Al Thawadi: Preparations for World Cup Qatar 2022 Going According Specified Timetables

Doha: HE Secretary-General of the Supreme Committee for Delivery & Legacy (SC) Hassan Al Thawadi affirmed that the anniversary of Sheikh Jassim bin Mohammed bin Thani assuming the country’s reins is a dear occasion to all Qataris because it carries with it great connotations, the most prominent of which are laying the foundations for the progress of the modern State of Qatar, leading its people towards unity and laying down the principles that have become a beacon on which we have been pursuing until today, a matter which made the State of Qatar win the praise of the world.

In exclusive remarks to Qatar News Agency (QNA) on the occasion of the National Day of the State of Qatar, Al Thawadi said every year we renew in this glorious anniversary, the Day of Glory, Loyalty and Pride, loyalty and belonging to our beloved country under the leadership of HH the Amir Sheikh Tamim bin Hamad Al-Thani.

On this glorious annual occasion, we also invoke the spirit of hard work and diligence, and true patriotism represented in deeds and not words. The Day is an opportunity for all who live in the State of Qatar, citizens and residents to express their appreciation and gratitude to the first generations who laid the foundations for our renaissance, and to motivate the current generations to continue the path towards prosperity and advancing the future generations, so that Qatar becomes a beacon that guides all those with determination and opinion, he continued.

He highlighted the values of loyalty and solidarity among all, adding that the late founder consolidated the values that turned Qataris into one society that supports each other, especially during difficult times. In 2020, the crisis of the novel Coronavirus (COVID-19) affected the whole world. The young leadership of the State of Qatar demonstrated its ability and preparations in addressing the crisis and adapting to it by planning and coordinating response between all parties, and cooperation between all spectrums of society, until we overcome the crisis together, as we did in other crises that preceded it during the past years.

He stressed that the preparations for the FIFA World Cup Qatar 2022 are progressing according to the specified timetables despite the COVID-19 pandemic, as they have implemented strict health and safety protocols to protect workers from the virus, adding that more than 90 percent of infrastructure projects were completed more than two years before the start of the tournament.

HE Al Thawadi explained that this year’s National Day coincides with the announcement that the fourth World Cup stadium is ready, two years before the start of the FIFA World Cup Qatar 2022, to celebrate on this glorious national occasion the progress made in the level of the State’s preparations and the continuous achievements in the tasks related to hosting the event, which will be held for the first time in the Arab world and the Middle East.

Last June, the State of Qatar officially announced the readiness of the Education City Stadium, during a special digital event as a tribute to frontline healthcare workers during the COVID-19 pandemic, marking the readiness of the third FIFA World Cup venue after Al Janoub and Khalifa International Stadiums, making the completion rate of the tournament’s infrastructure reach 90 percent. All stadiums will be completed a year before the start of the tournament, he said.

In this regard, he pointed out that the Gulf Organization for Research & Development (GORD) has granted Al-Rayyan Stadium the Global Sustainability Assessment System (GSAS) awards: GSAS Design & Build (five stars), GSAS Construction Management Class A* and GSAS Seasonal Energy Efficiency Ratio. Al Bayt Stadium received GSAS certificate in relation to the stadiums sustainability.

Regrading sustainability, he said the SC in partnership with FIFA began to develop and implement the event’s Sustainability Strategy – the first of its kind in the championship’s history. The associated policy applies to all functional areas and projects involved in the preparations for and staging of the tournament, in addition to post-event activities. Five sustainability commitments have been defined: to develop human capital and safeguard workers’ rights; to provide an inclusive tournament experience; to catalyze economic development; to deliver innovative environmental solutions; and to set an example of good governance and ethical business practices.

Regarding Vocational Safety, he said the SC received special recognition for its Workers Welfare program from the Ministry of Municipality & Environment, and Al Thumama Stadium achieved a significant milestone by becoming the latest FIFA World Cup Qatar 2022 project site to reach 20 million working hours without a lost time injury. The major milestone was reached thanks to rigorous health and safety standards implemented by the SC.

