Doha: The ICAO Board has in principle approved the establishment of the Doha Flight Information Region (FIR) and the Doha Search and Rescue Region (SRR) based on Qatar’s proposal, which includes Qatar’s sovereign airspace, to enhance safety and efficiency levels in regional airspace and other neighbouring airspace above the high seas. During the 223rd session of the Council meetings, which were held from June 18th.
Qatar’s proposal included its intention to withdraw from the current arrangement under which the Kingdom of Bahrain was assigned the task of providing air navigation services over its sovereign territory under paragraph (1.1.2) of annex (11) of the Chicago Convention, according to a statement posted on the official website of the Ministry of Transport and Communications.
** Highlights of this important step for Qatar:
* Support the development of safe and sustainable air transport operations in the region.
* Strengthen Qatar’s commitment to the global aviation sector.
* Provide seamless services while ensuring the highest level of safety and quality.
* Qatar has the capabilities and components to manage air traffic safely and effectively.
* Provide leading search and rescue services.
* The proposal is of great importance to the future of civil aviation not only in the Middle East but also around the world, and is fully consistent with the objectives of the Chicago Convention.
* The proposal reflects one of Qatar’s sovereign rights and reflects the huge investments the state has made to develop its air navigation system to the benefit of the entire region by providing safe, efficient and seamless navigation services.
* Based on the Council’s decision, it has already begun coordinating technical meetings with the Kingdom of Bahrain to complete the conclusions of the Organization’s Board and prepare the implementation plan for the resolutions it has issued.

الدوحة: وافق مجلس منظمة الطيران المدني الدولي (إيكاو) من حيث المبدأ على إنشاء إقليم الدوحة لمعلومات الطيران (FIR) وإقليم الدوحة للبحث والإنقاذ (SRR) بالاستناد على المقترح المقدم من دولة قطر والذي يشمل مجال قطر الجوي الخاضع لسيادتها وذلك لتعزيز مستويات السلامة والكفاءة في المجال الجوي الإقليمي، والمجالات الجوية الأخرى المجاورة الواقعة فوق أعالي البحار. وذلك خلال الدورة الـ223 من اجتماعات المجلس التي عقدت بداية من يوم 18 يونيو الماضي.
وتضمن مقترح قطر عزمها على الانسحاب من الترتيب الحالي الذي أسندت بموجبه إلى مملكة البحرين مهمة تقديم خدمات الملاحة الجوية فوق أراضيها الخاضعة لسيادتها بموجب الفقرة (1.1.2) بالملحق (11) من اتفاقية شيكاغو، وفقاً لبيان نُشر على الموقع الإلكتروني الرسمي لوزارة المواصلات والاتصالات.
** وفيما يلي أبرز فوائد هذه الخطوة الهامة لدولة قطر:
* دعم تطوير عمليات نقل جوي آمنة ومستدامة في المنطقة.
* تعزيز التزام دولة قطر نحو قطاع الطيران العالمي.
* توفير خدمات سلسة مع ضمان أعلى مستوى من السلامة والجودة.
* قطر تمتلك القدرات والمقومات اللازمة لإدارة الحركة الجوية بصورة آمنة وفعّالة.
* تقديم خدمات رائدة في مجال البحث والإنقاذ.
* المقترح يشكّل أهمية كبيرة لمستقبل الطيران المدني ليس في منطقة الشرق الأوسط وحسب بل وفي العالم بأسره، ويتسق تماماً مع أهداف اتفاقية شيكاغو.
* المقترح يعبر عن حق من حقوق دولة قطر السيادية ويعكس الاستثمارات الضخمة التي ضختها الدولة لتطوير منظومة الملاحة الجوية لديها بما يعود بالنفع على المنطقة بأسرها بتوفير خدمات ملاحية آمنه، وفعالة، وسلسة.
* بناءً على قرار المجلس قد بدأ بالفعل التنسيق للاجتماعات الفنية مع مملكة البحرين لاستكمال ما انتهى إليه مجلس المنظمة وإعداد خطة التنفيذ للقرارات التي أصدرها.
