Doha: Statistics issued by Planning and Statistics Authority (PSA) revealed Sunday that the number of building permits issued by various municipalities in the country reached 1,194 in March, an increase of eight percent compared to February, during which 731 licenses were issued. While the decrease was noted in Al Sheehaniya and Doha municipalities.

Comparing number of permits issued in March 2021 with those issued in the previous month we noted a general decrease of eight percent. The decrease was noted in the most of the municipalities: Al Shammal (47 percent), Al Khor (20 percent), Um Slal (17 percent), Al Wakrah (15 percent), Al Da’ayen (12 percent), Al Rayyan (6 percent), On the other hand, there was a clear increase in the municipality of Al Sheehaniya (15 percent), Doha (9 percent).

In a quick review of the data on building permits issued during the month of March 2021, according to their geographical distribution, we find that municipality of Al Rayyan comes at the top of the municipalities where the number of building permits issued were 445 permits, i.e. 37 percent of the total issued permits, while municipality of Doha came in second place with 215 permits, i.e. 18 percent, followed by municipality of Al Da’ayen with 179 permits, i.e.15 percent, then municipality of Al Wakrah with 171 permits, i.e.14 percent. The rest of the municipalities were as follows: Umm Slal 89 permits (7 percent), Al Khor 41 permits (three percent), Al Sheehaniya 38 permits (three percent), and finally Al Shammal 16 permits (one percent).

In terms of type of permits issued, data indicates that the new building permits (residential and non-residential) constitutes 48 percent (573 permits) of the total building permits issued during the month of March 2021, while the percentage of additions permits constituted 47 percent (567 permits), and finally fencing permits with 5 percent (54 permits).

By analyzing new residential buildings permits data, we find that villas top the list, accounting for 71 percent (355 permits) of all new residential buildings permits, followed by dwellings of housing loans permits by 21 percent (107 permits) and apartments buildings by five percent (23 permits).

commercial buildings were found to be in the forefront of non-residential buildings permits with 44 percent (32 permits), followed by governmental buildings and industrial buildings e.g. workshops and factories with 23 percent (17 permits), then other non-residential building with 8 percent (6 permits).

On the other hand, a general increase of 17 percent were noted in the previous month, March 2021, to reach in total 394 certificates.

This increase was clearly noted in most of the municipalities : Al Shammal (117 percent), Um Slal (57 percent), Doha (35 percent), Al Wakrah (28 percent), Al Khor (17 percent), Al Rayyan (nine percent), On the other hand, there was a clear decrease in the municipality of Al Sheehaniya (45 percent), Al Daayen (10 percent).

In a quick review of the data on building completion certificates issued during the month of March 2021, according to their geographical distribution, Al Rayyan municipality comes at the top of the municipalities where the number of building completion certificates issued were 106 certificates, i.e. (27 percent) of the total issued certificates, while municipality of Al Wakrah came in second place with 100 certificates, i.e. (25 percent), followed by municipality of Al Daayen with 61 certificates (15 percent), then Doha municipality with 58 certificates, i.e.(15 percent). The rest of the municipalities were as follows: Umm Slal 36 certificates (9 percent), Al Khor 14 certificates (four percent), Al Shammal 13 certificates (three percent), Al Sheehaniya six certificates (two percent).

Building permits and building completion certificates data is of particular importance as it is considered an indicator for the performance of the construction sector which in turn occupies a significant position in the national economy.

The issuance of these monthly data comes within the framework of coordination between the Planning and Statistics Authority and the Ministry of Municipality and Environment.

الدوحة: أظهرت بيانات جهاز التخطيط والإحصاء أن بلديات الدولة أصدرت 1194 رخصة بناء في مارس الماضي، بانخفاض نسبته (8 بالمئة) مقارنة بفبراير الماضي، حيث سجلت جميع البلديات تراجعا في عدد التراخيص باستثناء بلديتي الشيحانية والدوحة.

وأوضح بيان صدر عن الجهاز اليوم، أن ست بلديات سجلت تراجعا ملحوظا في عدد تراخيص البناء، أبرزها بلدية الشمال التي سجلت تراجعا بنسبة (47 بالمئة)، ثم الخور (20 بالمئة)، وأم صلال (17 بالمئة)، والوكرة (15 بالمئة)، والظعاين (12 بالمئة)، والريان (6 بالمئة).. في حين سجلت بلديتا الشيحانية والدوحة ارتفاعا بواقع (15 بالمئة) و(9 بالمئة) على التوالي.

