QU Office of Research Support .. Tireless Efforts to Develop Knowledge, Localize Innovation

Doha: Applied research projects at Qatar University occupy the largest area in the university research map, aimed at developing knowledge and localizing innovation in light of the university’s strategy for the years 2018-2022 and in line with Qatar’s strategy for research, development and innovation 2030, in line with the aspirations of Qatar National Vision 2030 and its aspirations towards building a knowledge-based economy based on research and development.

The Office of Research Support (Grants and Contracts) at Qatar University (QU) manages applied scientific research projects that respond to national priorities and meet the country’s needs in sectors of high priority, such as health, energy, food security and technological readiness, in which cooperation is carried out with a number of entities inside and outside the country with the aim of promoting knowledge and localizing innovation.

In an interview with Qatar News Agency (QNA), Director of the Office of Research Support Dr. Mohammed Al Salem said that QU is exerting unremitting efforts to support applied projects to develop knowledge and localize innovation through existing research programs such as the High Impact Grants Program and the Cooperative Grants Program with internal funding, and also by issuing new research programs that support transformative research proposals.

He pointed out that the number of funded projects that received a patent grant amounted to 46 projects, while the number of patent registration applications of other projects exceeded 200 locally and internationally, many of which are close to obtaining a patent grant certificate.

He explained that these granted innovations cover multiple fields, including industry with 3 projects, chemical engineering with 13 projects, electrical engineering with 7 projects, technology with 14 projects, two health care projects, one environmental science project and six in computer engineering.

Dr. Al Salem noted the cooperation with the industrial sector that contributes to the promotion of applied research projects such as Qatar University’s cooperation with QAFCO through eight application projects on food security. He also referred at the same time to the partnership with the Japanese Marubeni Corporation, through a grant program to finance the development of research concepts with advanced results at Qatar University to communicate with industrial partners and businessmen in the first step in the prototyping phase, indicating that seven projects were nominated from this program, and two specialized projects for the Vegetable Factory Pilot Plant to support food security and the electric vehicle.

He underlined that QU also has a partnership with other industrial institutions through the program of high-potential projects, and innovative projects proposed by research centers at Qatar University, and is particularly looking for sustainable solutions at the level of technological readiness.

Dr. Al Salem said that the Office of Research Support at Qatar University, which works in cooperation with many entities in the university’s research and graduate studies sector, establishes and supports the university research community through efforts aimed at paving the way for good and successful research results at Qatar University, and helps faculty members and researchers in preparing and submitting proposals, finding new sources and opportunities for funding, and identifying research funding opportunities by working with local industrial entities, Qatari government agencies and international partners.

He also referred to the role of the Office in facilitating the growth of research and increasing its positive impact, especially in the ranking of universities, as it reviews research proposals and negotiates with local and international partners to enhance the implementation of all research contracts, adding that the Office represents an institutional point of contact with external agencies and organizations on all matters relating to research and contract management.

He noted that the Office manages three types of research, which are internal research that is funded by Qatar University, external research, which is funded by other bodies such as the Qatar National Research Fund (QNRF), and industrial research, which is funded by companies and institutions from the various sectors in the State.

He added that the internal research grants aim at conducting distinguished research activities between Qatar University and its local partners such as companies and private and public institutions in addition to the government sector, in order to enhance the research provided by Qatar University and enhance its impact on society, noting that the internal research witnessed a qualitative leap in 2017, by adding new types with competitive conditions that would keep pace with the development in the research sector globally, in addition to achieving Qatar National Vision 2030. 

Qatar University offers six types of internal research, namely collaborative grants and high impact grants aimed at conducting high-impact research activities in cooperation with the corporate and government sectors, a concept development grant that provides an opportunity to fund university research that leads to advanced results to communicate with industrial partners and businessmen, grants for students to build their research expertise, grants for the National Capacity Building Program for Qatari faculty members at Qatar University, and the International Research Cooperation Program grants launched in 2018 to collaborate with foreign universities and enhance international research cooperation, with the aim of supporting co-financed cooperative projects.

