Shura Council Calls for Strengthening Efforts to Achieve Qatar National Vision 2030

Doha: The Shura Council held its regular weekly meeting on Monday, under the chairmanship of HE the Speaker Ahmed bin Abdullah bin Zaid Al Mahmoud, via videoconferencing at the Council’s headquarters.

During the session, the Council reviewed the report of the Services and Public Utilities Committee on the briefing presented to the Council by HE the President of Planning and Statistics Authority Dr. Saleh bin Mohammed Al Nabit, on the State’s efforts regarding the Qatar National Vision 2030 and the challenges it faces.

At the beginning of the report discussion, the council praised the tireless efforts of HH the Amir Sheikh Tamim bin Hamad Al-Thani, in everything that would elevate the nation and its pride, in a way that guarantees the continuation of the welfare of citizens for generations to come, on top of these efforts is the development and implementation of the Qatar National Vision 2030.

From the standpoint of compatibility and complementarity between the role of the Council and the esteemed government in exerting various efforts that would advance and elevate the nation, and in light of the information provided by HE the President of Planning and Statistics Authority, the Council approved a number of recommendations and decided to refer them to the esteemed government with the aim of contributing and cooperating in the efforts made to achieve the national vision and to overcome any obstacles it may face.

In its recommendations, the Council called for more coordination between the Planning and Statistics Authority and the relevant ministries and government agencies to reach the full and desired goals of the Qatar National Vision 2030, so that this coordination leads to overcoming obstacles that hinder the achievement of some of the goals of this vision.

It also called for the continuous follow-up and evaluation of the programs included in the Qatar National Vision 2030 that are implemented by the relevant ministries and government agencies, to ensure the achievement of the desired results of those executive programs and to provide more necessary and needed data and statistics by the Planning and Statistics Authority for the entities that request it, through which these entities seek to achieve Qatar National Vision 2030 goals and provide awareness and education about them.

The Council affirmed on the achievement of the goals of the four pillars of the vision: human, social, economic and environmental development on time, with a focus on the human development pillar of developing national human competencies in terms of scientific disciplines with high competence, so as to fill the shortage of such specializations to work in the government sector and others. These goals are also achieved by paying attention to the protection of the Qatari family, by addressing the causes leading to the high rate of divorce and finding solutions to overcome material obstacles to those who are about to marry.

The Council also stressed on the need to address the imbalance in the demographic composition between citizens and expatriates by rationalizing the recruitment of workers whose increase has negatively affected society economically and socially, so that a greater rate of high-specialized technical labor is used.

HE the Speaker of the Shura Council briefed the Council on his participation and the accompanying delegation in the work of the 142nd General Assembly of the Inter-Parliamentary Union (IPU), which was held on Monday via video conference, and his speech to the Assembly on the most important current issues at the regional and international levels, foremost of which are the Palestinian issue and the Coronavirus pandemic.

HE also briefed the Council on the content of the written message he had received from HE Speaker of the Turkish Grand National Assembly of the Republic of Turkey Mustafa Sentop, during his meeting on Sunday with HE Head of Turkish Grand National Assembly’s Foreign Affairs Committee Akif Cagatay and the accompanying delegation, where they reviewed the bilateral relations between the two countries and means of supporting and developing them, specially in the parliamentary field.

الدوحة: عقد مجلس الشورى جلسته الأسبوعية العادية، يوم الأمس، برئاسة سعادة السيد أحمد بن عبدالله بن زيد آل محمود، رئيس المجلس، وذلك عبر تقنية الاتصال المرئي بمقر المجلس.

واطلع المجلس في بداية جلسته، على تقرير لجنة الخدمات والمرافق العامة حول الإحاطة المقدمة للمجلس من سعادة الدكتور صالح بن محمد النابت رئيس جهاز التخطيط والإحصاء، حول جهود الدولة لتحقيق رؤية قطر الوطنية 2030 والتحديات التي تواجهها.