HE Secretary-General of the Supreme Committee for Delivery & Legacy (SC) Hassan Al Thawadi added that they have also witnessed a number of important announcements on the road to the start of the first match of the World Cup, including the disclosure of the schedule of the World Cup matches and the date of the opening match at Al-Bayt Stadium, as well as the launch of a strategic partnership between the Qatar Football Association and the SC with the Confederation of North, Central America and Caribbean Association Football (CONCACAF), which includes providing long-term programs within football activities for development across the region, and the participation of the Qatari team in the 2021 and 2023 editions of the CONCACAF Gold Cup, the most important tournament in that region.

He noted that in terms of the tournament’s organizational readiness, FIFA and the State of Qatar announced the hosting of the FIFA Arab Cup 2021, which will be held at the end of 2021, as well as the Club World Cup in February of the same year, in addition to the successful hosting of the AFC Champions League for East and West zones, leading to the final match. All of which, he said, are in the interest of testing our operational readiness of stadiums before the start of the World Cup in a way that contributes to the continuous improvement of our plans, and confirms the confidence of FIFA and the continental federations in our organizational capabilities, especially as the State of Qatar shifts its interest from building infrastructure to strengthening planning for operational operations and the experience of fans in order to reach the highest possible degree of quality.

HE Al Thawadi touched on the efforts made by the SC to confront the COVID-19 pandemic, saying the committee has taken all necessary measures to protect workers from the risk of infection with the COVID-19 in accordance with the preventive measures approved by the Ministry of Public Health (MOPH). He said that they have benefited from their widespread medical clinics in all construction sites and workers’ accommodation in implementing many measures to prevent the virus, adding work rates have slowed slightly since the beginning of the COVID-19 pandemic in our concern for the health and safety of each of our workers, but this did not affect in any way the schedule and preparations for the World Cup in general.

HE Al Thawadi said that they have reconsidered their emergency plans, and they were keen to amend them to ensure readiness and preparedness in the event of a prolonged epidemic, pointing out that Qatar’s hosting of a number of international tournaments recently contributed to refining their knowledge and practical experience of how to organize a huge sporting event in a successful and safe manner during the outbreak of epidemics. During these tournaments, we applied the concept of the health isolation department, which included rigorous tests for all staff to monitor any positive case promptly, provide field medical care for them and constantly cleanse all tournament facilities. Thanks to these tournaments, the State of Qatar was able to test the readiness of the world cup facilities and the logistical tasks related to the teams in stadiums, hotels and training sites, and we are optimistic that this epidemic will not affect Qatar’s hosting of the World Cup, which will be held within two years, he added.

He stressed that during the past years, and especially during the last year, the wise Qatari leadership under HH the Amir Sheikh Tamim bin Hamad Al-Thani, demonstrated flexibility in dealing with various political, economic and health challenges that emerged with the spread of the epidemic at the beginning of the year. Last year proved the success of the Qatari leadership’s insight to invest in health infrastructure and solid plans to deal with crises, and the Qatari leadership with the solidity of its position and its firm adherence to its principles dispelled attempts to question the capabilities of the State of Qatar to continue the development process, at times when crises plague the economies of countries around the world.

The State of Qatar surpassed these challenges with great wisdom, he said, adding that it overcame them in record time thanks to the wise vision of Qatari leadership, which transformed challenges into achievements by finding alternative opportunities and ideal solutions, enhancing national development opportunities, relying on local capabilities to enhance opportunities for sustainable development, diversifying the Qatari economy, and achieving prosperity for citizens and residents of this good country.

الدوحة: أكد سعادة السيد حسن الذوادي الأمين العام للجنة العليا للمشاريع والإرث أن ذكرى تولي الشيخ جاسم بن محمد بن ثاني “طيب الله ثراه” مقاليد الحكم في البلاد تُعد ذكرى عزيزة على نفوس القطريين جميعاً لما تحمل في طياتها من دلالات عظيمة أبرزها إرساء دعائم نهضة دولة قطر الحديثة، وقيادة شعبها نحو وحدة الصف، ووضع المبادئ التي أضحت نبراساً نسير عليه حتى يومنا هذا، إلى أن أضحت دولة قطر يشار إليها بالبنان حول العالم.

وقال الذوادي ،في تصريح لوكالة الأنباء القطرية /قنا/ بمناسبة اليوم الوطني للدولة، في كل عام ، نجدد في هذه الذكرى المجيدة ، يوم العزة والولاء والفخر، مواثيق الولاء والانتماء لبلادنا الحبيبة تحت قيادة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله “.

