The SWIFT system was made public in 1973, when the Society for Worldwide Interbank Financial Telecommunication (SWIFT) was established, headquartered in Belgium.

This association is overseen by the National Bank of Belgium, in cooperation with the major central banks, including the US Federal Reserve Bank, the European Central Bank, and the Bank of England.

SWIFT ‘s work is not only focused on transferring money, but it acts as a secure messaging system that connects more than 11,000 financial institutions in 209 countries.

On the extent to which the Russian economy is affected by the possibility of its expulsion from the SWIFT system, Dr. Abdullah Al Khater, an economist, said in a statement to Qatar News Agency (QNA), that Russia will suffer greatly if it is excluded from the SWIFT system, given that complete paralysis awaits its various financial transactions, whether those related to foreign trade, banking transactions, remittances, and investments, at least in the short term, in the absence of a new global financial system that would be an alternative to the SWIFT system.

Al Khater referred to previous attempts to establish an alternative system for ” SWIFT “, which were behind both Russia and China, and it seems that the current crisis may precipitate the birth of a new system, adding that this matter needs some time, which means more losses, not only for Russia, but for the countries it deals with, especially some European countries, led by Germany, which imports about 55 percent of its natural gas needs from Russia and that explains the uncertainty in deciding whether Russia is expelled from the SWIFT system.

The latest statistics dating back to the year 2021 reveal that about 42 million messages are sent daily, while operations related to Russia represented 1.5% of the total financial movement in the year 2020.

In a 2014 statement, SWIFT emphasized the neutrality of its transactions, saying that it is “a neutral global cooperative, and that any decision to impose sanctions on countries and entities rests with the relevant government bodies and relevant legislators.”

In this context, Abdullah Al Khater told QNA that despite the negative effects of wars, both in terms of humanitarian and economic aspects, the Russian military operations in Ukraine highlighted the need for a new financial system parallel to the SWIFT system, integrating these systems in later stages to avoid weakening the global economy and neutralizing it from political action, especially in light of the unilateral decision within the corridors of its system.

On the other hand, Dr. Rajab Ismail said in a similar statement to QNA that the losses that the Russian economy will incur will be large and uncountable, and their results will appear successively in the coming months.

Ismail pointed out that the economic war will be very costly, and that exiting the transfer system (SWIFT) will burden the Russian economy with its repercussions on various economic activities.

On the possibility of establishing a new global financial system, Ismail explained that some attempts were made in this direction, but they were not embodied on the ground because of the complications that accompany the establishment of such systems, in addition to the absence of the will of some parties, especially the European ones, which appeared after the imposition of sanctions on Iran, as everyone remained in the orbit of the United States of America.

In turn, Ahmed Akl, a financial analyst, confirmed in a statement to Qatar News Agency (QNA) that the establishment of a new financial system to replace “SWIFT” remains far from reality in the current period due to its need for major international recognition and the signing of international agreements, adding it may take years to adapt national legislation with new international legislation, which means inflicting huge losses on the global economy.

Akl said that the expulsion of Russia from the SWIFT system will put more pressure on the Russian economy, as 550 billion of the value of Russian trade exchanges pass through SWIFT, as well as its oil exports, which represent 13% of total global exports, and that changing a new system needs secure and reliable technological systems.

The question which remains is that: Will the sanctions imposed on Russia push countries to take serious steps to find an alternative system to SWIFT in the context of a new international reality that some analysts see as inevitable in the shadow of the current global developments on the impact of the war in Ukraine?.

ظهر نظام /سويفت/ إلى العلن عام 1973، عند تأسيس جمعية الاتصالات المالية العالمية بين البنوك، ومقرها في بلجيكا، وهو اختصار للجملة الإنجليزية Society for Worldwide Interbank Financial Telecommunication (SWIFT).

ويشرف على هذه الجمعية البنك الوطني البلجيكي، بالتعاون مع البنوك المركزية الرئيسية، بما في ذلك الاحتياطي الفيدرالي الأميركي، والبنك المركزي الأوروبي، وبنك إنكلترا.

ولا يتركز عمل /سويفت/ على تحويل الأموال فقط، ولكنه يعمل كنظام تراسل آمن يربط أكثر من 11000 مؤسسة مالية في 209 دول.

وحول مدى تأثر الاقتصاد الروسي بإمكانية طرده من نظام /سويفت/، قال الدكتور عبد الله الخاطر الخبير الاقتصادي في تصريح لوكالة الأنباء القطرية /قنا/، إن روسيا ستعاني كثيرا في حال إقصائها من نظام /سويفت/ على اعتبار أن الشلل التام ينتظر مختلف معاملاتها المالية، سواء تلك التي تتعلق بالتجارة الخارجية، والمعاملات البنكية والتحويلات والاستثمارات على الأقل في المدى القصير، في ظل غياب نظام مالي عالمي جديد يكون بديلا لنظام سويفت.

