Qatar Sets New Benchmark for Safe Return of Football Amidst Global Pandemic

Doha: Over the past year, the global football community has worked diligently to find solutions for the safe return of the sport amidst the global COVID-19 pandemic. For its part, Qatar has played an important role in building confidence amongst players and fans alike by showing that a return of large scale tournaments, and in person attendance is possible when the right safety measures are put into place, the Supreme Committee for Delivery & Legacy said in a report in Wednesday.

Set to host the first FIFA World Cup in the Middle East and the Arab world in just under two years time, Qatar continues to host events in the build-up to the tournament to test venue readiness, tournament operations and to fine tune the countrys fan experience offering. With the advent of the COVID-19 pandemic, these events have taken on a new dimension: ensuring the safety, health and wellbeing of all participants.

Over the last three months alone, Qatar has hosted Asian Football Confederation (AFC) Champions League West and East matches, including the final itself, as well the Amir Cup Final, Qatars most prestigious cup competition. For the return of Asias premier footballing club competition, more than 900 players and staff from 30 teams played in a total of 76 matches, all staged across multiple FIFA World Cup venues. It constituted the largest bubble-to-bubble sporting event since the outbreak of the COVID-19 pandemic.

The safety of players, officials, team organizers and fans attending was maintained through a series of measures which included: mandatory COVID-19 testing, safe transportation methods, regular disinfection of all tournament venues, including training and media facilities, as well as the provision of medical staff in stadiums throughout the competition. A total of 48,323 tests were carried out across the AFC Champions League matches and the Amir Cup Final, enabling the safe attendance of over 10,000 and 12,000 fans at each final match respectively.

The success of the initial West and East group stages of the competition, which marked the return of continental football to Asia but was played without fans, helped organizers prepare for the Amir Cup Final 2020 and the AFC Champions League Final, which saw the safe attendance of more than 12,000 and 10,000 fans respectively. The Amir Cup Final 2020 also marked the inauguration of Ahmad Bin Ali Stadium, the fourth FIFA World Cup stadium to be inaugurated prior to the tournament kick-off which is set for 21 November, 2022.

Nasser Al Khater, Chief Executive Officer, FIFA World Cup Qatar 2022 LLC said: “We are looking forward to hosting more safe and secure events in the coming months, and we sincerely hope that the world will quickly overcome the pandemic and resume life and sports as weve always enjoyed them.”

The events have been praised by FIFA and leading football confederations including the AFC, UEFA and CONMEBOL.

FIFA President Gianni Infantino who attended both the Amir Cup and AFC Champions League matches said: “Over the last three months, Qatar has shown the world how football can continue to be played and fans remain engaged despite the COVID-19 pandemic that we are all facing. The Amir Cup Final 2020, which helped inaugurate the fourth FIFA World Cup 2022 stadium, as well as the AFC Champions League Final, welcomed more than 10,000 fans back into the stands for each match. I was present for both matches and saw first-hand the seamless health and safety protocols put in place by Qatar and the Local Organizing Committee, which ensured players and fans could confidently compete and watch the matches. Qatar has set a benchmark for the safe resumption of football in the COVID-19 world.”

The FIFA President continued: “We are obviously all hopeful that we will be celebrating the FIFA World Cup in 2022 in a post-COVID-19 world and the recent vaccine news gives us all hope, but we can be confident that Qatars upcoming events, such as the 2020 FIFA Club World Cup, to be played in February, will be delivered safely for those playing and watching from the stands.” 

AFC President, Sheikh Salman bin Ibrahim Al Khalifa thanked the efforts made by Qatar to host Asias most prestigious football competition after a stoppage that saw football across the continent halted for several months.

“On behalf of the Asian football family and the Asian Football Confederation, I want to underline our gratitude once again to the Qatar Football Association, the Qatari authorities and all our Member Associations and their participating clubs for the successful completion of the AFC Champions League. It was an incredible team effort that showcased the unity and solidarity of Asian football. My thanks also go to the medical team in Qatar, our doctors, and front liners as well as the delegation in Qatar. Our achievements would not have been possible without you and this success is a tribute to all of you who have shown great resolve and commitment,” he said.

In attendance at the Amir Cup Final also was UEFA President, Aleksander Ceferin. He spoke of the importance the work Qatar was doing to set a benchmark for the return of football globally.