وأظهرت البيانات أن بلدية الريان جاءت في مقدمة البلديات من حيث عدد رخص البناء الصادرة، بواقع (445 رخصة) أي ما نسبته (37 بالمئة) من إجمالي الرخص في الدولة، في حين جاءت بلدية الدوحة في المرتبة الثانية مسجلة (215 رخصة)، أي (18 بالمئة)، تليها بلدية الظعاين بـ (179 رخصة) أي (15 بالمئة) ثم بلدية الوكرة التي سجلت (171 رخصة) أي (14 بالمئة).. لتتوزع بقية الرخص على بلديات أم صلال (89 رخصة)، الخور (41 رخصة)، (الشيحانية 38 رخصة)، والشمال (16 رخصة).

وشكل عدد تراخيص المباني الجديدة (سكنية وغير سكنية) 48 بالمئة (573 رخصة) من إجمالي رخص البناء الصادرة خلال مارس الماضي، في حين شكلت تراخيص بناء الإضافات 47 بالمئة (567 رخصة)، ثم تراخيص التحويط بنسبة 5 بالمئة (54 رخصة).

وتصدرت رخص الفلل قائمة المباني السكنية الجديدة حيث شكلت 71 بالمئة (355 رخصة) من إجمالي رخص المباني المعدة للسكن، تلتها فئة مساكن قروض الإسكان بنسبة 21 بالمئة (107 رخص)، ثم العمارات ذات الشقق السكنية بنسبة 5 بالمئة (23 رخصة) .

وجاءت المباني التجارية في مقدمة تراخيص المباني غير السكنية بنسبة 44 بالمئة (32 رخصة)، تلتها المباني الحكومية والمباني الصناعية كالورش والمصانع بنسبة 23 بالمئة (17 رخصة) لكل منهما، ثم المباني غير السكنية الأخرى بنسبة 8 بالمئة (6 رخص).

من ناحية ثانية، سجل عدد شهادات إتمام المباني الصادرة عن مختلف البلديات في الدولة خلال مارس ارتفاعا عاما بنسبة 17 بالمئة، ليصل إلى 394 شهادة.

وكانت بلدية “الشمال” الأولى في معدل الشهادات الصادرة في مارس الماضي وبواقع (117 بالمئة)، تلتها أم صلال التي سجلت (57 بالمئة)، ثم الدوحة (35 بالمئة)، والوكرة (28 بالمئة)،و الخور ( 17 بالمئة)، والريان (9 بالمئة)، في حين كان هناك انخفاضا واضحا في بلدية الشيحانية (45 بالمئة)، والظعاين (10 بالمئة).

أما من حيث توزيعها الجغرافي، فتظهر البيانات أن “الريان” تأتي في مقدمة البلديات من حيث عدد شهادات إتمام البناء الصادرة حيث أصدرت 106 شهادات أي ما نسبته 27 بالمئة من إجمالي شهادات إتمام البناء.. في حين جاءت بلدية الوكرة في المرتبة الثانية بواقع 100 شهادة أي (25 بالمئة)، تليها بلدية الظعاين حيث أصدرت 61 شهادة أي (15 بالمئة) ومن ثم بلدية الدوحة بعدد 58 شهادة أي (15 بالمئة)..كما سجلت أم صلال 36 شهادة (9 بالمئة) ، الخور 14 شهادة (4 بالمئة)، والشمال 13 شهادة( 3 بالمئة)، الشيحانية 6 شهادات (2 بالمئة).

وتكتسب بيانات تراخيص البناء وشهادات إتمام المباني أهمية خاصة باعتبارها مؤشرا تقريبيا لأداء قطاع البناء والتشييد والذي يحتل بدوره مكانة مهمة في الاقتصاد الوطني.

ويأتي إصدار هذه البيانات الشهرية في إطار التنسيق بين جهاز التخطيط والإحصاء ووزارة البلدية والبيئة للاستفادة من واقع الربط الإلكتروني القائم بين الجهتين.
