Qatar Celebrates Launch of 2020 Global Education Monitoring Report

Doha: Qatar National Commission for Education, Culture and Science, in cooperation with Doha-based UNESCO GCC and Yemen Office, celebrated the launch of the 2020 Global Education Monitoring Report, under the theme “Inclusion And Education”, in the presence of HE Minister of Education and Higher Education and President of Qatar National Commission for Education, Culture and Science Dr. Mohammed bin Abdul Wahed Al Hammadi.

Speaking at the virtual event, HE Dr. Al Hammadi expressed pleasure for celebrating the launch of the 2020 Global Education Monitoring Report, issued by the United Nations Educational, Scientific and Cultural Organization (UNESCO), which aims at highlighting the progress made in the achievement of the Goal 4 of the Sustainable Development Goals, and all other goals, and providing information on the national and international strategies related to education in order to help everyone fulfill their obligations towards education.

HE Dr. Al Hammadi underlined that the State of Qatar has paid great attention to education as the main tool for achieving development and prosperity, and has sought to overcome the obstacles that hinder its progress to ensure the provision of comprehensive education in a good environment for all citizens and residents of Qatar. The State has harnessed all its material and human capabilities, and prepared the infrastructure, training, development and everything needed in order to achieve the Goal 4 of the Sustainable Development Goals.

HE noted that the theme of the report reflects the keenness on providing the right to education to all without discrimination, and puts forwards many challenges that face world countries in achieving inclusive education for all, such as laws, policies, the availability of data, governance, financing, teachers, curricula and other areas that may hinder the provision of inclusive education for all.

He noted that the report presents a set of recommendations and the best practices to face these challenges, stressing that partnerships and the exchange of experiences will be the most successful way to implement these recommendations, which are summarized in: expanding the understanding of inclusive education, exchanging experiences and resources, consulting with local communities and parents, activating partnership between various government departments, sectors and levels, and empowering and motivating the workforce in the field of education.

HE the Minister of Education and Higher Education and President of Qatar National Commission for Education, Culture and Science said that the launch of the report comes while the world is still facing the COVID-19 pandemic, which has changed the face of life in general and education in particular, noting that more than 90% of the world’s students have been affected by the closure of schools according to the report. In this context, HE stressed that the State of Qatar has addressed this pandemic in the field of education by developing many solutions to ensure that students are not affected, such as switching to distance learning, providing all the assistance needed to enable students to easily access education during this pandemic, and taking all the necessary safety measures to gradually return to schools, in parallel with increasing the effectiveness of distance learning.

He underlined that the COVID-19 pandemic demonstrated the importance of joint work and the exchange of experiences to ensure the provision of equal opportunities and that no one is left behind in education, and perhaps this report provides the world with data and presents the problems and the variables facing education, in order to maintain joint action, thus achieving the Sustainable Development Goals.

In conclusion, HE Minister of Education and Higher Education and President of Qatar National Commission for Education, Culture and Science Dr. Mohammed bin Abdul Wahed Al Hammadi extended thanks to the UNESCO and to the report preparation team for the efforts they made to prepare this report, and thanked everyone for interacting with the celebration. 

In her welcoming speech at the ceremony, Director of the UNESCO Regional Office in Doha Dr. Anna Pollini stressed the importance of the timing of the launch of the 2020 Global Education Monitoring Report, given the unprecedented and continuing disruptions facing quality education, which are felt by the whole world, especially those of the most vulnerable learners.

Pollini stated that the 2020 Global Education Monitoring Report sheds light on all those who are not receiving an education because of their affiliation, social background, or abilities, adding that the motivation behind the report is the clear reference to inclusive education for all that was mentioned in the 2015 Incheon Declaration, and the call to ensure quality, comprehensive, and equitable education in line with the Sustainable Development Goal 4 (SDG 4) on education and the importance of looking at the COVID-19 pandemic impact on more than 1.5 billion learners as it continues to disrupt education systems around the world.

She added that the pandemic will deepen the unequal distribution of education and learning opportunities, in addition to creating greater obstacles for most learners, which in turn will constitute a threat that will harm many years of global efforts to achieve the 2030 Sustainable Development Agenda, especially the SDG 4.

In the conclusion of her speech, Pollini called for a re-prioritization of the principles of inclusive and quality education and the commitment to achieving actionable initiatives by policymakers and partners to respond to the COVID-19 challenges and address issues of quality and inclusiveness as stipulated in the 2020 Global Education Monitoring Report.

During this occasion, a panel discussion was held on the report to discuss ways to ensure that every child who lives and learns in the Gulf countries gets the education they deserve during and after the COVID-19 pandemic.

