Qatar Financial Centre and Labuan IBFC Inc. Sign MoU

Doha: Qatar Financial Centre Authority (QFC Authority) has signed a Memorandum of Understanding (MoU) with Labuan IBFC Inc, to develop long term cooperation and boost economic and financial sector ties between the two financial centers.

The MoU, which Chief Executive Officer of QFC Yousuf Mohamed Al-Jaida and Chief Executive Officer of Labuan IBFC Inc Farah Jaafar-Crossby signed on April 15 of 2021, entails a commitment to collaborate on certain objectives including, but not limited to, marketing, awareness activities and identification of mutually beneficial initiatives. Under the structure of the agreement, QFC and Labuan IBFC commit to exploring a mutually beneficial framework to allow relevant financial institutions in the State of Qatar to operate in Labuan IBFC and allow relevant financial institutions in Labuan IBFC to operate in the QFC, subject to the approval of all competent authorities. Both financial centres also agree to collaborate on financial sector domains, such as setting up business operations with respect to Islamic finance, digital finance, capital markets, asset and investment management, and other relevant financial institutions and financial service providers within their ecosystems.

The agreement further stipulates facilitating the recognition of banks, insurers, and other financial sector entities in their respective markets, subject to meeting the other jurisdiction’s regulatory requirements, and collaborating to explore mutual recognition of regulations for relevant financial institutions via the competent authorities of each jurisdiction.

Yousuf Mohamed Al-Jaida said that: “We are delighted to partner with Labuan IBFC and embark on collaborations that will allow both financial centres to expand into strategic and lucrative markets.”

Strategically located in Asia and the Middle East, Labuan IBFC and QFC respectively play a key role in facilitating regional economic growth. By working together, the two financial centres can boost economic and financial sector ties, unlock access to new markets and expand and elevate the regulatory recognition of the market players in each others jurisdiction.

Jaafar-Crossby said that “this MOU heralds an exciting phase of Labuan IBFCs growth in the MENA region, and we could not ask for a better partner than the Qatar Financial Centre. QFCs legal and operational framework, as well as their adherence to international standards of transparency and regulatory robustness, provides an ideal platform from which our intermediaries may leverage towards making inroads into the MENA region. I look forward to the partnership with Yousuf and his team in creating a meaningful collaboration.”

As Asias leading wholesale midshore financial centre, Labuan IBFC has welcomed more than 900 licensed intermediaries since its inception in 1990. It has grown beyond serving Malaysia-based entities to include international organisations in banking, leasing, capital markets, insurance, reinsurance, risk management and wealth management. It is also home to the worlds first sukuk and is acknowledged as an Islamic financial hub.

The QFC is an onshore jurisdiction that allows registered companies to enjoy competitive benefits, such as up to 100 percent foreign ownership, 100 percent repatriation of profits, 10 percent corporate tax on locally sourced profits, and an extensive double taxation treaty network with over 85 countries, a legal environment based on English common law and the right to trade in any currency.

الدوحة: وقعت هيئة مركز قطر للمال مذكرة تفاهم مع مركز لابوان العالمي للمال والأعمال، تهدف إلى إقامة علاقات تعاون طويلة الأمد وبناء شراكات مثمرة في القطاع الاقتصادي والمالي بين الجانبين.

وقع المذكرة عن مركز قطر للمال السيد يوسف محمد الجيدة الرئيس التنفيذي للمركز، وعن مركز لابوان العالمي للمال والأعمال السيدة فرح جعفر كروسبي، المدير التنفيذي للمركز.

وشملت مذكرة التفاهم التزام المركزين الماليين بالتعاون في مجالات محددة من بينها على سبيل المثال لا الحصر التسويق، والأنشطة التوعوية وتطوير مبادرات نوعية تخدم المصالح والتطلعات المشتركة لكلا الجانبين.

وسيقوم الجانبان بموجب هذه المذكرة ببحث إمكانية وضع إطار عمل مشترك يتيح للمؤسسات المالية العاملة بدولة قطر ممارسة أنشطتها في مركز لابوان العالمي للمال والأعمال، وللمؤسسات المالية العاملة بمركز لابوان العالمي للمال والأعمال بممارسة أنشطتها في مركز قطر للمال وذلك بعد الحصول على جميع الموافقات التنظيمية اللازمة من كلا المركزين.

كما سيعمل الجانبين على تعزيز التعاون في مختلف مجالات القطاع المالي بما في ذلك تأسيس الأعمال التجارية في مجال التمويل الإسلامي، والتمويل الرقمي، والأسواق الرأسمالية، وإدارة الأصول والاستثمار، والمؤسسات المالية الأخرى ذات الصلة ومزودي الخدمات المالية وفقا لمنظومة العمل في كلا المركزين.

كما تنص المذكرة أيضا على التعاون بين الجانبين فيما يتعلق بتيسير إجراءات الاعتماد للبنوك، وشركات التأمين وغيرها من المؤسسات المالية العاملة بالقطاع المالي في كلا السوقين، ووضع آلية للاعتراف المتبادل باللوائح التنظيمية والرقابية المطبقة على المؤسسات المالية بالتنسيق مع الجهات المختصة المسؤولة عن كلا المركزين.

وتعليقا على هذه الشراكة، قال السيد يوسف محمد الجيدة، الرئيس التنفيذي لمركز قطر للمال “نحن سعداء بهذه الشراكة مع مركز لابوان العالمي للمال والأعمال، ونتطلع إلى المزيد من المبادرات المشتركة التي تتيح لكلا المركزين فرصا كبيرة للتوسع إلى الأسواق الاستراتيجية والجاذبة”.

وأضاف السيد الجيدة “يوفر مركز لابوان العالمي للمال والأعمال منصة استراتيجية تتيح للشركات التوسع إلى الأسواق الآسيوية المزدهرة. ولا شك أن توقيع هذه المذكرة سيسهم في تركيز جهود التنمية في قطاع الخدمات المالية في قطر، ما يتماشى مع استراتيجيتنا للعام 2022، من خلال جذب الشركات العالمية لتأسيس ومزاولة أعمالها في قطر وفتح آفاق جديدة أمام شركات مركز قطر للمال الراغبة في توسيع عملياتها عالميا”.

وأشار الجيدة إلى أنه وبفضل المزايا التي يتيحها الموقع الاستراتيجي لكلا المركزين في آسيا والشرق الأوسط، فإن مركز لابوان العالمي للمال والأعمال ومركز قطر للمال يؤديان دورا جوهريا في دفع عجلة النمو الاقتصادي إقليميا. وأنه من خلال التنسيق والعمل المشترك، سيساهم كلا المركزين بشكل كبير في تطوير وتعزيز سبل التعاون في القطاع الاقتصادي والمالي، وتسهيل إمكانية الوصول إلى أسواق جديدة ورفع مستوى الاعتراف التنظيمي بالجهات الفاعلة لدى كلا الجانبين.

من جانبها، أكدت السيدة فرح جعفر كروسبي، المدير التنفيذي لمركز لابوان العالمي للمال والأعمال، أن مذكرة التفاهم هذه تبشر بحقبة جديدة من النمو لمركز لابوان العالمي للمال والأعمال في منطقة الشرق الأوسط.

وأضافت “لن نجد شريكا أفضل في ذلك من مركز قطر للمال، إن إطار العمل القانوني والتشغيلي الذي يطبقه مركز قطر للمال، بالإضافة إلى التزامه بالمعايير الدولية للشفافية ومتانة أنظمته تجعل منه منصة مثالية يمكن لشركاتنا المرخصة من خلالها توسيع عملياتها إلى منطقة الشرق الأوسط”.
