Ministry of Labor Accuses Two Companies for Tampering with Nationalization Policies

Doha: The Ministry of Labor announced that it had seized two companies, one in the insurance sector and the other in the communications and information technology sector, for tampering with nationalization policies for jobs in the private sector.

The ministry explained in a statement that the two companies have manipulated and circumvented the policies of localizing jobs in the private sector, and employing some in jobs covered by the job localization program in the private sector without obtaining a work permit from the Ministry of Labor.

The ministry noted that it has taken appropriate legal measures against the two violating companies, in accordance with the provisions of Article 23 of the Labor Law that non-Qatari people may not be employed except after the approval of the administration and their obtaining a license to work in the country, as per the rules and procedures decided by the ministry. Granting a work permit to a non-Qatari, requires the absence of a Qatari registered in the administration records who is qualified to perform the work required to be done.

In this regard, the Ministry affirmed that it will firmly confront all those who neglect the implementation of their obligations stipulated in the law, regulations and instructions with regard to the program of nationalizing jobs in the private sector. It will also intensify its inspection campaigns on companies and will take legal measures against anyone who violates laws and decisions.

The control of violations comes as part of the efforts to monitor private sector companies, to ensure the implementation of policies and plans for nationalizing jobs and benefiting from the national workforce, in addition to following up obstacles that male and female citizens may face in their work with local private sector facilities and companies.

الدوحة: أعلنت وزارة العمل عن ضبطها شركتين إحداهما في قطاع التأمين والأخرى في قطاع الاتصالات وتكنولوجيا المعلومات، وذلك لقيامهما بالتلاعب في سياسات توطين للوظائف في القطاع الخاص.

وأوضحت الوزارة في بيان لها عن قيام الشركتين بالتلاعب والتحايل على سياسات توطين الوظائف في القطاع الخاص، وتشغيل البعض بوظائف مشمولة ضمن برنامج توطين الوظائف في القطاع الخاص ودون الحصول على تصريح عمل من قبل وزارة العمل.

ونوهت الوزارة بأنها اتخذت الإجراءات القانونية المناسبة ضد الشركتين المخالفتين، وفقا لنص المادة 23 من قانون العمل على (لا يجوز استخدام غير القطريين إلا بعد موافقة الإدارة وحصولهم على ترخيص بالعمل في الدولة، وفقًا للقواعد والإجراءات التي تقررها الوزارة، ويشترط لمنح ترخيص العمل لغير القطري عدم وجود قطري مقيد في سجلات الإدارة، مؤهل لأداء العمل المطلوب الترخيص للقيام به).

وفي هذا الصدد أكدت الوزارة، على أنها ستواجه بحزم كل من يتهاون في تنفيذ التزاماته المنصوص عليها في القانون والأنظمة والتعليمات بما يخص برنامج توطين الوظائف في القطاع الخاص، كما انها ستقوم بتكثيف حملاتها التفتيشية على الشركات وستتخذ الإجراءات القانونية في حق كل من يخالف القوانين والقرارات.

ويأتي ضبط المخالفات ضمن جهود الرقابة على شركات القطاع الخاص، بما يضمن تنفيذ سياسات وخطط توطين الوظائف والاستفادة من القوى العاملة الوطنية، بالإضافة إلى متابعة العوائق التي قد تواجه المواطنين والمواطنات في عملهم لدى منشآت وشركات القطاع الخاص المحلي.