Education Program Specialist at UNESCO Regional Office in Doha Danilo Padilla moderated the panel, which witnessed the participation of UNICEF Head of Office & Senior Program Officer in Qatar Anthony MacDonald, Executive Director of Educate A Child at the Education Above All foundation Dr. Mary Pigozzi, Regional Chief of Education at UNESCO Dr. Hana Yoshimoto, Assistant Secretary-General of the Omani National Commission for Education, Culture and Science Dr. Amna bint Salem Al Balushi, Dean of College of Education Dr. Ahmed Al Emadi, and Deputy Director and CEO of Kuwait Foundation for the Advancement of Science Dr. Ziad Najem.

The report also explores the challenges holding us back from achieving this vision and demonstrates concrete policy examples from countries managing to tackle them with success. These include differing understandings of the word inclusion, lack of teacher support, absence of data on those excluded from education, inappropriate infrastructure, the persistence of parallel systems and special schools, lack of political will and community support, untargeted finance, uncoordinated governance, multiple but inconsistent laws, and policies that are not being followed through.

الدوحة: احتفلت اللجنة الوطنية القطرية للتربية والثقافة والعلوم، بالتعاون مع مكتب اليونسكو الإقليمي لدول الخليج واليمن بالدوحة، بإطلاق التقرير العالمي لرصد التعليم 2020 تحت شعار “التعليم الشامل للجميع”، بمشاركة سعادة الدكتور محمد بن عبدالواحد الحمادي وزير التعليم والتعليم العالي ورئيس اللجنة الوطنية القطرية للتربية والثقافة والعلوم.

وخلال الحفل الذي أقيم عبر “الاتصال المرئي”، أعرب سعادة الدكتور محمد بن عبدالواحد الحمادي وزير التعليم والتعليم العالي ورئيس اللجنة الوطنية القطرية للتربية والثقافة والعلوم عن سعادته بالاحتفال بإطلاق التقرير العالمي لرصد التعليم، الصادر عن منظمة الأمم المتحدة للتربية والعلم والثقافة /اليونسكو/، والذي يهدف إلى تسليط الضوء على رصد التقدم في تحقيق الهدف الرابع من أهداف التنمية المستدامة، وسائر الأهداف الأخرى، وتقديم معلومات عن الاستراتيجيات الوطنية والدولية المتعلقة بالتعليم لمساعدة الجميع على الوفاء بالتزاماتهم تجاه التعليم.

وأكد سعادته أن دولة قطر قد أولت اهتماما كبيرا للتعليم بوصفه الأداة الرئيسية لتحقيق التنمية والرفاه، وسعت إلى تذليل العقبات التي تعترض مسيرته لضمان توفير تعليم شامل في بيئة جيدة لجميع المواطنين والمقيمين على أرض قطر، كما سخرت كل إمكاناتها المادية والبشرية، وهيأت البنى التحتية والتدريب والتطوير، وكل ما يلزم لتحقيق الهدف الرابع من أهداف التنمية المستدامة.

وقال سعادة الوزير إن اختيار التقرير لموضوع /التعليم الشامل للجميع/ يعكس الحرص على أهمية توفير حق التعليم للجميع دون تمييز أو تفرقة، ويطرح العديد من التحديات التي تواجه دول العالم لتحقيق التعليم الشامل للجميع مثل القوانين والسياسات وتوفر البيانات والحوكمة والتمويل والمعلمين والمناهج، وغيرها من المجالات التي قد تعيق توفير التعليم الشامل للجميع.

ونوه إلى أن التقرير طرح مجموعة من التوصيات وأفضل الممارسات لمواجهة هذه التحديات، مؤكدا أن الشراكات وتبادل الخبرات ستكون الوسيلة الأنجح لتنفيذ هذه التوصيات، والتي تتلخص في: توسيع نطاق فهم التعليم الشامل، وتبادل الخبرات والموارد، والتشاور مع المجتمعات المحلية وأولياء الأمور، وتفعيل الشراكة بين الإدارات والقطاعات والمستويات الحكومية المختلفة، وتمكين وتحفيز القوى العاملة في مجال التعليم.

وشدد سعادته، في كلمته، على أن الاحتفال بإطلاق هذا التقرير يأتي والعالم ما زال يواجه جائحة /كوفيد- 19/ التي غيرت وجه الحياة بصفة عامة والتعليم بصفة خاصة، لافتا إلى تأثر أكثر من 90% من طلبة العالم بإغلاق المدارس بحسب التقرير، مؤكدا أن دولة قطر قد تعاملت مع هذه الجائحة في مجال التعليم بوضع الكثير من الحلول لضمان عدم تأثر الطلبة، من خلال التحول للتعلم عن بعد، وتوفير كل المعينات التي تمكن الطلبة من الوصول للتعليم بسهولة ويسر خلال هذه الجائحة، واتخذت جميع إجراءات السلامة اللازمة للعودة تدريجيا للمدارس، بالتوازي مع زيادة فعالية التعلم عن بعد.