Director of Research Support Dr. Mohammed Al Salem pointed out that internal and external grant programs such as those funded by the Qatar National Research Fund (QNRF) encourage the financing of high-quality research proposals for Qatari researchers. Moreover, more than 120 Qatari researchers have benefited from these grants, which have witnessed an increasing demand during the last three years in relation to the number of Qatari faculty members participating in internal and external research, he added.

Regarding local and international research partnerships, he said that the International Research Cooperation Program formed a research platform for cooperation between Qatar University and local and regional universities such as Education City universities such as Texas A&M University at Qatar, where two research papers were funded in cooperation with them and with the mother university in Texas in the United States during 2019, in addition to 11 prestigious international universities. Also with Sultan Qaboos University in the Sultanate of Oman, 4 research was funded within the International Research Cooperation Program.

On cooperation with the industrial sector, Dr. Al Salem emphasized that Qatar University has witnessed an increasing growth in industrial grants by several parties through various cooperative plans, either as funding opportunities for specific projects or establishing cooperative research programs with an industrial entity.

He said that cooperation has been made with various industrial companies to establish a research program on food security and a research program that supports high-potential projects and innovative projects proposed by the research centers at Qatar University, and are particularly looking for sustainable solutions at the level of technological readiness.

In a related context, he pointed out that the internally funded collaborative grants include a large number of external partners from various regions of the world, as more than 100 local and international research institutions have been contracted to cooperate in internal grants.

The university, within the framework of external grants funded by the QNRF, has cooperated with 363 institutions internationally and internally within ten years, Dr. Al Salem pointed out.

Dr. Al Salem emphasized that all research programs support the participation of university students, whether at the undergraduate or graduate level, pointing out that there is a specialized research program for student research funded by Qatar University, as well as a National Science Promotion Program that aims to provide an excellent opportunity for high school students in Qatar and undergraduate students at Qatar University to work together under the supervision of the university’s highly qualified faculty and researchers.

Director of the Office of Research Support Dr. Mohammed Al Salem told QNA that QU is now working on establishing a new internal research program to fund new scholarships for post-graduate students and support postdoctoral research, in addition to programs funded by the Qatar National Research Fund (QNRF), namely the Undergraduate Research Experience Program (UREP), the postgraduate scholarship and the postdoctoral research grant program.

Dr. Al Salem attributed Qatar Universitys acquisition of a large percentage of funding and research grants at the state level to being the first national university for higher education in the State of Qatar, which provides high-quality academic programs for university education and postgraduate studies, and includes a distinguished and diverse group of faculty members and researchers distinguished by their ability on innovation.

He also noted that Qatar University provides a supportive environment for consolidating a culture of scientific research and innovation and qualifying students to contribute to knowledge, by providing research facilities and laboratories equipped with the latest technologies, in addition to developing cooperation between Qatar University and local, regional and international research institutions.

Dr. Al Salem explained that QU is one of the first universities in the Arab world that supported research for more than ten years, noting that the quality of research and studies is relevant to local and regional challenges and contributes to achieving the needs and aspirations of society.

He also affirmed Qatar University’s support for high-impact multidisciplinary research and studies that fall under the basic research priorities and the four approved research pillars, which are health and biomedical sciences, energy and environment, social sciences and humanities, and information and communication technology.

On the most important current and upcoming research projects for the current year, Dr. Al Salem said that the Office of Research Support seeks to focus efforts on directing research opportunities to be in line with Qatar National Vision 2030, therefore, it seeks to link research with the witnessed industrial development in the country, as the challenges are mainly related to strengthening more research cooperation with the industrial sector in the State of Qatar in the fields of energy, environment, resources, sustainability, society and identity, health and information and communication technology.

He explained that one of the most important research projects currently being implemented under the supervision of the office is QU Emergency Response Grant (ERG) which provides a bridge to support new and early stage investigations.

He noted that the grant supported nine projects covering five research areas: basic molecular research, clinical research, social-behavioral research, infectious disease epidemiology, and e-health.

He also referred to the Concept Development: Emergency Response grant (CD-ER) that deals with the growing demand for innovative solutions, and seeks to enable the development of innovative prototypes, processes and innovative platforms. It covered 7 additional awarded projects.