“COVID-19 has had such a huge impact on football this year and nothing has demonstrated that more so than teams playing in empty stadiums and fans being restricted from watching the game they love. Watching the Amir Cup Final 2020 in Qatar and seeing the countrys fourth FIFA World Cup venue inaugurated was a special moment for me and also another special moment for the recovery of football worldwide, as we witnessed fans once again singing in the stands. Qatar managed to welcome these fans safely thanks to the COVID-19 prevention measures put in place. We welcome these measures but are all hopeful we can get back to normal competition and fan attendance as soon as possible.”

Ceferin continued: “It was also great to see Qatars FIFA World Cup infrastructure taking shape and get a better understanding of what players and fans can expect here in 2022. With a little under two years still to go, we are all hopeful 2022 will be a great tournament and one that is delivered for players and fans in a post-COVID-19 world.”

Adding to statements made by major football governing bodies on the efforts made by Qatar to allow for the safe return of football were sentiments shared by CONMEBOL President, Alejandro Dominguez, who attended the inauguration of the Ahmad Bin Ali stadium:

“It was a pleasure to have been in attendance for the Amir Cup Final 2020 and to witness the inauguration of Qatars fourth FIFA World Cup 2022 venue. Football has been missed the world over since the pandemic began so being in a venue that could safely welcome tens of thousands of fans back to the bleachers reminds us all of the important role fans play in any fixture and what it means to fans to be in the stadium watching a match live. We congratulate Qatar and the Local Organizing Committee for being able to welcome so many fans back in a safe manner and hope to see full stadiums around the world very soon,” he said.

“We also look forward to seeing South American teams line up in some of Qatars fantastic World Cup Stadiums in two years time and are hopeful that the 2022 tournament will be a moment where we can all come together to celebrate football and our common humanity,” added Dominguez.

Speaking on behalf of the Confederation Africaine de Football (CAF), Danny Jordaan said: “The organization of both the Amir Cup Final and the Asian Champions League Final was a great success from my point of view. I was particularly impressed with the management of spectators at the stadiums, showing strict adherence to the COVID-19 protocols.”

“Qatar has really set the benchmark relating to the safe return of large numbers of fans to stadiums during these unprecedented times. The lessons learned can only serve to help us all get sports fans back in the stands as soon as possible to enjoy the game they love,” he said.

For his part, Victor Montagliani, President of Concacaf and Vice President of FIFA, said: “Congratulations to the Supreme Committee for Delivery and Legacy and the Qatar Football Association on the successful inauguration of another excellent venue. The strength of character of everyone involved in the delivery of the FIFA World Cup Qatar 2022 demonstrates just what a great tournament we all have to look forward to.”

“I should also congratulate Qatar and the AFC on the robust COVID-19 measures the country, its sporting organizers and the Confederation put in place over the last few months. Their hard work enabled continental Asian club football to be played, and allowed the game to return safely and confidently to the benefit of fans across the region and the world,” he added.

Many notable former players who attended also spoke about the importance of fans being able to safely attend the Amir Cup Final at Ahmad Bin Ali Stadium, a venue which is set to host matches through to the round-of-16 stage of the FIFA World Cup Qatar 2022. Mohamed Aboutrika widely recognized as one of Africas greatest ever players said: “For a player, to play in front of fans is everything. Hearing them chant your name, you know that you will live in their memory forever.”

For Samuel Etoo, another player who is remembered as one of Africas most prolific strikers, appearing in the FIFA World Cup a total of four times, commended organizers efforts which led to the safe return of fans in such large numbers: “Qatar has taken the situation very seriously and implemented a strict set of protocols to allow spectators to safely attend matches.”

Qatar is now getting ready to host the FIFA Club World Cup Qatar 2020 between 1 and 11 February after a delay caused by the outbreak of the COVID-19 pandemic.

الدوحة: يوما بعد يوم تؤكد اللجنة العليا للمشاريع والإرث، الجهة المسؤولة عن تنفيذ مشاريع بطولة كأس العالم لكرة القدم /قطر 2022/، قدرات دولة قطر في استضافة أكبر المحافل الرياضية، وذلك بعد نجاحها بصورة مميزة خلال عام 2020 في تخطي جميع التحديات والمعوقات ومنها جائحة (كوفيد-19)، وتنظيم بطولات محلية ودولية بجانب تطور العمل في البنية التحتية لمونديال قطر.

وقالت اللجنة، في تقرير لها يوم الأمس، إنه على مدار عام كامل، عكف المجتمع الرياضي الدولي بأسره على إيجاد حلول فعالة تُسهم في تنشيط الحياة الرياضية بعد تفشي جائحة فيروس كورونا المستجد، مما حث دولة قطر على المبادرة لإيجاد حلول مبتكرة تعيد عالم كرة القدم لسابق عهده.

