New Batch of Qatari Real Estate Brokers Obtains License

Doha: A new batch of licensed Qatari real estate brokers took the legal oath before the Real Estate Brokers Affairs Committee at the Ministry of Justice.

The batch consisted of 13 brokers, taking the number of licensed brokers since the new law entered into force to 100.

The licensing of this batch comes within the framework of the implementation procedures of the provisions of the law, and pushing the real estate brokerage business towards an organized legal environment prepared to keep pace with the economic and urban renaissance witnessed by the country and the great expansion in the real estate sector, including re-configuring and organizing the real estate system to achieve the goals of Qatar National Vision 2030.

This step comes within the framework of the Ministry of Justice’s efforts to reorganize the real estate brokerage profession, and to work in accordance with the provisions of Law No. 22 of 2017 to regulate real estate brokerage work to serve the national economy, develop working mechanisms in the real estate market, and qualify brokers including the owners of offices and Qatari brokers.

This batch obtained the license after completing the regulatory procedures specified in accordance with the provisions of the law, which include interviewing applicants for the profession, inspecting their offices, ensuring their compliance with the requirements of practicing the profession, and participating in specialized training courses at the Center for Legal and Judicial Studies.

On this occasion, the Assistant Undersecretary for Real Estate Registration and Documentation Affairs at the Ministry of Justice and Head of the Real Estate Affairs Committee Saeed Abdullah Al Suwaidi said the intensification of the qualification of Qatari real estate brokers and the continuous organization of training courses for applicants come in implementation of instructions of HE Minister of Justice and Minister of State for the Council of Ministers Affairs Dr. Issa bin Saad Al Jafali Al Nuaimi, to reorganize the real estate brokerage profession in a way that serves the national economy, develop the mechanisms of work in the real estate market, qualify those working in the real estate brokerage profession whether the offices’ owners or Qatari brokers, maximize the benefit for Qatari real estate brokers as partners in real estate investment, and establish regional real estate brokerage offices.

Within the framework of its plan to train and qualify real estate brokers, the Real Estate Brokerage Department started implementing an integrated plan that includes training and qualification and activating the executive procedures of the law, including organizing visits to offices operating in the sector and nominating applicants to practice the profession for training courses that are subject to licensing controls. The applicant must be a Qatari citizen, fully qualified with a good reputation, who hasn’t had a final ruling canceling his license and has an appropriate headquarters in the country designated for practicing real estate brokerage business.

الدوحة: أدت دفعة جديدة من الوسطاء العقاريين القطريين المرخص لهم، اليمين القانونية، أمام لجنة شؤون الوسطاء العقاريين بوزارة العدل.

وضمت الدفعة 13 وسيطا، ما بين أفراد وشركات للوساطة العقارية، وهو ما يرفع عدد الوسطاء المرخص لهم منذ بدء تفعيل العمل بالقانون الجديد لنحو 100 وسيط عقاري قطري مرخص لهم ومسجلين لدى إدارة الوساطة العقارية.

وجاء الترخيص لهذه الدفعة، في إطار الإجراءات التنفيذية لأحكام القانون، والدفع بأعمال الوساطة العقارية نحو بيئة قانونية منظمة ومهيأة لمواكبة النهضة الاقتصادية والعمرانية التي تشهدها الدولة والتوسع الكبير في القطاع العقاري، مع ما يستلزم ذلك من إعادة تهيئة وتنظيم المنظومة العقارية لتحقيق أهداف رؤية قطر الوطنية 2030.

وتأتي هذه الخطوة في إطار جهود وزارة العدل لإعادة تنظيم مهنة الوساطة العقارية، والعمل بموجب أحكام القانون رقم 22 لسنة 2017 بتنظيم أعمال الوساطة العقارية، بما يخدم الاقتصاد الوطني، وتطوير آليات العمل بالسوق العقارية، وتأهيل المشتغلين بمهنة الوساطة من أصحاب المكاتب والوسطاء القطريين.

وتم الترخيص لهذه الدفعة بعد استكمال الإجراءات التنظيمية المحددة بموجب أحكام القانون، والتي تشمل مقابلة المتقدمين لأعمال المهنة ومعاينة مكاتبهم والتأكد من مطابقتها لمتطلبات مزاولة المهنة، والمشاركة في الدورات التدريبية التخصصية بمركز الدراسات القانونية والقضائية.

وبهذه المناسبة، أكد السيد سعيد عبدالله السويدي الوكيل المساعد لشؤون التسجيل العقاري والتوثيق بوزارة العدل ورئيس لجنة شؤون الوسطاء العقاريين، أن تكثيف تأهيل الوسطاء العقاريين القطريين وتنظيم الدورات التدريبية للمتقدمين بشكل مستمر يأتي تنفيذا لتعليمات سعادة الدكتور عيسى بن سعد الجفالي النعيمي وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء، لإعادة تنظيم مهنة الوساطة العقارية وتفعيل الإجراءات التنظيمية بما يخدم الاقتصاد الوطني، ويطور آليات العمل بالسوق العقارية، ويؤهل المشتغلين بمهنة الوساطة العقارية من أصحاب المكاتب والوسطاء القطريين، وتعظيم الفائدة لصالح الوسطاء العقاريين القطريين باعتبارهم شركاء في الاستثمار العقاري ويؤسس لإيجاد مكاتب وساطة عقارية متطورة على مستوى المنطقة.

وفي إطار خطتها لتدريب وتأهيل الوسطاء العقاريين باشرت إدارة الوساطة العقارية تنفيذ خطة متكاملة تشمل التدريب والتأهيل، وتفعيل الإجراءات التنفيذية للقانون بما في ذلك تنظيم زيارات للمكاتب المشتغلة بالقطاع، وترشيح المتقدمين لممارسة المهنة للدورات التدريبية التي تخضع لضوابط الترخيص، حيث إنه بالنسبة للشخص الطبيعي، يجب أن يكون قطري الجنسية، وأن يكون كامل الأهلية، وحسن السمعة، وألا يكون قد صدر ضده حكم أو قرار نهائي بإلغاء الترخيص، وأن يكون له مقر ملائم في الدولة ومخصص لمزاولة أعمال الوساطة العقارية.
