All you need to know about the Saudi customs declaration

Doha: In the wake of the call by the Department of Consular Affairs at the Ministry of Foreign Affairs, all Qatari nationals travelling to Saudi Arabia are to comply with the customs declaration procedures announced at the Saudi Customs site for all travelers arriving and departing from the Saudi Kingdom. Al-Sharq website published the details of the new Saudi customs declaration.

The declaration

According to the Saudi Customs website, it explains that it is a mandatory procedure for anyone travelling to or leaving the Saudi Kingdom having currency, monetary instruments, gold bullions or precious metals, precious stones, fine jewelry valued at SR‏60,000 ‏ or more or the equivalent of foreign currency. The website adds that goods must also be declared, whether prohibited, restricted or subject to taxes and fees.

Items that require to be declared

– Cash that worth 60,000 SAR or more

– 60,000 SAR worth of jewelry and precious stones

– Goods or Gifts in commercial quantities

– Goods with Excise Tax

– Goods and Restricted Items

– Tobacco (cigarettes) – raw tobacco (derivatives)

Items covered by the declaration

A customs declaration to come to the Saudi Kingdom, which must be filled out manually or electronically, includes the reporting of amounts of currencies or monetary instruments, metals, jewelry and valuables that are transferable to cash amounts of SAR 60,000 or more or other the equivalent of foreign currency.

The declaration also includes reporting tobacco products or derivatives in excess of 200 cigarettes, 500 grams or cigarettes/ electronic shisha in excess of one device and 60 ml of their liquids.

It also includes luggage or gifts in commercial quantities or samples in quantities beyond personal use, and the acknowledgment of non-carrying prohibited substances such as narcotics, firearms and alcoholic beverages, as well as restricted items such as drones, medicines and pets.

Goods Banned from export

– Mare and stallion of Arabian horses, mare and stallion of other horses, mare and stallion horses for sport, filly and colt small body pony horses. Cows and bulls of (Ewe & ram) sheep, nanny and billy goats, and cows and bulls of camels.

– Zamzam water.

– Fuelwood.

– Monuments, historical and archaeological artifacts.

– Wheat.

Goods banned from import

– Pig, its meat, fat, hair, blood, intestines, and all its uses.

– Frog meat.

– Fireworks that are played by children, such as skyrockets, matches, and night stars.

– Copies of the Holy Quran printed for business purposes.

-Security vehicle radar detectors.

-Electronic copy of the Holy Quran.

-Motorcycles designated for children with two, three, and four wheels whose height does not exceed (50) cm on the wheel’s axle, as well as Motorcycles operated by batteries if their speed exceeds (10) kilometers per hour.

-Three-dimensional of the Holy Kaaba, the cross, Christmas trees, the electronic Mihrab (niche), and any products that are inconsistent with Islamic teachings.

– Remote control drones and spare parts.

-Devices that emit security car alarms and some animal sounds.

Declaration forms can be filled out manually or electronically

The traveler shall fill out the declaration form manually* and sign it, or submit the declaration electronically through the Saudi Customs website or application, save the declaration reference number, and prepare all relevant documentation required to verify the accuracy of the information provided.

The Declaration shall be submitted to the Customs declaration or disclosure office

In the air and sea ports, these offices are located after the flight registration counters before entering the departure lounge. For arrivals, the offices are after passports control. At land ports, the offices are located before the Customs checkpoint of the arrivals and before the check-out offices of the departures.

Penalties and Fines

when failing to submit a declaration while carrying an amount that equal to or exceeds SR‏ 60,000, a monetary fine of 25% of the seized value is imposed for the first violation and 50% of its value for repeat violation.

if the suspicion of a relation between these seizures and an original crime or money laundering offense is negated. If the suspicion of a relation between the seizures and an original crime or money laundering offense remains, the full amount will be seized and the violator will be referred to the Public Prosecution and then to the competent court, which may order the confiscation of the full amount and imprisonment for a term not exceeding 10 years or a fine not exceeding 5 million riyals or both.

Failure to acknowledge or declare prohibited and restricted items

These items will be confiscated, customs fine will be imposed, and the person will be referred to the relevant authorities in the event of carrying prohibited materials.

The case may be referred to the Customs court, which may decide to convict the person of smuggling, confiscation of seizures, fines or imprisonment or both. The penalty shall be doubled if the violation is repeated.

ما هو الإقرار؟

توضح الجمارك السعودية – بحسب موقعها الإلكتروني على الإنترنت – بأنه إجراء إلزامي متطلب على كل شخص يسافر إلى المملكة أو يغادرها في حال كان بحوزته عملات أو أدوات قابلة للتداول لحاملها أو سبائك ذهبية أو معادن ثمينة أو أحجار كريمة أو مجوهرات مشغولة تصل قيمتها إلى 60 ألف ريال أو أكثر أو ما يعادلها من العملات الأجنبية.

ويضيف الموقع أنه يجب كذلك الإقرار عن البضائع سواء الممنوعة او المقيدة او الخاضعة للضرائب والرسوم .

