MoTC Rolls Out EURO 5 Diesel

Doha: The Ministry of Transport and Communications has adopted the EURO 5 regulation and will apply it to all buses and trucks that Qatar imports starting from the models manufactured for 2022, in coordination with the bodies concerned, particularly Qatar Petroleum, the Qatar General Organization for Standards and Metrology (QS) and the General Directorate of Traffic.

This comes in the context of an ongoing strategy to switch to ecofriendly electric vehicles in Qatar. The move also aims to upgrade the specifications of buses and trucks to conform to the clean EURO 5 diesel, thus achieving environmental sustainability by rolling out more of clean technologies, clean fuel and electrical energy to reduce vehicle exhausts and harmful carbon emissions. This sets the stage not only for a cleaner, healthier and safer environment for current and coming generations, but also for a 17% reduction in carbon emissions by 2022, something which helps reduce greenhouse gases, combat climate change and maintain an economic-environmental balance.

The EURO 5 regulation provides for best standards, specifications and modern technologies. The goal is to reduce carbon emissions significantly and protect the environment. EURO 5 standard for CO does not exceed 1.5%, maximum diesel sulfur content of 10 ppm and smoke opacity of 1.0-1.5 ppm compared to previous standards for buses and trucks compatible with EURO 2 diesel regulation, which causes more pollution because CO standard is up to 2.1%, smoke opacity is up to 0.46 ppm with a diesel sulfur content of as high as 500 ppm.

Supporting the strategy on shifting to ecofriendly vehicles and encouraging the public to use multimodal public transit system more frequently, MOTC is working on several strategic projects to develop the bus network and provide a fresh set of special routes and services, in addition to providing the necessary infrastructure and relevant logistic services: establishing 8 stations and 4 depots and various parking spaces for vehicles and buses; establishing 2700 bus stops, establishing stations and parking spaces for water taxis, in collaboration with Public Works Authority (Ashghal).

Noteworthy, the Qatar General Electricity and Water Corporation (KAHRAMAA), in coordination with MOTC, has developed a policy for electric and hybrid vehicles for the State of Qatar, aiming to secure the country’s needs of clean energy permanently and regularly, in addition to identifying the alternatives to secure it, thus contributing effectively to achieving Qatar’s 2nd National Development Strategy (2018- 2022) and Qatar National Vision 2030.

الدوحة: اعتمدت وزارة المواصلات والاتصالات سياسة استخدام وقود الديزل النقي المكافئ للتصنيف الأوروبي (EURO-5) لكافة الحافلات والشاحنات التي سيتم استيرادها لدولة قطر، ابتداء من الطرازات المصنعة للعام (2022)، وذلك بالتنسيق مع الجهات ذات الصلة وبالأخص مع /قطر للبترول/، والهيئة العامة القطرية للمواصفات والتقييس، والإدارة العامة للمرور بوزارة الداخلية.

ويأتي ذلك في إطار استراتيجية التحول للمركبات الصديقة للبيئة، والارتقاء بمواصفات الحافلات والشاحنات لاستخدام وقود الديزل النظيف المكافئ للتصنيف الأوروبي (EURO-5)، وذلك بهدف تحقيق الاستدامة البيئية المرجوة، من خلال استخدام التقنيات والوقود النظيف والطاقة الكهربائية، للحد من عوادم المركبات والانبعاثات الكربونية الضارة بالبيئة، مما يوفر بيئة نظيفة وصحية وآمنة للأجيال الحالية والقادمة، إلى جانب المساهمة في خفض حجم الانبعاثات الكربونية بنحو 17 % بحلول العام 2022، الأمر الذي يدعم الحد من الغازات الدفيئة والتغير المناخي والمحافظة على التوازن الاقتصادي والبيئي.

وستتيح سياسة استخدام وقود الديزل النقي المكافئ للتصنيف الأوروبي (EURO-5) اتباع أفضل المعايير والمواصفات، والتقنيات الحديثة، وذلك بهدف تقليل الانبعاثات الكربونية بشكل كبير، والمحافظة على البيئة، حيث أن معايير الانبعاثات الأوروبية (EURO- 5) لأكسيد الكربون لا تتجاوز (1.5%)، ولنسبة الكبريت في وقود الديزل 10 أجزاء في المليون، وكثافة الدخان (1.0 – 1.5) جزء في المليون، مقارنة بتلك المستخدمة سابقا في الحافلات والشاحنات بمتطلبات (EURO2) لوقود الديزل، والتي تتسب بتلوث أكبر للبيئة حيث أن نسبة أكسيد الكربون ترتفع إلى (2.1%)، وكثافة الدخان ترتفع إلى (0.46) جزء في المليون، ونسبة الكبريت بوقود الديزل مرتفعة بشكل كبير إلى (500) جزء في المليون.

ولدعم استراتيجية التحول للمركبات الصديقة للبيئة، وتحفيز وتشجيع الجمهور على استخدام النقل العام التعدد الوسائط، تعمل الوزارة حاليا على عدد من المشاريع الاستراتيجية بهدف تطوير شبكة الحافلات وتوفير عدد من المسارات والخدمات الجديدة الخاصة بها، بالإضافة إلى توفير البنية التحتية اللازمة، والخدمات اللوجستية المتضمنة: بناء 8 محطات و4 مستودعات ومواقف متعددة للسيارات والحافلات، وإنشاء 2700 موقف انتظار حافلات، وإنشاء محطات ومواقف التاكسي المائي، بالتعاون مع هيئة الأشغال العامة (أشغال)، كما تعمل الوزارة أيضا على تطوير موقع إلكتروني عبر الإنترنت بالإضافة إلى تطبيقات خاصة بالهاتف الجوال لخدمة استخدام الحافلات.

تجدر الإشارة إلى أن المؤسسة العامة القطرية للكهرباء والماء (كهرماء) قامت، بالتنسيق مع وزارة المواصلات والاتصالات، بوضع سياسة المركبات الكهربائية والهجينة بدولة قطر، بهدف دعم تأمين حاجة البلاد من الطاقة النظيفة على نحو دائم ومنتظم، ودراسة البدائل المتاحة لتأمينها من أجل المساهمة الفاعلة في تنفيذ استراتيجية التنمية الوطنية (2018-2022)، وتحقيق رؤية قطر 2030.
