Minister of Commerce Confirms Qatar’s Keenness to Confront Corruption

Doha: HE Minister of Commerce and Industry and Acting Minister of Finance Ali bin Ahmed Al Kuwari affirmed the keenness of Qatar’s wise leadership, represented by HH the Amir Sheikh Tamim bin Hamad Al-Thani, to confront corruption in all its forms and types, and to ensure the highest level of transparency, governance and compliance.

During His Excellency’s participation at the Qatar Economic Forum, Powered by Bloomberg, he said that all the organizations are run to the best standards and that the State of Qatar runs in a very transparent legal system.

On the current economic and financial situation, HE Al Kuwari said that Qatar’s economic and financial situation is very good, adding that the budget was managed well. He noted that, despite expectations of a deficit, there was a surplus of QR 200 million recorded in the first quarter, thanks to the recovery of oil prices and the efficiency of spending.

His Excellency added that given these facts, the State of Qatar will be in a good position and with the expansion of oil and gas projects during the next few years, the Qatari economy will be in a better position.

With regard to the future prospects of the Qatari economy, His Excellency stressed that Qatar is moving forward in diversifying its economy according to a clear strategy emanating from the Qatar National Vision 2030. In this context, His Excellency said that Qatar adopts a policy of economic diversification by stimulating and empowering the private sector, attracting foreign direct investment, and developing and facilitating the business environment.

His Excellency stressed that the State of Qatar is moving forward with reforms to make the business environment highly attractive with the identification of economic diversification sectors in order to achieve the Qatar National Vision 2030.

Regarding reforms, His Excellency referred to Qatar’s efforts in regulating the labor market, as well as the law regulating the investment of non-Qatari capital in economic activity, which allows foreign ownership of up to 100 percent of the joint capital, pointing out that the State also issued a law allowing foreign investors to own real estate, and other reforms in this field.

On attracting talent within the context of economic diversification efforts, His Excellency explained that Qatar has focused in the past years on developing infrastructure and construction, which has attracted a lot of manpower, indicating that economic diversification is based on qualified and skilled labor in well-known sectors.

HE the Minister added that once the FIFA 2022 World Cup ends, there will be many projects that serve economic diversification in the field of manufacturing, technology, innovation, food and other sectors, and this is an attractive factor for skilled labor, where many reforms were undertaken to ensure that.

His Excellency affirmed that the Qatari environment is attractive to workers, as it has the best infrastructure and legislative systems, and enjoys a strong economy and excellent services.

HE the Minister noted that the State’s efforts to diversify the import markets and develop procurement systems and import procedures allowed the implementation of major infrastructure projects without interruption or delay, despite the challenges in the region, referring to the Doha Metro project which was completed ahead of schedule, in addition to the completion of many sports facilities that will be used during the FIFA World Cup 2022.

He explained that the State has realized the role that international trade plays in achieving its future development goals. Accordingly, it moved towards opening local markets to foreign investors, especially in sectors that rely heavily on knowledge and in the real estate field.

His Excellency added that the State of Qatar has taken many steps to achieve these goals, including establishing the Investment Promotion Agency of Qatar (IPA Qatar), reforming the public procurement framework, enacting a new law to stimulate foreign investment, and amending the system of free zones, noting that IPA Qatar aims to strengthen the government’s efforts in encouraging foreign investment in the State of Qatar.

He added that the agency seeks to focus on the tourism sector, advanced industries, infrastructure, and the development of agriculture and technology, noting that it has signed many memoranda of understanding with other investment promotion agencies.

HE the Minister underlined that efforts are continuing to further facilitate trade flows and enhance investment by adopting several procedures, including the import system with the intent of re-export; the adoption of electronic certificates of origin and the electronic certificate of invoices for imports; approving commercial invoices issued by a non-exporting country or a producer country; allowing the use of private customs warehouses; updating the customs compensation mechanism; enabling the use of ATA Cargo; implementing a new risk management system; approving several industrial exemptions; implementing pre-clearance for shipments; and the use of approved economic operators.