المبالغ والبضائع التي يجب الإبلاغ عنها 

–    المبالغ المالية بقيمة 60 ألف ريال فأكثر

–    المجوهرات والأحجار الكريمة والمعادن الثمينة

–    البضائع بكميات تجارية

–    السلع الخاضعة للضريبة الانتقائية

–    السلع والمواد المحظورة والمقيدة

–    التبع (السجائر) – تبغ خام (مشتاقات)

المواد التي يشملها الإقرار 

يشمل الإقرار الجمركي للقدوم إلى المملكة الذي يجب تعبئته يدوياً أو إلكترونياً، الإبلاغ عن المبالغ من عملات  أو أدوات مالية قابلة للتداول لحاملها أو معادن ومجوهرات ومقتنيات ثمينة قابلة للتحويل لأموال نقدية تصل قيمتها  60 ألف ريال سعودي أو أكثر أو ما يعادلها من عملات أخرى.

كما يشمل الإقرار الإبلاغ عن منتجات التبغ أو مشتقاتها بكمية تتجاوز 200 سيجارة أو 500 جرام أو سجائر/شيشة الكترونية بكمية تتجاوز جهاز واحد و60 مل من السوائل الخاصة بها

ويشمل أيضاً الأمتعة أو الهدايا بكميات تجارية أو عينات بكميات تتجاوز الاستخدام الشخصي، والإقرار بعدم حمل المواد ممنوعة مثل المواد مخدرة والأسلحة نارية والمشروبات كحولية، وكذلك المواد مقيدة من أمثلة: طائرات درون، وأدوية، وحيوانات أليفة.

ما هي السلع الممنوع تصديرها ؟ 

–    إناث وذكور الخيول من أصل عربي ــ إناث وذكور غيرها من خيول ــ إناث وذكور خيول للرياضة ــ إناث وذكور خيول صغيرة الجسم بوني ــ إناث وذكور الأبقار ــ إناث وذكور الضأن والماعز ــ  إناث وذكور الإبل.

–     ماء زمزم.

–    الحطب.

–    الآثار والقطع الأثرية والتاريخية.

–    القمح

السلع الممنوع استيرادها 

–    الخنزير ولحومه ودهنه وشعره ودمه وأحشاءه وكل ما يستخرج منه.

–    لحوم الضفادع 

–    الألعاب النارية التي تستعمل من قبل الأطفال كالطراطيع والصواريخ والكبريت الفشاش ونجوم الليل.

–    المصاحف لأغراض تجارية.

–    أجهزة كشف رادار السيارات الأمنية.

–    قرآن الكتروني

–    الدراجات النارية المخصصة للأطفال ذات العجلتين والثلاث والأربع والتي لايتجاوز ارتفاعها عن محور عجلاتها (50) سم , وكذا التي تسير بالبطاريات إذا تجاوزت سرعتها (10) كيلو مترات في الساعة.

–    مجسمات الكعبة المشرفة والصليب وأشجار عيد الميلاد والمحراب الالكتروني  وأي سلع تتنافى مع التعاليم الاسلامية.

–    طائرات ذات التحكم من بعد بواسطة الريموت كنترول وقطع غيارها .

–    أجهزة تصدر أصوات أجهزة التنبيه لسيارات الأمن وأصوات بعض الحيوانات 

طريقة تقديم الإقرار 

الإقرار كتابياً أو الكترونياً 

تعبئة نموذج الإقرار ورقياً من قبل المسافر وتوقيعه، أو تعبئته الكترونياً من خلال موقع الجمارك السعودية أو التطبيق للهواتف الذكية وحفظه والحصول على الرقم المرجعي، وإرفاق ما يثبت صحة المعلومات المسجلة فيه.

تقديمه لمكتب الإقرار أو الافصاح الجمركي

في جميع المنافذ البرية والجوية والبحرية، وهذه المكاتب تتواجد في المنافذ الجوية والبحرية بعد كاونترات تسجيل الرحلات قبل الدخول لصالة المغادرة، أما بالنسبة للقدوم فهذه المكاتب تكون بعد الجوازات واستلام الأمتعة، وفي المنافذ البرية تتواجد قبل نقطة تفتيش الجمارك في القدوم وقبل مكاتب تسجيل خروج السيارات عند المغادرة.

العقوبات 

عدم تقديم الإقرار رغم حمل ما قيمته 60 ألف ريال أو أكثر يتم فرض غرامة مالية بمقدار 25% من قيمة المضبوطات إذا كانت المخالفة للمرة الأولى، و50% من قيمتها عند التكرار.

أما إذا تم الاشتباه بارتباط المضبوطات بجريمة أصلية أو جريمة غسل أموال فيتم حجز كامل المبلغ وإحالة المخالف إلى النيابة العامة ثم إلى المحكمة المختصة التي قد تقضي بمصادرة كامل المبلغ والسجن بما لا يتجاوز 10 سنوات أو الغرامة بما لا يزيد عن 5 ملايين ريال أو بكلتا العقوبتين.

عدم الإقرار أو التصريح عن المواد الممنوعة أو المقيدة

يتم مصادرة تلك المواد وإيقاع الغرامة الجمركية وإحالة الشخص إلى الجهة الأمنية المختصة في حال حيازته مواد ممنوعة.

وقد يصل الأمر إلى إحالة القضية إلى اللجنة الجمركية الابتدائية المختصة التي قد تحكم بإدانة الشخص بالتهريب الجمركي، ومصادرة المضبوطات، والغرامة أو السجن وبكلتا العقوبتين، وتسجل سابقة على الشخص فعند تكراره المخالفة تضاعف عليه العقوبة.
