, while his ruling Islamist-rooted AK Party took 43 percent of votes and its MHP nationalist allies 11 percent in the parliamentary contest.

Parliament is scheduled to convene three days after the announcement of the official election results for lawmakers to take their oath of office.

Erdogan is expected to announce his new cabinet after taking his own oath of office. Sources have said Erdogan could give his nationalist allies cabinet posts, rewarding their support for the AK Party in parliament.

أعلن الرئيس التركي رجب طيب أردوغان، أنه سيبدأ مهامه رسمياً بصفته رئيساً للبلاد وفقاً للنظام الرئاسي الجديد، بعد أداء اليمين الدستورية الاثنين المقبل. جاء ذلك في كلمة ألقاها أردوغان، أمس الجمعة، خلال مؤتمر بمقر حزبه «العدالة والتنمية» في العاصمة أنقرة.

قال أردوغان إن «نسبة المشاركة في الانتخابات الأخيرة بلغت 86.24 % وعدد المصوتين بلغ 50 مليوناً و68 ألفاً، أتوجه بالشكر لكل واحد منهم باسمي وباسم شعبي».

وأشار إلى عزمهم مواصلة «تحالف الشعب»، بين حزبي «العدالة والتنمية» و»الحركة القومية»، في البرلمان التركي، «نظراً لتوزيع عدد النواب والأوضاع التي تمر بها البلاد»، معرباً عن امتنانه الكبير لتوافق الرؤى مع حزب الحركة القومية.

وأضاف أردوغان: «سنعلن تشكيل الوزارات المعاد تنظيمها من جديد، عبر أول مرسوم بحكم القانون والذي سنصدره بعد أداء اليمين الدستورية الاثنين المقبل، وكذلك سنعلن تشكيلة إدارة البلاد مساء نفس اليوم».

أردوغان، أوضح أن رئيس الجمهورية سيقوم بمهام السلطة التنفيذية مباشرة بدلاً من مجلس وزراء مخول من قبل البرلمان.

كما دعا القاعدة الشعبية لحزب «الشعب الجمهوري» المعارض إلى مساءلة قادة الحزب، متهماً إياهم بتوجيه قسم من أصوات ناخبيهم للتصويت لصالح حزب «الشعوب الديمقراطي» من أجل أن يتجاوز الأخير العتبة البرلمانية (10 %). وبيّن أن حزب الشعوب الديمقراطي يسير وفق نهج منظمة بي كا كا الإرهابية.

وقال أردوغان: «أدعو كل شخص من حزب الشعب الجمهوري يحب بلده وشعبه وجمهوريته ودولته، لمحاسبة إدارة الحزب على هذا الفعل المشين».

وأضاف أن «الشعب والتاريخ سيحاسب من جعل أقدم حزب (الشعب الجمهوري) في تركيا ألعوبة في يد أشخاص هامشيين في الغرب وبيد حفنة من قادة تنظيم إرهابي خارج البلاد».

وحذر أنّ عدم إجراء حزب الشعب الجمهوري محاسبة ذاتية داخله، سيتسبب بتحول تعامله مع تنظيم «بي كا كا» الانفصالي الإرهابي من «تكتيكي» إلى علاقة «أساسية».

وتابع: «نعمل على تسريع وتيرة عمل الدولة من خلال دمج المؤسسات التي تقوم بأعمال متشابهة وإلغاء المؤسسات غير الفعالة».

ولفت الرئيس التركي إلى أن البلاد على موعد مع الانتخابات المحلية قريباً، وأضاف: «لكن قبل ذلك علينا إتمام تحليل انتخابات 24 حزيران (الأخيرة) والقيام بالخطوات اللازمة في هذا الصدد».

وأكد على مسألة تصحيح الأخطاء المرتكبة وتقويمها، ثم خوض الانتخابات المحلية في مارس المقبل.

وشدّد على أنه ينبغي تقييم نتائج الانتخابات الأخيرة جيداً، «فنحن لسنا حزباً يكتفي بحصوله على المركز الأول في الانتخابات، ولا نعد ذلك نجاحاً».

وأشار إلى أنّ الحكومة التركية المقبلة لن يكون في داخلها متحزبون كما كانت في الفترات الماضية، قائلاً: «نحن الآن نعد طاقم حكومة من أصدقائنا غير المتحزبين».;