HE Minister Al Kuwari noted that these efforts contributed to reducing the high transaction costs in all economic sectors, which constitute one of the main objectives of economic development and is an important part of the initiatives aimed at facilitating trade and investment.

HE the Minister also touched on the long-term economic and commercial legacy of the FIFA World Cup, saying that this global event contributed to providing many opportunities to diversify the Qatari economy, stimulate its growth and competitiveness, and attract investments. He noted that State focuses on sectors that will enhance the success of this event and contribute to the sustainable economic development of the State of Qatar in the coming years.

In a related context, HE the Minister said that the country’s efforts to send commercial missions to countries that have extensive experience in hosting major sporting events, and welcoming commercial and governmental delegations in the State of Qatar, contributed to enhancing the role of foreign investment in the Qatari economy and established Qatar’s position as a stable investment destination on both the political and economic levels.

Speaking about climate change, HE the Minister underlined that the State of Qatar pays great attention to this phenomenon, and hosted many major events aimed at limiting climate change in the country, including the 18th UN Climate Change Conference which was held in Doha and other similar events.

He added that the State of Qatar is one of the most important signatories to the major international agreements and treaties related to climate change, such as the Paris Agreement and the Kyoto Protocol. Moreover, the State of Qatar made international pledges in this regard, noting Qatar’s contribution of $100 million to support the small island developing states and the least developed countries to deal with climate change.

HE the Minister noted that the agricultural production has been organized in the country in order to protect the water resources, as well as the adoption of environmentally friendly programs within the national strategy aimed at developing the tourism sector.

HE the Minister also touched on the strategy established by the State to preserve the health of community members, market stability and the balance of the national economy in a comprehensive and sustainable manner. He called for working hand in hand to build a more equitable and stable future in cooperation with relevant the international organizations in order to achieve recovery and allow fair and comprehensive access to vaccines.

He noted that this crisis provided the State with an important opportunity to accelerate the implementation of a set of measures to build a stronger and more sustainable economy, such as working to diversify sources of income and improve the efficiency of public expenditures. He added that the current situation also provides an opportunity for all countries to build a stronger and beneficial global economy to all peoples and future generations.

He pointed to Qatar’s response to the economic shocks in 2020 by implementing preventive measures that translate its continuous efforts and commitment to its long-term goals of achieving financial stability and economic growth, noting that the State succeeded in enhancing its resilience and overcoming the double economic shock the world witnessed following the drop in oil prices and the preventive measures adopted during the pandemic.

الدوحة: أكد سعادة السيد علي بن أحمد الكواري وزير التجارة والصناعة والقائم بأعمال وزير المالية، حرص القيادة الرشيدة للبلاد ممثلة بحضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى على مواجهة الفساد بكافة أشكاله وأنواعه، وضمان أعلى مستوى من الشفافية والحوكمة والالتزام.

وقال سعادته، خلال مشاركته يوم الأمس في أعمال /منتدى قطر الاقتصادي بالتعاون مع بلومبيرغ/ المنعقد حاليا، “يجب أن أؤكد أيضا على أن مؤسسات الدولة تتمتع بأعلى قدر من الشفافية والالتزام والحوكمة، فضلا عن أن دولة قطر تتمتع بنظام قضائي شفاف للغاية”.

وحول الوضع الاقتصادي والمالي الراهن، أكد سعادة السيد علي بن أحمد الكواري أن وضع قطر الاقتصادي والمالي جيد للغاية، مضيفا “ندير الميزانية بشكل جيد، وبالرغم من توقعات العجز، لكننا حققنا فائضا بلغ 200 مليون ريال في الربع الأول من العام الحالي بفضل الانتعاش في أسعار النفط وكفاءة الإنفاق”.

وأوضح سعادته في هذا السياق أن الموازنة العامة لدولة قطر لعام 2021 بُنيت على تقدير سعر نفط عند مستوى 40 دولارا للبرميل، حيث بلغت التقديرات الإجمالية للإيرادات نحو160.1 مليار ريال بما يترجم توجه الدولة نحو تبني سياسة متحفظة في تقدير الإيرادات لتعزيز التوازن المالي والحد من آثار تقلبات أسعار النفط على أداء الموازنة العامة للدولة.