As for the upcoming projects, the Director of the Office of Research Support said that the university is in the process of implementing the Transformational Science and Technology Program (TSTP), which is a specific research program on Transdisciplinary Science and Technology (TST) in the pillars of Qatar University, in addition to an expected set of programs in innovation and industrial cooperation.

He also indicated that support for postdoctoral programs and postgraduate scholarships will be expanded to enhance collaboration with global universities, local industries, and social and cultural stakeholders.

Director of the Office of Research Support at Qatar University stressed that these scientific research efforts serve the State of Qatar’s orientations towards building a knowledge-based economy and moving it to the ranks of developed countries, which depend on a diversified economy, enhance sustainability and achieve prosperity for future generations.

الدوحة: تحتل المشاريع البحثية التطبيقية بجامعة قطر المساحة الأكبر في الخارطة البحثية الجامعية، الهادفة لتطوير المعرفة وتوطين الابتكار في ضوء استراتيجية الجامعة للسنوات 2018 -2022 والمتوائمة مع استراتيجية قطر للبحوث والتطوير والابتكار 2030، تماشيًا مع طموحات رؤية قطر الوطنية 2030 وتطلعاتها نحو بناء اقتصاد معرفي يعتمد على البحث والتطوير.

ويتولى مكتب دعم البحث (المنح والعقود) بجامعة قطر إدارة مشاريع البحث العلمي التطبيقية التي تستجيب للأولويات الوطنية وتلبي احتياجات الدولة في القطاعات التي تحتل أولوية قصوى، مثل قطاعات الصحة والطاقة والأمن الغذائي والجاهزية التكنولوجية والتي يتم التعاون فيها مع عدد من الجهات داخل الدولة وخارجها بهدف تعزيز المعرفة وتوطين الابتكار.

وقال الدكتور محمد السالم مدير مكتب دعم البحث بجامعة قطر في حوار مع وكالة الأنباء القطرية /قنا/ إن الجامعة تبذل جهودًا دؤوبة لدعم المشاريع التطبيقية الداعمة لجهود تطوير المعرفة وتوطين الابتكار من خلال برامج بحثية موجودة حاليًا مثل برنامج المنح عالية التأثير، وبرنامج المنح التعاونية ذات التمويل الداخلي، وأيضًا من خلال إصدار برامج بحثية جديدة تدعم المقترحات البحثية التحويلية.

وأفاد بأن عدد المشاريع الممولة والتي حصلت على منحة براءة الاختراع، بلغ 46 مشروعًا، بينما تجاوز عدد طلبات تسجيل براءات الاختراع من المشاريع الأخرى نحو 200 طلب قيد التسجيل محليًا ودوليًا، والكثير منها شارف على الحصول على شهادة منحة براءة الاختراع.

وأوضح أن هذه الابتكارات والاختراعات الممنوحة تشمل مجالات متعددة، منها، المجالات الصناعية بواقع 3 مشاريع، والهندسة الكيميائية 13 مشروعًا والهندسة الكهربائية 7 مشاريع والتكنولوجيا 14 مشروعًا ومشروعين للرعاية الصحية، ومشروع واحد لعلوم البيئة و6 لـهندسة الحاسب الآلي.

ونوه الدكتور السالم بالتعاون مع القطاع الصناعي الذي يساهم في تعزيز المشاريع البحثية التطبيقية مثل تعاون جامعة قطر مع /قافكو/ عن طريق 8 مشاريع تطبيقية حول الأمن الغذائي.. كما أشار في الوقت ذاته إلى الشراكة مع شركة /ماروبيني/ اليابانية عن طريق برنامج منح تمويل تطوير المفاهيم البحثية الحاصلة على نتائج متقدمة لدى جامعة قطر للتواصل مع الشركاء الصناعيين ورجال الإعمال في أول خطوة في مرحلة إعداد النماذج الأولية.. مبينًا أنه تم ترشيح 7 مشاريع من هذا البرنامج، ومشروعين متخصصين عن مصنع الخضروات الافتراضي لدعم الأمن الغذائي والسيارة الكهربائية.