وأشار الخاطر إلى محاولات سابقة لإرساء نظام بديل لـ /سويفت/ كانت وراءها كل من روسيا و الصين، وعلى ما يبدو فإن الأزمة الحالية قد تعجل بميلاد نظام جديد.. مضيفا أن هذا الأمر يحتاج إلى بعض الوقت وهو ما يعني المزيد من الخسائر، ليس لروسيا فقط، ولكن للدول التي تتعامل معها خاصة بعض الدول الأوروبية وفي مقدمتها ألمانيا التي تستورد من روسيا نحو 55 % من حاجياتها من الغاز الطبيعي وهو ما يفسر الضبابية في اتخاذ قرار طرد روسيا من عدمه من منظومة /سويفت/.

وتكشف أحدث الإحصائيات التي تعود للعام 2021 إلى إجراء نحو 42 مليون رسالة يوميا، في حين مثلت العمليات التي تعلقت بروسيا 1.5 % من إجمالي الحركة المالية في العام 2020 .

وكانت منظمة /سويفت/ أكدت في بيان لها في عام 2014 على حيادية معاملاتها، قائلة إنها “جمعية تعاونية عالمية محايدة، وإن أي قرار بفرض عقوبات على الدول والكيانات يقع على عاتق الهيئات الحكومية المختصة والمشرعين المعنيين”.

وفي هذا السياق بين عبد الله الخاطر لـ/قنا/ أنه بالرغم من الآثار السلبية للحروب سواء من الناحية الإنسانية أو الاقتصادية، فالعمليات العسكرية الروسية في أوكرانيا أبرزت الحاجة لوجود نظام مالي جديد مواز لنظام /سويفت/، ودمج هذه النظم في مراحل لاحقة لتجنب إضعاف الاقتصاد العالمي وتحييده عن الفعل السياسي خاصة في ظل أحادية القرار داخل أروقة منظومته.

على صعيد آخر، قال الدكتور رجب إسماعيل في تصريح مماثل لـ/قنا/ إن حجم الخسائر التي سيتكبدها الاقتصاد الروسي ستكون كبيرة ولا يمكن حصرها ونتائجها ستظهر تباعا في الأشهر القادمة.

ولفت إسماعيل إلى أن الحرب الاقتصادية ستكون مكلفة جدا، وأن الخروج من نظام التحويل /سويفت/ سيرهق الاقتصاد الروسي بتداعياته على مختلف الأنشطة الاقتصادية.

وحول إمكانية إرساء نظام مالي عالمي جديد، أوضح إسماعيل أن بعض المحاولات تمت في هذا الاتجاه ولكنها لم تتجسد على أرض الواقع نتيجة التعقيدات التي تصاحب إرساء مثل هذه الأنظمة بالإضافة إلى غياب إرادة بعض الأطراف وخاصة الأوروبية التي ظهرت عقب فرض عقوبات على ايران، حيث ظل الجميع يدور في فلك الولايات المتحدة الأمريكية.

بدوره، أكد السيد أحمد عقل المحلل المالي في تصريح لوكالة الأنباء القطرية /قنا/ أن إرساء نظام مالي جديد يحل محل /سويفت/ يظل بعيدا عن الواقع في الفترة الحالية لحاجته لاعتراف دولي كبير وتوقيع اتفاقيات دولية قد تستغرق سنوات لضرورة أقلمة التشريعات الوطنية مع التشريعات الدولية الجديدة وهو ما يعني إلحاق خسائر كبيرة بالاقتصاد العالمي.

وقال عقل إن “طرد روسيا من منظومة /سويفت/ سيضع المزيد من الضغط على الاقتصاد الروسي، حيث تمر 550 مليار من قيمة المبادلات التجارية الروسية عبر /سويفت/، وكذلك صادراتها من النفط التي تمثل 13 % من إجمالي الصادرات العالمية وأن تغيير نظام جديد يحتاج لمنظومات تكنولوجية آمنة وموثوق بها”.

ويبقى السؤال مطروحا، هل ستدفع العقوبات المفروضة على روسيا، دولا إلى اتخاذ خطوات جادة لإيجاد نظام بديل عن /سويفت/ في إطار واقع دولي جديد يرى بعض المحللين، أنه حتمي في ضوء التطورات العالمية الراهنة على وقع الحرب في أوكرانيا ؟.