وأضاف أنه تم تخصيص مبلغ 72.1 مليار ريال للمشاريع الرئيسية من إجمالي مصروفات الموازنة العامة لعام 2021، وتشمل هذه المخصصات إضافة مشاريع جديدة، مع استمرار العمل على إنجاز البرامج التنموية في مختلف القطاعات ولا سيما استضافة بطولة كأس العالم لكرة القدم 2022. بالإضافة إلى مخصصات تطوير أراضي المواطنين، وما يصاحب ذلك من مصروفات مرتبطة بتنفيذ مشروعات البنية التحتية.

وتابع سعادته أن الدولة تواصل التركيز على قطاعي التعليم والصحة، مشيرا إلى أن مخصصات قطاع التعليم تقدر بنحو 17.4 مليار ريال، وتم تخصيص جزء منها لتوسعة وتطوير المدارس والمؤسسات التعليمية. ولفت سعادته إلى تخصيص مبلغ 16.5 مليار ريال لقطاع الصحة ويغطي المزيد من المشاريع المهمة في مجال تطوير الرعاية الصحية وتوسعة المنشآت الطبية والصحية المعتمدة للعام 2021.

وأكد حرص الدولة على مواصلة مسيرتها نحو تنفيذ خطط وبرامج ومشاريع استراتيجية التنمية الوطنية والتي تستند إلى الركائز الأربع لرؤية قطر الوطنية 2030 والمتمثلة في التنمية البشرية، والتنمية الاجتماعية، والتنمية الاقتصادية، والتنمية البيئية.. مضيفا أن الدولة عملت على تشجيع الجهات الحكومية على مواصلة تنفيذ البرامج الهادفة إلى تعزيز كفاءة النفقات العامة وتحقيق الاستدامة المالية.

وتابع سعادته “بالنظر إلى هذه المعطيات ستكون دولة قطر في وضع جيد، ومع مشاريع التوسع في مشاريع النفط والغاز خلال السنوات القليلة المقبلة سيكون الاقتصاد القطري في وضع أفضل”.

وفيما يتعلق بالآفاق المستقبلية للاقتصاد القطري، أكد سعادته أن دولة قطر ماضية قدما في تنويع اقتصادها وفق استراتيجية واضحة منبثقة عن رؤية قطر الوطنية 2030، قائلا في هذا السياق “إن دولة قطر تتبنى سياسة التنويع الاقتصادي من خلال تحفيز وتمكين القطاع الخاص، واستقطاب الاستثمار الأجنبي المباشر، وتطوير وتسهيل بيئة الأعمال”، مؤكدا أن دولة قطر ماضية قدما في الإصلاحات لتكون بيئة الأعمال جاذبة بشكل كبير مع تحديد قطاعات التنويع الاقتصادي وصولا لتحقيق رؤية قطر الوطنية 2030.

وفي سياق الإصلاحات، أشار سعادته إلى جهود قطر في تنظيم سوق العمل، كما لفت إلى قانون تنظيم استثمار رأس المال غير القطري في النشاط الاقتصادي والذي يسمح بملكية أجنبية بنسبة تصل إلى 100 بالمئة من رأس المال المشترك، لافتا إلى أن الدولة أصدرت أيضا قانونا يتيح للمستثمرين الأجانب التملك في المجال العقاري وغيرها من الإصلاحات في هذا المجال.

وحول استقطاب الكفاءات في إطار جهود التنويع الاقتصادي، أوضح سعادة وزير التجارة والصناعة والقائم بأعمال وزير المالية أن دولة قطر ركزت في السنوات الماضية على تطوير البنى التحتية والإنشاءات التي استقطبت الكثير من الأيدي العاملة، مبينا أن التنويع الاقتصادي مبني على عمالة مؤهلة وماهرة وفي قطاعات معروفة.