ولفت إلى أن لدى الجامعة شراكة أيضًا مع مؤسسات صناعية أخرى عن طريق برنامج المشاريع عالية الإمكانيات، والمشاريع المبتكرة التي تقترحها المراكز البحثية في جامعة قطر، وتبحث بشكل خاص عن حلول مستدامة بمستوى الجاهزية التكنولوجية.

وذكر الدكتور السالم أن مكتب دعم البحث في جامعة قطر، الذي يعمل بالتعاون مع العديد من الجهات في قطاع البحث والدراسات العليا بالجامعة، يؤسس ويدعم مجتمع الأبحاث الجامعي عبر الجهود الرامية إلى تمهيد الطريق أمام تحقيق نتائج بحثية جيدة وناجحة في جامعة قطر، ويساعد أعضاء هيئة التدريس والباحثين في إعداد وتقديم المقترحات، وإيجاد مصادر وفرص جديدة للتمويل بالإضافة إلى تحديد فرص التمويل البحثية من خلال العمل مع الجهات الصناعية المحلية والجهات الحكومية القطرية والشركاء الدوليين.

كما أشار إلى دور مكتب دعم البحث في تسهيل نمو الأبحاث وزيادة تأثيرها الإيجابي لاسيما في تصنيف الجامعات، “إذ يقوم بمراجعة المقترحات البحثية والتفاوض مع الشركاء المحليين والدوليين لتعزيز تنفيذ جميع عقود الأبحاث.. وقال “يمثل المكتب جهة اتصال مؤسسية مع الوكالات والمنظمات الخارجية حول جميع المسائل المتعلقة بإدارة الأبحاث والعقود”.

وأوضح أن المكتب يتولى إدارة ثلاثة أنواع من الأبحاث، تتمثل في الأبحاث الداخلية أي الممولة من جامعة قطر، والأبحاث الخارجية، والتي يتم تمويلها من جهات أخرى مثل الصندوق القطري لرعاية البحث العلمي، والأبحاث الصناعية والتي يتم تمويلها من قبل الشركات والمؤسسات من قطاعات الدولة المختلفة.

وأضاف أن المنح البحثية الداخلية تهدف إلى إجراء أنشطة بحثية متميزة بين جامعة قطر وشركائها المحليين مثل الشركات والمؤسسات الخاصة والعامة إضافة الى القطاع الحكومي، من أجل تعزيز الأبحاث المقدمة من جامعة قطر وتعزيز تأثيرها على المجتمع.. مشيرا إلى أن الأبحاث الداخلية شهدت نقلة نوعية في عام 2017 ، وذلك بإضافة أنواع جديدة ذات شروط تنافسية من شأنها مواكبة التطور الحاصل في قطاع الأبحاث عالميًا بالإضافة الى تحقيق رؤية قطر 2030.

وتوفر جامعة قطر ستة أنواع من الأبحاث الداخلية تتمثل في المنح التعاونية، والمنح عالية التأثير التي تهدف إلى إجراء أنشطة بحثية ذات تأثير عال بالتعاون مع قطاع الشركات والقطاع الحكومي، و”منحة تطوير المفاهيم” التي توفر فرصة لتمويل أبحاث الجامعة المفضية إلى نتائج متقدمة للتواصل مع الشركاء الصناعيين ورجال الأعمال، ومنح الطلاب لبناء خبراتهم البحثية، ومنح برنامج بناء القدرات الوطنية مخصصة لأعضاء هيئة التدريس القطريين في جامعة قطر، ومنح برنامج التعاون البحثي الدولي المشترك الذي أطلق في 2018 للتعاون مع الجامعات الخارجية وتعزيز التعاون البحثي الدولي، بهدف دعم المشاريع التعاونية ذات التمويل المشترك.

كما لفت إلى أن برامج المنح الداخلية والخارجية مثل المنح الممولة من الصندوق القطري لرعاية البحث العلمي تشجعان على تمويل المقترحات البحثية العالية الجودة للباحثين القطريين.. مضيفا “أن أكثر من 120 باحثًا قطريًا استفاد من هذه المنح التي شهدت إقبالًا متزايدًا خلال الأعوام الثلاثة الاخيرة بالنسبة لعدد أعضاء هيئة التدريس القطريين المشاركين في الأبحاث الداخلية والخارجية”.

