Farmers demand solution to low prices of agricultural products

Doha: Farm owners, who appeared on Al Ghabqa Program, which aired on Qatar TV yesterday evening, raised a number of issues related to the development of the agricultural sector in the country and the challenges it is facing, calling on stakeholders to further support the sector at various levels, and to further organize through the enactment of legislation and its activation, especially those capable of pushing the agricultural sector to higher levels.

Farmers recalled the steps taken by the sector in the state over the past few years, which were translated by figures recorded in various areas of production under self-sufficiency plans, noting that some of the challenges experienced by farm owners should be given priority, such as marketing, low prices and the cost of production.

Production cost is high

Ahmed Salem Al Yafei, head of the Department of Agricultural Guidance and Services at the Ministry of Municipality and Environment, reviewed the ministry’s support for farmers, which is worth about 70 million riyals annually and includes seeds, fertilizers, pesticides, protected and refrigerated greenhouses, among others, which farms can have free of charge, as well as marketing-level support through programs that help Qatari farm products access commercial space as well as logistical support.

Al-Yafei pointed out that the support cannot in any way cover 100% of the cost of production for the 1,500 productive farms in the country, and revealed plans to support farms in the field of dates and beekeeping through the distribution of 100 cells in August.

Legislation is required to protect farmers

Nasser Ahmed al-Khalaf, executive director and owner of Agrico Farm, called for laws and legislation to support the agricultural system in general, and to deal with it with the same mechanism as other economic systems, which are experiencing greater facilities and response to demands, especially in terms of providing full farm infrastructure including ways, water, electricity and communications, calling for the consolidation of farmers’ efforts to raise the challenges they face, especially in terms of marketing support and the establishment of a farmers’ association.

We want cost-effective support.

Ali Nouh al-Mutawa, owner of Al-Rim Farm, stressed the need to find a solution to the decline in marketing prices compared to the cost, which threatens agricultural production, especially if the current situation does not change and the stakeholders study the situation and find solutions to it

Al Mutawa called on Crop Company to review its 10% purchase rate from farmers under a guarantee program. Support should be real rather than symbolic, as is the case at the moment, and the state should support the company so that it can play this role, saying, “We need to buy our products at good prices that cover production costs so that we don’t have to destroy them or make them food for animals”.

Al-Mutawa called on the Ministry of Municipality and Environment to support seeds and fertilizers in a timely manner.

Avoid flooding the market

Dr. Rashid al-Kuwari, owner of Al-Ayoun Farm, confirmed that the private agricultural sector has achieved remarkable growth during the past period, and major farms and agricultural companies have emerged introducing advanced agricultural techniques, and accordingly Qatar became a producer of vegetable throughout the year, in light of the support provided to farms by the state in order to turn to sustainability,

The agricultural sector needed a regulatory framework, activating the laws enacted and avoiding flooding the market with imported products, especially during the peak period of the local product, to maintain the volume of work done in the sector.

الدوحة: أثار أصحاب مزارع، حلوا ضيوفاً على برنامج الغبقة، الذي بث على تلفزيون قطر مساء أمس، عدداً من القضايا تتعلق بتطور القطاع الزراعي في الدولة والتحديات التي يواجهها، داعين الجهات المعنية لمزيد من دعم القطاع في مختلف مستوياته، وإلى مزيد من التنظيم من خلال سن التشريعات وتفعيلها خاصة تلك القادرة على دفع القطاع الزراعي إلى مستويات أعلى.

وذّكر أصحاب مزارع بالخطوات التي خطاها القطاع في الدولة خلال السنوات القليلة الماضية والتي ترجمتها الأرقام المسجلة في مجالات الإنتاج المختلفة في إطار خطط تحقيق الاكتفاء الذاتي، مشيرين إلى إلى ضرورة إيلاء بعض التحديات التي يعاني منها أصحاب المزارع الأولوية التي تستحقها على غرار التسويق وانخفاض الأسعار وتكلفة الإنتاج.

تكلفة الإنتاج عالية

واستعرض أحمد سالم اليافعي، رئيس قسم الإرشاد والخدمات الزراعية بوزارة البلدية والبيئة أشكال الدعم التي تقدمها الوزارة للمزارعين، الذي تبلغ قيمته سنويا نحو 70 مليون ريال ويشمل البذور والأسمدة والمبيدات الحشرية والبيوت المحمية والمبردة وغيرها، والتي يتمتع بها المزارع بشكل مجاني، بالإضافة إلى الدعم على المستوى التسويقي من خلال البرامج التي تساعد على ولوج منتجات المزارع القطرية للفضاءات التجارية بجانب الدعم اللوجستي.

وأشار اليافعي إلى أن الدعم لا يمكن أن يغطي بحال من الأحوال نسبة 100 % من تكلفة الإنتاج لـلـ 1500 مزرعة المنتجة في الدولة، كما كشف وجود خطط لدعم المزارع في مجال التمر وتربية النحل من خلال توزيع 100 خلية في شهر أغسطس القادم.

مطلوب تشريعات لحماية المزارعين

على صعيد آخر طالب ناصر أحمد الخلف المدير التنفيذي ومالك مزرعة «أجريكو» بسن قوانين وتشريعات لدعم المنظومة الزراعية بشكل عام، والتعامل معها بنفس الآلية التي يتم اتباعها مع باقي المنظومات الاقتصادية، التي تشهد تسهيلات واستجابة للمطالب بشكل أكبر، خاصةً على مستوى توفير بنية تحتية كاملة للمزارع تشمل الشوارع والمياه والكهرباء والاتصالات، داعيا إلى توحيد جهود المزارعين لرفع التحديات التي يواجهونها خاصةً على مستوى الدعم التسويقي وإنشاء جمعية للمزارعين.

نريد دعماً يغطي التكاليف

بدوره أكد علي نوح المطوع، صاحب مزرعة الريم ضرورة إيجاد حل لانخفاض أسعار التسويق مقارنة بالكلفة، الذي يهدد الإنتاج الزراعي خاصة إذا لم تتغير الأوضاع الحالية وتقوم الجهات المعنية بدراسة الأوضاع وإيجاد حلول لها.

ودعا المطوع شركة محاصيل إلى مراجعة نسبة شرائها من المزارعين والمقدرة بـ10 % ضمن برنامج ضمان.. وأن يكون الدعم دعما حقيقيا وليس رمزيا مثلما هو الحال في الوقت الحالي وأن تقوم الدولة بتقديم الدعم للشركة حتى تستطيع القيام بهذا الدور، قائلا: “نحن في حاجة لشراء منتجاتنا بأسعار جيّدة تغطي تكاليف الإنتاج حتى لا نضطر لإتلافها أو تقديمها غذاء للحيوانات”.

ودعا المطوع وزارة البلدية والبيئة إلى دعم البذور والأسمدة وفي التوقيت المناسب.

تجنب إغراق السوق

بدوره أكد الدكتور راشد الكواري صاحب مزرعة العيون أن القطاع الخاص الزراعي حقق خلال الفترة الماضية نموا لافتا للانتباه، وظهرت مزارع كبرى وشركات زراعية أدخلت تقنيات زراعية متطورة، وبناء عليها باتت قطر منتجة للخضار على مدار فصول العام، في ظل الدعم المقدم للمزارع من قبل الدولة لكي تتحول إلى الاستدامة، وقال إن القطاع الزراعي في حاجة إلى إطار تنظيمي وتفعيل القوانين التي تم سنها وتجنب إغراق السوق بالمنتجات المستوردة خاصة خلال فترة الذروة للمنتج المحلي للمحافظة على حجم المنجز في القطاع.