وتابع : “كما نستحضر في هذه المناسبة السنوية الجليلة روح العمل الدؤوب والجاد ، والوطنية الحقة الممثلة في الأفعال لا الأقوال ، وهي فرصة لكل من يعيش على أرض دولة قطر من مواطنين ومقيمين للتعبير عن تقديرهم وامتنانهم لأجيال الأولين الذين أرسوا دعائم نهضتنا، وتحفيز الأجيال الحالية على مواصلة المسير نحو العلا ، والرقي بمستقبل الأجيال القادمة ، لتصير قطر منارة يسترشد بها كل ذي عزيمة ورأي”.

وأضاف أن قيمة الولاء في معناها الحقيقي تعني النصرة بمفهومها الواسع ، وهي لا تتأتى إلا بالتكاتف بين الجميع ، وقد رسخ المؤسس ، رحمه الله ، قيماً حولت المجتمع القطري لنسيج واحد يشد أزر بعضه بعضا، لا سيما في أوقات التحديات الجسام ، وعهدنا في دولة قطر قيادة وشعبا أن الفعل أصدق أنباء من القول ، هكذا دأبت الأجيال على مواجهة كافة التحديات ، ففي العام 2020 أربكت أزمة انتشار فيروس كورونا المستجد حسابات العالم بأسره ، وتجلت هنا قدرة الشعوب ومرونتها على التكيف مع ذلك التحدي ، وأثبتت قيادة دولة قطر الشابة قدرتها واستعداداتها على مواجهة الأزمة والتكيف معها – بفضل الله – ثم التخطيط والاستجابة المنسقة بين كافة الأطراف ، والتعاون بين جميع أطياف المجتمع ، حتى نجتاز الأزمة سويا ً، كما اجتزنا ما سبقها من أزمات خلال الأعوام الماضية.

وأكد أن الاستعدادات لبطولة كأس العالم FIFA قطر 2022 تسير وفق الجداول الزمنية المحددة بالرغم من جائحة كوفيد-19 ، حيث قمنا بتطبيق بروتوكولات صارمة للصحة والسلامة لحماية العمال من الفيروس. واكتمل ما يزيد عن 90% من مشاريع البنية التحتية قبل ما يزيد عن عامين من انطلاق البطولة.

وأوضح سعادة السيد حسن الذوادي أن اليوم الوطني هذا العام يصادف الإعلان عن جاهزية الاستاد الرابع من استادات المونديال في الوقت الذي يفصلنا فيه عامان على انطلاق بطولة كأس العالم FIFA قطر 2022 ، لنحتفي في تلك المناسبة الوطنية الجليلة بالتقدم المحرز على مستوى استعدادات الدولة والإنجازات المتواصلة في المهام المتعلقة باستضافة البطولة التي ستقام لأول مرة في العالم العربي والشرق الأوسط.

كما أعلنت دولة قطر رسمياً في شهر يونيو الماضي عن جاهزية استاد المدينة التعليمية، وذلك خلال تغطية رقمية خاصة جاءت احتفاء بالعاملين في الصفوف الأمامية لمكافحة الوباء، ليصبح ثالث الاستادات المونديالية جهوزية في بالترتيب بعد استاد خليفة الدولي، واستاد الجنوب، لتصل نسبة اكتمال البنية التحتية للبطولة بنسبة 90%، على أن تكتمل جميع الاستادات قبل انطلاق البطولة بأكثر من عام.

وأشار سعادته في هذا الصدد إلى منح المنظمة الخليجية للبحث والتطوير “جورد” استاد الريان شهادات “جي ساس” في التصميم والبناء بمستوى أربع نجوم، وفي إدارة التشييد من الفئة (أ*)، وفي نسبة كفاءة الطاقة الموسمية، بالإضافة إلى حصول استاد المدينة التعليمية واستاد البيت على شهادة من فئة الخمس نجوم في مجال الاستدامة من المنظمة ذاتها.