وأضافت أنه لا يخفى على المتابع للمشهد الرياضي أصداء النجاح الذي حققته قطر ودورها المحوري في استضافة سلسلة من الاستحقاقات المحلية والإقليمية والدولية خلال العام 2020 لتتصدر بذلك موقع الريادة على خارطة الرياضة العالمية عبر إرساء معايير جديدة في الحفاظ على صحة وسلامة المشاركين كافة. وقد جاء ذلك في الوقت الذي تستعد فيه دولة قطر، بعد أقل من عامين، لاستضافة منافسات بطولة كأس العالم لكرة القدم /قطر 2022/، حيث تستهدف اختبار جاهزية مختلف استادات البطولة ومرافقها عبر استضافة عدد من الأحداث الرياضية الكبرى، وتعزيز تقديم تجربة مميزة للمشجعين وزوار قطر خلال المونديال الأول من نوعه في منطقة الشرق الأوسط والعالم العربي.

وأوضحت أنه بعد النجاح في استضافة منافسات بطولة دوري أبطال آسيا لمنطقتي شرق القارة وغربها وتحديدا نهائي البطولة الذي شهد حضور 10 آلاف مشجع، والتنظيم المتميز لكأس الأمير بحضور 12 ألف مشجع، فإن لغة الأرقام تتحدث عن إنجاز مبهر حيث شارك في منافسات دوري أبطال آسيا وحدها ما يقرب من 900 فرد من اللاعبين والطواقم الفنية من 30 فريقا خاضوا 76 مباراة على عدد من استادات مونديال قطر 2022، شكلوا خلالها أكبر حيز آمن من نوعه منذ ظهور الوباء، فيما يعرف باسم “الفقاعة الطبية”.

وتابعت اللجنة أنه كان من اللافت للانتباه خلال تلك المنافسات القارية والمحلية مدى التميز في تطبيق الإجراءات والتدابير الوقائية الصارمة مثل إلزام المشجعين وكافة المنظمين بإجراء فحص طبي للتأكد من خلوهم من الإصابة بفيروس كورونا المستجد حيث أٌجري نحو 40 ألفا و89 اختبارا للأفراد، هذا علاوة على توفير وسائل النقل الآمنة التي تضمن تطبيق مبدأ التباعد الاجتماعي، وتعقيم كافة مرافق البطولة بشكل دوري، بالإضافة إلى تواجد الطواقم الطبية في الاستادات للتدخل في الحالات الطبية الطارئة.

وشهد نهائي كأس الأمير الإعلان عن جاهزية استاد أحمد بن علي المونديالي، وفي هذا السياق أشاد ناصر الخاطر، الرئيس التنفيذي لبطولة كأس العالم لكرة القدم /قطر 2022/ بجهود كل من شارك في إنجاح الحدث وقال:” تتوج هذه الليلة جهود فريق متكامل عمل خلال الشهور الماضية دون كلل بالتعاون مع الشركاء لإنجاح استضافة دوري أبطال آسيا ونهائي كأس الأمير الذي شهد استمتاع آلاف المشجعين بحضوره بأمان.”

وأضاف الخاطر: “نتطلع خلال الأشهر القادمة لتنظيم المزيد من الفعاليات وفق أعلى مستويات الأمان والسلامة، وأن يتغلب العالم على تلك الجائحة في القريب العاجل، وأن تدب الحياة ثانية في عالم الرياضة التي لطالما استمتعنا بها.”

وقد شهدت منافسات دوري أبطال آسيا ونهائي كأس الأمير حضورا بارزا لعدد من قيادات الاتحادات العالمية والقارية، ومن بينهم السيد جياني إنفانتينو، رئيس الاتحاد الدولي لكرة القدم (فيفا) والذي أشاد بجهود الدوحة قائلا:” استطاعت قطر خلال الأشهر الثلاثة الماضية أن تثبت لعالم كرة القدم مدى جمال اللعبة وقدرتها على الاستمرارية ومشاركة الجماهير بها رغم ظروف الجائحة التي نواجهها جميعا.”

وأضاف إنفانتيو: “لقد وفقت بحضور نهائي كأس الأمير وشهدنا سوياً الإعلان عن جاهزية رابع استادات المونديال، وحضرت كذلك المباراة النهائية لدوري أبطال آسيا، ورأينا جميعا حضور ما يزيد على 10 آلاف مشجع في كلتا المباراتين، وتطبيق بروتوكولات الصحة والسلامة وما بذلته اللجنة المحلية المنظمة من جهود لضمان أن يستمتع المشجعون واللاعبون بمنافسات آمنة”، وأثنى على جهود الدوحة وقال:” لقد أرست قطر معايير جديدة لاستئناف النشاط الكروي في حقبة ما بعد الكورونا.”