وفي بداية مناقشة التقرير، أشاد المجلس بجهود حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، الدؤوبة في كل ما من شأنه رفعة الوطن وعزته وبما يضمن استمرار رفاهية المواطنين لأجيال قادمة وعلى رأس هذه الجهود وضع وتنفيذ رؤية قطر 2030.

ومن منطلق التوافق والتكامل بين دور المجلس والحكومة الموقرة في بذل مختلف الجهود التي من شأنها تقدم ورفعة الوطن، وفي ضوء ما ورد إليه من معلومات من سعادة رئيس جهاز التخطيط والإحصاء، أقر المجلس عددا من التوصيات وقرر إحالتها إلى الحكومة الموقرة بهدف المساهمة والتعاون في الجهود المبذولة لتحقيق الرؤية الوطنية وتذليل ما يمكن أن تواجهه من عقبات.

ودعا المجلس في توصياته، إلى المزيد من التنسيق بين جهاز التخطيط والإحصاء والوزارات والأجهزة الحكومية المعنية للوصول إلى تحقيق الأهداف الكاملة والمرجوة من استراتيجية دولة قطر الوطنية 2030، بحيث يؤدي هذا التنسيق إلى تذليل العقبات التي من شأنها عرقلة تحقيق بعض أهداف هذه الرؤية.

كما دعا إلى المتابعة والتقييم المستمر للبرامج المتضمنة رؤية قطر 2030 والتي تقوم بتنفيذها الوزارات والأجهزة الحكومية المعنية، لضمان تحقيق النتائج المرجوة لتلك البرامج التنفيذية وتوفير المزيد من البيانات والإحصائيات الضرورية واللازمة من قبل جهاز التخطيط والإحصاء للجهات التي تطلبها، والتي تسعى من خلالها تلك الجهات إلى تحقيق أهداف رؤية قطر 2030 والتوعية والتثقيف بشأنها.

وأكد المجلس على تحقيق أهداف ركائز الرؤية الأربع: التنمية البشرية، والاجتماعية، والاقتصادية، والبيئية، في موعدها المحدد مع التركيز على ركيزة التنمية البشرية بتطوير الكفاءات البشرية الوطنية من حيث التخصصات العلمية ذات الكفاءة العالية، بحيث تتولى سد النقص لمثل هذه التخصصات للعمل في القطاع الحكومي وغيره من القطاعات، كما تتحقق هذه الأهداف من خلال الاهتمام بحماية الأسرة القطرية، وذلك بمعالجة الأسباب المؤدية إلى ارتفاع معدل الطلاق وإيجاد الحلول لتذليل العقبات المادية للمقبلين على الزواج.

كما أكد المجلس على ضرورة معالجة اختلال التركيبة السكانية بين المواطنين والوافدين عن طريق ترشيد الاستقدام للعمالة التي أثرت زيادتها سلبا على المجتمع من الناحية الاقتصادية والاجتماعية، بحيث تتم الاستعانة بمعدل أكبر على العمالة الفنية النوعية عالية التخصص.

وأطلع سعادة رئيس مجلس الشورى المجلس على مشاركته والوفد المرافق في أعمال الجمعية العامة الـ 142 للاتحاد البرلماني الدولي التي انعقدت يوم /الاثنين/ الماضي عبر تقنية الاتصال المرئي، وما تضمنته كلمته للجمعية حول أهم القضايا الراهنة على الصعيدين الإقليمي والدولي وفي مقدمتها القضية الفلسطينية وجائحة كورونا /كوفيد ـ 19/.

كما أطلع سعادته المجلس على مضمون الرسالة الخطية التي تسلمها من سعادة السيد مصطفى شنطوب رئيس مجلس الأمة التركي الكبير بالجمهورية التركية الشقيقة، وذلك خلال اجتماعه أمس مع سعادة السيد عاكف تشاغتاي رئيس لجنة الشؤون الخارجية بمجلس الأمة التركي والوفد المرافق، حيث جرى استعراض العلاقات الثنائية بين البلدين الشقيقين، وسبل دعمها وتطويرها، خاصة في المجال البرلماني.