وعن الشراكات البحثية المحلية والدولية، ذكر أن برنامج التعاون البحثي الدولي المشترك شكل منصة بحثية للتعاون بين جامعة قطر والجامعات المحلية والإقليمية مثل جامعات المدينة التعليمية كجامعة تكساس أي أند أم، حيث تم تمويل بحثين بالتعاون معهم ومع الجامعة الأم في تكساس بالولايات المتحدة خلال 2019، إضافة الى 11 جامعة عالمية مرموقة وأيضًا مع جامعة السلطان قابوس في سلطنة عمان، حيث تم تمويل 4 أبحاث ضمن برنامج التمويل البحثي المشترك.

وحول التعاون مع القطاع الصناعي، أكد الدكتور السالم أن جامعة قطر شهدت نموًا متزايدًا في المنح الصناعية من قبل عدة جهات عن طريق خطط تعاونية مختلفة، إما ان تكون فرص تمويل لمشاريع محددة او إنشاء برامج بحثية تعاونية مع جهة صناعية.

وذكر أنه تم التعاون مع شركات صناعية مختلفة لإنشاء برنامج بحثي خاص بالأمن الغذائي وبرنامج بحثي يدعم المشاريع عالية الإمكانيات، والمشاريع المبتكرة التي تقترحها المراكز البحثية في جامعة قطر، وتبحث بشكل خاص عن حلول مستدامة بمستوى الجاهزية التكنولوجية.

ولفت في سياق متصل، إلى أن المنح التعاونية الممولة داخليًا تضم عددًا كبيرًا من الشركاء الخارجيين من مختلف جهات العالم، حيث تم التعاقد مع أكثر من 100 مؤسسة بحثية محلية ودولية للتعاون في المنح الداخلية.

كما أشار إلى أن الجامعة وفي إطار المنح الخارجية الممولة من الصندوق القطري لرعاية البحث العلمي، تعاونت مع 363 مؤسسة دوليًا وداخليًا في غضون عشر سنوات.

وأكد الدكتور محمد السالم أن جميع البرامج البحثية تدعم مشاركة طلاب الجامعة سواء على مستوى البكالوريوس أو الدراسات العليا.. مشيرًا إلى أن هناك برنامجًا بحثيًا متخصصًا لأبحاث الطلبة ممولا من جامعة قطر، وأيضًا برنامج تعزيز العلوم الوطني الذي يهدف إلى توفير فرصة ممتازة لطلاب المدارس الثانوية في قطر وطلاب البكالوريوس في جامعة قطر للعمل معًا تحت إشراف أعضاء هيئة التدريس والباحثين المؤهلين تأهيلا عاليًا في الجامعة.

وأفاد الدكتور السالم مدير مكتب دعم البحث بجامعة قطر في حواره مع /قنا/ بأن الجامعة تعمل الآن على إنشاء برنامج بحثي داخلي جديد لتمويل منح جديدة لطلبة الدراسات العليا ودعم أبحاث ما بعد الدكتوراه، بالإضافة إلى برامج ممولة من قبل الصندوق القطري لرعاية البحث العلمي، وهي برنامج خبرة الأبحاث للطلبة الجامعيين وبرنامج المنح الدراسية لطلاب الدراسات العليا وبرنامج منحة أبحاث ما بعد الدكتوراه.

وأرجع الدكتور السالم استحواذ جامعة قطر على نسبة كبيرة من التمويل والمنح البحثية على مستوى الدولة، إلى كونها الجامعة الوطنية الأولى للتعليم العالي في دولة قطر والتي تقدم برامج أكاديمية ذات جودة عالية للتعليم الجامعي والدراسات العليا، وتضم نخبة متميزة ومتنوعة من أعضاء هيئة التدريس والباحثين المتميزين بقدرتهم على الابتكار.