وأعرب إنفانتينو على ما شهده خلال المنافسات عن تفاؤله بأن تقام بطولة كأس العالم لكرة القدم /قطر 2022/ في عالم “خال من فيروس كورونا المستجد”، وقال: “إن الأخبار المتداولة عن اللقاح الجديد تبعث فينا الأمل من جديد، ونثق أيضاً بأن البطولات الرياضية المقبلة التي ستنظمها قطر مثل كأس العالم للأندية لكرة القدم /قطر 2020/ المقرر انطلاقها في فبراير المقبل ستجرى منافساتها في أجواء آمنة تضمن سلامة اللاعبين والجماهير”.

وفي السياق ذاته، أشاد الشيخ سلمان بن إبراهيم آل خليفة، رئيس الاتحاد الآسيوي لكرة القدم، بجهود دولة قطر في استضافة البطولة الأبرز في القارة الآسيوية بعد توقفها جراء انتشار الجائحة، وقال:” بالنيابة عن أسرة كرة القدم الآسيوية والاتحاد الآسيوي لكرة القدم، أودّ أن أعبر عن عميق امتناننا للاتحاد القطري لكرة القدم والسلطات والهيئات القطرية وكافة الاتحادات الأعضاء والفرق المشاركة على نجاح استضافة دوري أبطال آسيا.”

وأكد رئيس الاتحاد الآسيوي أن هذه البطولة ما كانت لترى النور لولا تكاتف جهود كافة الأطراف المعنية، وقال: “لقد جسدت هذه البطولة بما لا يدع مجالاً للشك وحدة وتماسك وصمود الكرة الآسيوية واستعدادها للوقوف في وجه التحديات.”

كما أعرب الشيخ آل خليفة عن امتنانه لكافة الجهود التي تبذلها قطر استعداداً لاستضافة بطولة كأس العالم لكرة القدم /قطر 2022/، قائلا:” يجسد استضافة استاد أحمد بن علي كرابع استادات المونديال جاهزية خطوة أخرى ناجحة في الطريق نحو استضافة عرس كروي يستقطب إلى قطر العالم بأسره عام 2022.”

كما توجه بالشكر إلى الطاقم الطبي في قطر والأطباء ومقدمي الرعاية الصحية العاملين في الصفوف الأمامية الذين بذلوا جهداً كبيراً لضمان المحافظة على صحة وسلامة أجهزة الفرق والمنتخبات المشاركة.

كما حضر نهائي كأس أمير قطر، السيد ألكسندر تشيفرين، رئيس الاتحاد الأوروبي لكرة القدم، والذي تحدث عن أهمية ما بذلته قطر من جهود لتقديم نموذج يحتذى به في عودة كرة القدم على مستوى العالم.

وأشار تشيفرين إلى الضرر الكبير الذي لحق بكرة القدم هذا العام بسبب الجائحة، موضحا أن آثاره تجلَّت في مشاهدة المدرجات الخاوية أثناء المباريات وحرمان الجماهير من الاستمتاع بمتابعة الرياضة التي يحبونها. كما أعرب تشيفرين عن سعادته بحضور نهائي كأس الأمير، وتدشين رابع استادات كأس العالم، ورؤية الجماهير تهتف في المدرجات من جديد، واصفاً هذه اللحظة بأنها مميزة له على المستوى الشخصي ولكرة القدم في جميع أنحاء العالم.

وأضاف تشيفرين:” لقد نجحت قطر في استقبال هذه الجماهير استقبالاً آمنا بفضل ما فرضته من إجراءات وقائية للحماية من الفيروس. نرحب بهذه الإجراءات، وكلنا أمل بأن نرى الجماهير في المدرجات مجدداً في أقرب وقت.”

وأشاد تشيفرين بالبنية التحتية لمونديال قطر 2022 والتجربة المميزة التي سيحظى بها اللاعبون والمشجعون، قائلاً: ” مع بقاء أقل من عامين على انطلاق صافرة المونديال، نشعر جميعاً بالتفاؤل تجاه مونديال 2022 وبأننا سنرى نسخة مونديالية رائعة سيستمتع بها اللاعبون والمشجعون في عالم خال من كوفيد-19″.