وأضاف “عند انتهائنا من كأس العالم 2022، ستكون هناك الكثير من المشاريع التي تخدم التنويع الاقتصادي في مجال التصنيع والتكنولوجيا والابتكار وفي مجالات الغذاء وغيرها من القطاعات، وهذا عامل جذب للعمالة الماهرة، وقد قمنا بإصلاحات كثيرة لضمان ذلك”.

وأكد سعادة السيد علي بن أحمد الكواري أن البيئة القطرية جاذبة للعمالة، فلديها أفضل البنى التحتية والأنظمة التشريعية وتتمتع باقتصاد قوي وخدمات متميزة، مضيفا “نحن نسير بشكل جيد وقادرون على المنافسة، وحريصون في الوقت ذاته على التكامل والمشاركة في استقطاب الكفاءات في إطار دول مجلس التعاون لدول الخليج العربية”.

ولفت إلى أن جهود الدولة في سبيل تنويع أسواق الواردات وتطوير أنظمة الشراءات وإجراءات الاستيراد، أتاحت تنفيذ مشاريع البنية التحتية الكبرى دون انقطاع أو تأخير على الرغم من التحديات التي شهدتها المنطقة، مشيرا إلى مشروع مترو الدوحة الذي تم تسليمه قبل موعده المحدد، بالإضافة إلى استكمال العديد من المرافق الرياضية التي سيتم استخدامها خلال فعاليات كأس العالم لكرة القدم العام القادم.

وأوضح أن الدولة أدركت الدور الذي تؤديه التجارة الدولية في تحقيق أهدافها التنموية المستقبلية. وبناء على ذلك، تم التوجه نحو تحرير وفتح الأسواق المحلية للمستثمرين الأجانب لا سيما في القطاعات التي تعتمد بشكل مكثف على المعرفة وفي المجال العقاري.

وتابع سعادته أن الدولة اتخذت العديد من الخطوات لتحقيق هذه الأهداف، بما في ذلك إنشاء وكالة ترويج الاستثمار، وإصلاح إطار المشتريات العامة، وسن قانون جديد لتحفيز الاستثمار الأجنبي، وتعديل نظام المناطق الحرة.. مشيرا إلى أن وكالة ترويج الاستثمار تهدف إلى تعزيز جهود الحكومة في سبيل تشجيع الاستثمار الأجنبي في دولة قطر.

وأضاف أن الوكالة تسعى على المستوى القطاعي إلى التركيز على قطاع السياحة، والصناعات المتقدمة والبنية التحتية، وتطوير الزراعة والتكنولوجيا مشيرا إلى أنها وقعت العديد من مذكرات التفاهم مع وكالات ترويج الاستثمار أخرى.

وأكد سعادته على أن الجهود متواصلة لمزيد تيسير التدفقات التجارية وتعزيز الاستثمار عبر اعتماد العديد من الإجراءات ومن بينها نظام الاستيراد بقصد إعادة التصدير واعتماد شهادات المنشأ الإلكترونية والشهادة الإلكترونية للفواتير الخاصة بالواردات واعتماد الفواتير التجارية الصادرة من دولة غير مصدرة أو بلد منتج وإتاحة استخدام المستودعات الجمركية الخاصة وتحديث آلية التعويض الجمركي وإتاحة استخدام دفتر الإدخال المؤقت للبضائع وتنفيذ نظام جديد لإدارة المخاطر وإقرار العديد من الإعفاءات الصناعية، وتنفيذ التخليص المسبق للشحنات واستخدام المشغلين الاقتصاديين المعتمدين.

ولفت سعادة السيد الكواري إلى أن هذه الجهود ساهمت في الحد من ارتفاع تكاليف المعاملات في كافة القطاعات الاقتصادية والتي تشكل أحد الأهداف الأساسية للتنمية الاقتصادية وتعد جزءا هاما من المبادرات الهادفة لتيسير التجارة والاستثمار.