كما نوه بأن جامعة قطر توفر بيئة داعمة لترسيخ ثقافة البحث العلمي والابتكار وتأهيل الطلبة للإسهام في إثراء اقتصاد المعرفة، وذلك بتوفير مرافق البحوث والمعامل المجهزة بأحدث التقنيات والمعدات، إضافة إلى تطوير التعاون بين جامعة قطر ومؤسسات البحث المحلية والإقليمية والدولية.

وأوضح أن الجامعة تعد من أوائل الجامعات الرائدة في الوطن العربي التي دعمت الأبحاث منذ أكثر من عشر سنوات، مشيرًا إلى أن نوعية الأبحاث والدراسات ذات صلة بالتحديات المحلية والإقليمية وتسهم في تحقيق احتياجات المجتمع وتطلعاته.

كما أكد دعم جامعة قطر للأبحاث والدراسات متعددة التخصصات عالية التأثير والتي تندرج تحت الأولويات البحثية الأساسية وركائز البحث الأربع المعتمدة، الصحة والعلوم الطبية الحيوية، والطاقة والبيئة، والعلوم الاجتماعية والعلوم الإنسانية، وتكنولوجيا المعلومات والاتصالات.

وعن أهم المشاريع البحثية الحالية والمرتقبة للعام الجاري، أفاد الدكتور السالم بأن مكتب دعم البحث يسعى إلى تركيز الجهود على توجيه الفرص البحثية لتكون متماشية مع الرؤية الوطنية لدولة قطر لعام 2030، “لذلك نسعى لربط الأبحاث بالتطور الصناعي المشهود في الدولة، فترتبط التحديات بشكل أساسي بتعزيز المزيد من التعاون البحثي مع القطاع الصناعي في دولة قطر في مجال الطاقة والبيئة والموارد والاستدامة، المجتمع والهوية، الصحة وتكنولوجيا المعلومات والاتصالات”.

وأوضح أن من أهم المشاريع البحثية التي يتم تنفيذها حاليًا تحت إشراف المكتب، منحة جامعة قطر للاستجابة للطوارئ (ERG) التي توفر جسرًا لدعم التحقيقات الجديدة والمبكرة، مبينا أن هذه المنحة خصصت في العالم الماضي لفيروس COVID19.

وذكر أن المنحة دعمت تسعة مشاريع تغطي خمسة مجالات بحثية هي البحوث الجزيئية الأساسية، والبحوث السريرية، والبحوث السلوكية الاجتماعية، ووبائيات الأمراض المعدية، والصحة الإلكترونية.

كما لفت إلى منحة الاستجابة للطوارئ (CD-ER) التي تتعامل مع الطلب المتزايد على الحلول المبتكرة. وتسعى إلى تمكين تطوير نماذج أولية وعمليات ومنصات مبتكرة. وقد غطت 7 مشاريع إضافية.

أما المشاريع المرتقبة، فقد أفاد مدير مكتب دعم البحث بأن الجامعة بصدد تنفيذ برنامج العلوم والتقنيات التحويلية (TSTP) الذي يعد برنامجًا بحثيًا محددًا حول العلوم والتقنيات المتطورة والمتحولة (TST) في ركائز جامعة قطر، بالإضافة الى مجموعة متوقعة من البرامج في الابتكار والتعاون الصناعي وتحقيق أهداف التنمية المستدامة والبرنامج الوطني لتعزيز العلوم بتشجيع ثقافة البحث وزيادة القدرة البحثية من خلال اعتماد أدوات مثل “التعلم بالممارسة” و”الخبرة العملية”.

كما أشار أيضًا إلى أنه سيتم التوسع في دعم برامج ما بعد الدكتوراه ومنح الدراسات العليا لتعزيز التعاون مع الجامعات العالمية والصناعات المحلية وأصحاب المصلحة الاجتماعية والثقافية.

وأكد مدير مكتب دعم البحث بجامعة قطر أن هذه الجهود العلمية البحثية تخدم جميعها توجهات دولة قطر نحو بناء اقتصاد قائم على المعرفة والانتقال بها إلى مصاف الدول المتقدمة، التي تعتمد على اقتصاد متنوع وتعزيز الاستدامة وتحقيق الرخاء للأجيال القادمة.