من جهته، أعرب أليخاندرو دومينغيز، رئيس اتحاد أمريكا الجنوبية لكرة القدم، عن سعادته بحضور نهائي كأس الأمير، مثمناً الجهود التي بذلتها قطر لتوفير أجواء آمنة من أجل استئناف نشاط كرة القدم، حيث قال:” سعدت بحضوري نهائي كأس الأمير وتدشين رابع استادات مونديال قطر 2022. لقد اشتاق العالم إلى كرة القدم منذ بداية تفشي الوباء، لذا فإن الوجود داخل استاد تزدحم مدرجاته بعشرات الآلاف من الجماهير بشكل آمن يذكرنا جميعاً بدور الجماهير المهم في المباريات.”

وتوجه دومينغيز بالتهنئة لدولة قطر واللجنة المحلية المنظمة على استقبال الجماهير بشكل آمن، معربا عن أمله برؤية الاستادات مكتظة بالجماهير في القريب العاجل.

كما أبدى دومينغيز تطلعه لرؤية منتخبات أمريكا الجنوبية وهي تلعب في استادات قطر الرائعة في المونديال المقبل في غضون عامين، معرباً عن تفاؤله بأن مونديال 2022 سيكون مناسبة يحتفل فيها الجميع بكرة القدم والوحدة الإنسانية.

ونيابة عن الاتحاد الإفريقي لكرة القدم، تحدث داني جوردان، رئيس الاتحاد الجنوب إفريقي، عن النجاح التنظيمي لمباراتي نهائي كأس الأمير ونهائي دوري أبطال آسيا، معربا عن إعجابه بكيفية التعامل مع الجماهير في الاستادات والالتزام التام بإجراءات السلامة للحماية من فيروس كورونا المستجد.

وقال جوردان: “لقد وضعت قطر نموذجا يحتذى على مستوى العودة الآمنة للجماهير بأعداد غفيرة في ظل الظروف غير المسبوقة التي نعيشها. إن الدروس المستفادة من هذا التنظيم ستساعدنا جميعاً في إعادة الجماهير إلى المدرجات في أقرب وقت ممكن للاستمتاع بشغف الساحرة المستديرة”.

بدوره، أعرب فيكتور مونتالياني، نائب رئيس الاتحاد الدولي لكرة القدم (فيفا)، ورئيس اتحاد أمريكا الشمالية والوسطى ودول الكاريبي “الكونكاكاف” لكرة القدم، عن تهانيه للجنة العليا للمشاريع والإرث والاتحاد القطري لكرة القدم على الإعلان عن جاهزية استاد أحمد بن علي المونديالي.

وأكد مونتاليني على أن عزيمة من يعمل في تنظيم مونديال قطر يبرهن على ما ستكون البطولة عليه من روعة خلال عام 2022، وتابع قائلاً: “أهنئ دولة قطر والاتحاد الآسيوي لكرة القدم والقائمين على الشأن الرياضي على ما قدموه من إجراءات صارمة للوقاية من فيروس كورونا المستجد خلال الأشهر القليلة الماضية، فبفضل عملهم الجاد، عادت الحياة للكرة الآسيوية بأمان وثقة، بما يخدم عشاق كرة القدم في المنطقة والعالم.

وفي سياق متصل، تحدث العديد من نجوم كرة القدم السابقين عن أهمية الحضور الجماهيري بشكل آمن خلال نهائي كأس الأمير في استاد أحمد بن علي الذي سيستضيف مباريات من مرحلة المجموعات وحتى الدور الستة عشر خلال المونديال، إذ قال محمد أبو تريكة، أحد أبرز نجوم الكرة الإفريقية، وسفير اللجنة العليا للمشاريع والإرث: “إن اللعب أمام جمهور يمثل كل شيء للاعب. عندما تسمع الجماهير تتغنى باسمك في الملعب، تدرك أنك ستظل خالداً في ذاكرتها للأبد.”

أما صامويل إيتو، سفير اللجنة العليا والذي سبق له المشاركة في كأس العالم 4 مرات، فأشاد بالجهود التي بذلها المنظمون من أجل توفير أجواء آمنة تسمح بعودة الجماهير إلى مدرجات الاستادات، قائلاً:” لقد تعاملت قطر مع الموقف بجدية بالغة وطبقت مجموعة من الإجراءات الصارمة لتسمح بحضور الجماهير للمباريات بشكل آمن”.

يشار إلى أن قطر تستعد حالياً لاستضافة بطولة كأس العالم للأندية لكرة القدم /قطر 2020/ في الفترة من 1 إلى 11 فبراير بعد أن أدى تفشي وباء (كوفيد-19) إلى تأجيلها.