وأكد أن جائحة /كوفيد-19/ بينت أهمية العمل المشترك وتبادل الخبرات لضمان توفير فرص متكافئة وعدم تخلف أحد عن ركب التعليم، ولعل هذا التقرير يوفر للعالم البيانات ويطرح المشاكل والمتغيرات التي تواجه التعليم من أجل العمل المشترك للتصدي لها، وصولا لتحقيق أهداف التنمية المستدامة.

وفي ختام كلمته، توجه سعادة الدكتور محمد بن عبدالواحد الحمادي وزير التعليم والتعليم العالي ورئيس اللجنة الوطنية القطرية للتربية والثقافة والعلوم بالشكر لمنظمة اليونسكو وإلى فريق إعداد التقرير العالمي لرصد التعليم على الجهود المبذولة لإخراجه بهذه الصورة الجيدة، كما شكر الجميع للتفاعل مع الاحتفالية.

وفي كلمتها الترحيبية في الحفل، أكدت الدكتورة آنا بوليني مديرة مكتب اليونسكو الإقليمي بالدوحة أهمية توقيت حدث إطلاق التقرير العالمي لرصد التعليم للعام 2020، نظرا للاضطرابات غير المسبوقة والمستمرة التي يواجهها التعليم الجيد، وهي اضطرابات يشعر بها العالم أجمع، خاصة أولئك المتعلمين الأكثر ضعفا وهشاشة.

وذكرت السيدة بوليني أن التقرير العالمي لرصد التعليم للعام 2020، يسلط الضوء على جميع الذين لا يتلقون تعليما بسبب انتمائهم أو خلفيتهم الاجتماعية أو قدراتهم، وإن الدافع من وراء التقرير الإشارة الصريحة إلى التعليم الشامل للجميع والذي ورد بإعلان إنشيون لعام 2015، والدعوة إلى ضمان التعليم الجيد والشامل والمنصف عند صياغة الهدف الرابع من أهداف التنمية المستدامة، وأهمية النظر فيما خلفته جائحة /كوفيد-19/ وأثرها على ما يزيد عن 1.5 مليار متعلم والتي لا تزال تحدث اضطرابا في أنظمة التعليم حول العالم.

وأضافت أن هذه الجائحة ستعمق من التوزيع غير المتكافئ للتعليم وفرص التعلم، بالإضافة إلى وضع عراقيل أكبر أمام معظم المتعلمين، وهو ما سيشكل بدوره خطرا سيضر بسنوات عديدة من الجهود العالمية المبذولة لتحقيق خطة التنمية المستدامة للعام 2030، ولا سيما الهدف الرابع من أهداف التنمية المستدامة على وجه الخصوص.

وفي ختام كلمتها، دعت السيدة بوليني إلى إعادة ترتيب أولويات مبادئ التعليم الجيد والشامل، والالتزام بتحقيق مبادرات قابلة للتنفيذ من قبل صانعي السياسات والشركاء بهدف الاستجابة للتحديات التي أحدثتها جائحة /كوفيد-19/، ومعالجة قضايا الجودة والشمولية على النحو المنصوص عليه في التقرير العالمي لرصد التعليم للعام 2020.

وقد تم خلال هذه المناسبة، عقد حلقة نقاشية حول التقرير لمناقشة كيفية ضمان حصول كل طفل يعيش ويتعلم في دول الخليج على التعليم الذي يستحقه خلال وبعد جائحة كورونا /كوفيد-19/، حيث أدار الحلقة النقاشية السيد دانيلوا باديلا أخصائي برامج التعليم في مكتب اليونسكو الإقليمي بالدوحة، وطرح بعض الأسئلة على المشاركين والتي تتعلق بمجال خبرتهم، وهم: السيد أنتوني ماكدونالز مدير مكتب ومدير برامج أول مكتب اليونيسيف في قطر، والدكتورة ماري بيغوزي المديرة التنفيذية لبرنامج /علم طفلا/ بمؤسسة التعليم فوق الجميع، والدكتورة هانا يوشيموتو رئيس قسم التعليم في مكتب اليونسكو الإقليمي، والدكتورة آمنة بنت سالم البلوشية مساعدة أمين عام اللجنة الوطنية العمانية للتربية والثقافة والعلوم، والدكتور أحمد العمادي عميد كلية التربية بجامعة قطر، والدكتور زياد نجم نائب الرئيس والمدير التنفيذي لأكاديمية التقدم العلمي في الكويت.

ويأتي التقرير العالمي لرصد التعليم لعام 2020 تحت شعار “التعليم الشامل للجميع” للبحث عن التحديات التي تعيق الطريق نحو تحقيق الدمج والشمولية في التعليم، وتشمل هذه التحديات: التباين والاختلاف في فهم كلمة “دمج/شامل”، ونقص الدعم للمعلمين، وغياب البيانات عن المستبعدين من التعليم، واستمرار الأنظمة الموازية والمدارس المتخصصة، والتمويل غير الموجه، والحوكمة غير المنسقة، وتعدد القوانين غير المنسقة، والسياسات غير المطبقة.
