232 Work Sites for Violating Working Hours Decision in Exposed Workplaces

Doha: The Ministry of Administrative Development, Labor and Social Affairs, represented in Labor Inspection Department, has carried out intensive inspection campaigns during June, with the aim of ensuring that companies comply with Ministerial Resolution No. (17) for the year 2021, regarding the necessary precautions to protect workers from heat stress in open work sites during the summer period.

Under this rules, workers cannot work outside between 10:00 and 15:30 from 1 June to 15 September.

The Ministry said that the field visits carried out by its inspectors on the work sites during the period from June 1 to 30, resulted in the closure of 232 work sites for a period of three days, noting that the most of the violating companies work in the contracting sector in different sites.

The decision obliges companies and institutions that have workplaces under direct sunlight to set a schedule specifying the daily working hours in accordance with the provisions of the decision, a visible place that is easy for all workers to see and for the Ministry inspectors to observe during their inspection visits to the workplace, in addition to providing air-conditioned spaces for the workers’ comfort, providing chilled drinking water and light clothing, and giving them rest periods at different times in order to protect them from the risk of heat stress.

The Ministry of Administrative Development, Labor and Social Affairs called on all companies in different sectors to respect the Ministerial Decision in order to avoid the workplace’s partial or total closure.

الدوحة: قامت وزارة التنمية الإدارية والعمل والشؤون الاجتماعية ممثلة في إدارة تفتيش العمل بحملات تفتيشية مكثفة خلال شهر يونيو الماضي ، بغرض التأكد من التزام الشركات بالقرار الوزاري رقم (17) لسنة 2021 بشأن الاحتياطات اللازمة لحماية العمال من الإجهاد الحراري في مواقع العمل المكشوفة في فترة الصيف.

ويحدد هذا القرار ساعات العمل للأعمال التي تؤدى تحت الشمس أو أماكن العمل المكشوفة وفي غير أماكن العمل المظللة والمزودة بالتهوية ،خلال المدة من 1 يونيو إلى 15 سبتمبر من كل عام، بحيث لا يجوز مباشرة العمل في الفترة من الساعة 10:00 صباحاً وحتى الساعة 03:30 مساءً.

وأسفرت الزيارات الميدانية التي قام بها مفتشو الوزارة في مواقع العمل في الفترة 1 إلى 30 يونيو عن إغلاق (232) موقع عمل شركة لمدة ثلاثة أيام، يعمل أغلبها في قطاع المقاولات بمختلف مناطق الدولة.

ويُلزم القرار صاحب العمل بوضع جدول للعمال في مكان ظاهر يوضح ساعات العمل اليومية طبقاً لأحكامه ، وبشكل يمكن لمفتّشي العمل ملاحظته عند زياراتهم التفتيشية، كما يجب توفير مياه الشرب المجانية لجميع العاملين بدرجة برودة مناسبة طوال فترة العمل، وأماكن استراحة مظللة يسهل وصول العمال إليها، وتكون فعالة في توفير الحماية من أشعة الشمس والحرارة العالية عند الاستراحة، وتزويد العمال بمعدات حماية شخصية ملائمة للطقس الحار، بما فيها الملابس الخفيفة الفضفاضة الفاتحة، وذلك لوقايتهم من خطر التعرض للإجهاد الحراري.

وأهابت وزارة التنمية الإدارية والعمل والشؤون الاجتماعية بجميع الشركات في مختلف القطاعات الالتزام بالقرار الوزاري، حتى لا يتعرض مكان العمل للإغلاق الجزئي أو الكلي، وذلك بسبب عدم الالتزام بأحكام القرار المذكور .