كما تطرق إلى الإرث الاقتصادي والتجاري لبطولة كأس العالم لكرة القدم على المدى الطويل.. وقال إن هذا الحدث العالمي أسهم في توفير العديد من الفرص لتنويع الاقتصاد القطري وتحفيز نموه وتنافسيته وجذب الاستثمارات، وإن الدولة تركز على القطاعات التي من شأنها أن تعزز نجاح هذه الفعالية وتسهم في التنمية الاقتصادية المستدامة لدولة قطر في السنوات القادمة.

ولفت في سياق متصل، إلى أن جهود الدولة في سبيل إرسال بعثات تجارية إلى الدول التي لديها خبرة واسعة في استضافة الفعاليات الرياضية الكبرى والترحيب بالوفود التجارية والحكومية في دولة قطر، أسهمت بتعزيز دور الاستثمار الأجنبي في الاقتصاد القطري ورسخت مكانة دولة قطر كوجهة استثمارية مستقرة على المستويين السياسي والاقتصادي.

وفي سياق حديثه عن التغيرات المناخية، أكد سعادته أن دولة قطر تولي اهتماما كبيرا لهذه الظاهرة، حيث تم استضافة العديد من الفعاليات الكبرى الهادفة للحد من تغير المناخ في الدولة ومن بينها مؤتمر الأمم المتحدة الثامن عشر الخاص بالتغير المناخي والذي أقيم بالدوحة وغيرها من الفعاليات المماثلة الأخرى.

كما لفت إلى أن دولة قطر تعد من أهم الدول الموقعة على الاتفاقيات والمعاهدات الدولية الرئيسية المتعلقة بتغير المناخ مثل اتفاقية باريس وبروتوكول كيوتو. علاوة على ذلك، قدمت دولة قطر تعهدات دولية في هذا الصدد.. مشيرا إلى مساهمة دولة قطر بمبلغ 100 مليون دولار لدعم الدول الجزرية الصغيرة النامية والدول الأقل نموا للتعامل مع تغير المناخ.

وأضاف سعادته في السياق البيئي، إلى أنه تم تنظيم الإنتاج الزراعي في الدولة لحماية مواردها المائية فضلا عن اعتماد برامج صديقة للبيئة ضمن الاستراتيجية الوطنية الهادفة لتطوير قطاع السياحة.

وتطرق سعادته إلى الاستراتيجية التي أرستها الدولة للحفاظ على صحة أفراد المجتمع واستقرار الأسواق وتوازن الاقتصاد الوطني بشكل شامل ومستدام..داعيا إلى العمل جنبا إلى جنب من أجل بناء مستقبل أكثر إنصافا واستقرارا بالتعاون مع المنظمات الدولية المعنية لتحقيق التعافي وبما يتيح الوصول بشكل عادل وشامل إلى اللقاحات.

ولفت إلى أن هذه الأزمة أتاحت للدولة فرصة مهمة لتسريع تنفيذ مجموعة من التدابير والإجراءات لبناء اقتصاد أقوى وأكثر استدامة، بما في ذلك العمل على تنويع مصادر الدخل وتحسين كفاءة النفقات العامة.. مضيفا أن الوضع الراهن يتيح الفرصة كذلك لكافة الدول لبناء اقتصاد عالمي أقوى يعود بالنفع على كافة الشعوب والأجيال القادمة.

وأشار إلى استجابة دولة قطر للصدمات الاقتصادية لعام 2020 من خلال تنفيذ الإجراءات الوقائية التي تترجم جهودها المستمرة والتزامها بأهدافها طويلة المدى والمتمثلة في تحقيق الاستقرار المالي والنمو الاقتصادي.. مشيرا الى أن الدولة نجحت في تعزيز مرونتها وتجاوز الصدمة الاقتصادية المزدوجة التي شهدها العالم إثر انخفاض أسعار النفط والإجراءات الوقائية التي تم اعتمادها للحد من الوباء.

ودعا سعادته إلى ضرورة العمل مع الشركاء الإقليميين والدوليين لتحقيق التعافي الاقتصادي في المنطقة والعالم .. لافتا إلى عزم دولة قطر على مواصلة تنفيذ خطط التنمية الاقتصادية والمالية لتحقيق أهداف رؤية قطر الوطنية 2030.
