Doha: Mr. Fahad Zafer al-Dosari, Director of the Labor Inspection Department at the Ministry of Administrative Development, Labor and Social Affairs, said that there are strict penalties that will be applied against companies that violate the decision to set working hours in the sun from 10:00 a.m. to 3:30 p.m. He added in a special interview for Al-Sharq that intensive inspection campaigns and visits are being carried out on the work sites to ensure that companies comply with occupational safety and health requirements to be observed to avoid the risk of heat stress and take legal action against offending companies.
In the event of a risk to the health and safety of workers, the workplace is partially or completely closed until the risk is removed and the level of protection provided by companies to workers is assessed, through visits and inspection campaigns, and monitoring the extent to which companies comply with the safety and occupational health requirements of the 2004 Labour Code No. 14 and the decisions implemented, in the workplace and workers’ homes, with a focus on labour-intensive companies with frequent accidents and injuries.
Al-Dosari stressed the worker’s right to stop working and file a complaint if he considered that there was reason to believe that heat stress threatened his or her safety, and said: In this case, the employer has no right to dismiss, deprive the worker of his rights, or subject him to discrimination. Pointing out that a thermal device dedicated to monitoring the indicator of exposure to the risk of heat stress will be put forward, pointing out in the same context that the majority of companies comply with the requirements of occupational safety and health, and this is confirmed through continuous inspections, and in the event of irregularities the company is alerted and given a time to remove them, and in case of non-compliance, a violation report is issued, and referred to the competent judicial authorities.

الدوحة: قال السيد فهد ظافر الدوسري مدير إدارة تفتيش العمل بوزارة التنمية الإدارية والعمل والشؤون الاجتماعية إن هناك عقوبات صارمة سيتم تطبيقها بحق الشركات المخالفة لقرار تحديد ساعات العمل تحت أشعة الشمس من الساعة العاشرة صباحاً وحتى الساعة الثالثة والنصف مساءً. وأضاف في حوار خاص لـ الشرق انه يتم القيام بحملات وزيارات تفتيشية مكثفة على مواقع العمل للتأكد من التزام الشركات باشتراطات السلامة والصحة المهنية الواجب مراعاتها لتجنب مخاطر التعرض للإجهاد الحراري واتخاذ الإجراءات القانونية ضد الشركات المخالفة.
وقال في حال وجود خطر على صحة وسلامة العمال، يتم إغلاق مكان العمل جزئياً أو كلياً لحين إزالة هذا الخطر ويتم تقييم مستوى الحماية التي توفرها الشركات للعمال، عن طريق القيام بالزيارات والحملات التفتيشية، ومراقبة مدى التزام الشركات باشتراطات السلامة والصحة المهنية الواردة بقانون العمل رقم 14 لسنة 2004 والقرارات المنفذة له، وذلك في أماكن العمل وسكن العمال، مع التركيز على الشركات كثيفة العمالة والتي يكثر بها حوادث وإصابات العمل.
وأكد الدوسري على أحقية العامل في التوقف عن العمل والتقدم بشكوى إذا رأى أن هناك سببا يدفعه إلى الاعتقاد بأن الإجهاد الحراري يهدد سلامته أو صحته، وقال: لا يحق لصاحب العمل في هذه الحالة فصل العامل أو حرمانه من حقوقه، أو تعريضه للتمييز. لافتا إلى أنه سيتم طرح جهاز حراري مخصص لمراقبة مؤشر التعرض لخطر الإجهاد الحراري، مشيرا في السياق ذاته إلى أن غالبية الشركات تلتزم باشتراطات السلامة والصحة المهنية، ويتم التأكد من ذلك من خلال عمليات التفتيش المستمرة، وفي حال وجود مخالفات يتم التنبيه على الشركة ومنحها مهلة لإزالتها، وفي حال عدم الامتثال، يتم تحرير محضر ضبط مخالفة، وإحالته للجهات القضائية المختصة.