وتابع أنه على صعيد الاستدامة، أطلقت اللجنة العليا للمشاريع والإرث بالشراكة مع الاتحاد الدولي لكرة القدم (فيفا) وبطولة كأس العالم فيفا قطر ذ.م.م استراتيجية الاستدامة المشتركة للمونديال، الأولى من نوعها في تاريخ البطولة. وتنطبق الاستراتيجية على جميع المجالات والمشاريع الوظيفية المندرجة في إطار الأعمال التحضيرية للبطولة وإقامتها بالإضافة إلى أنشطة ما بعد الحدث، حيث تم تحديد خمسة التزامات تتعلق بالاستدامة تشمل تحفيز النمو الاقتصادي، وتقديم حلول بيئية مبتكرة، وتقديم تجربة شاملة على مستوى البطولة، وبناء كفاءات بشرية وحماية حقوق العمال، وتحفيز وإرساء نموذج للحوكمة الرشيدة والممارسات التجارية الأخلاقية.

وأما فيما يتعلق بالسلامة المهنية ، فقد حصلت اللجنة العليا على جائزة التميز في السلامة المهنية لعام 2020 المقدمة من وزارة البلدية والبيئة، وسجل استاد الثمامة المونديالي 20 مليون ساعة عمل آمنة في إنجاز يدل على مدى التزام اللجنة العليا في مشاريعها بكافة الإجراءات التي تضمن سلامة العمال.

وقال سعادة السيد حسن الذوادي الأمين العام للجنة العليا للمشاريع والإرث : شهدنا كذلك عدداً من الإعلانات الهامة على صعيد رحلة الوصول لضربة بداية المباراة الأولى للمونديال منها الكشف عن جدول مباريات كأس العالم وموعد مباراة الافتتاح على استاد البيت، وكذلك إطلاق شراكة استراتيجية ما بين الاتحاد القطري لكرة القدم واللجنة العليا للمشاريع والإرث مع اتحاد أمريكا الشمالية والوسطى والكاريبي لكرة القدم (الكونكاكاف) تشمل تقديم برامج طويلة الأجل ضمن أنشطة كرة القدم من أجل التنمية في أنحاء المنطقة، ومشاركة المنتخب القطري في نسختي 2021 و2023 من كأس الكونكاكاف الذهبية، البطولة الأهم على مستوى تلك المنطقة.

ونوه بأنه على صعيد الجاهزية التنظيمية للبطولة، أعلنت الفيفا ودولة قطر عن استضافة بطولة كأس العرب FIFA 2021 التي تبدأ منافساتها أواخر العام 2021، وكذلك كأس العالم للأندية في فبراير من العام ذاته، علاوة على الاستضافة الناجحة لمنافسات دوري أبطال آسيا لأندية الشرق والغرب وصولا للمباراة النهائية، وكلها تصب في صالح اختبار جاهزيتنا التشغيلية للاستادات قبل انطلاق المونديال بما يسهم في التحسين المستمر لخططنا، وتأكيد على ثقة الفيفا والاتحادات القارية في قدراتنا التنظيمية، وخاصة مع تحوّل دولة قطر لاهتمامها من تشييد البنية التحتية إلى تعزيز التخطيط للعمليات التشغيلية وتجربة المشجعين لكي يصلا إلى أعلى درجة ممكنة من الجودة.

وتطرق سعادة السيد حسن الذوادي إلى الجهود التي بذلتها اللجنة العليا للمشاريع والإرث لمواجهة جائحة كوفيد-19 قائلا : اتخذت اللجنة كافة الإجراءات الضرورية لحماية العمال وفق التدابير الوقائية التي أقرتها وزارة الصحة العامة للحماية من خطر الإصابة بفيروس كوفيد-19 ، وقد استفدنا من عياداتنا الطبية المنتشرة في جميع مواقع البناء وأماكن إقامة العمال في تنفيذ العديد من الإجراءات للوقاية من الفيروس ، كما تباطأت معدلات العمل قليلًا منذ بداية جائحة كوفيد-19، حرصًا منا على صحة وسلامة كل فرد من عمَّالنا، غير أن هذا لم يؤثر بأي شكل على الجدول الزمني والاستعدادات لبطولة كأس العالم بوجه عام.

وأضاف : وقد أعدنا النظر في خططنا الخاصة بالطوارئ، وحرصنا على تعديلها لنضمن جاهزيتنا واستعدادنا في حال طالت فترة الوباء ، وقد أسهمت استضافة دولة قطر لعدد من البطولات الدولية مؤخرًا في صقل معرفتنا وخبرتنا العملية بكيفية تنظيم حدث رياضي ضخم بشكل ناجح وآمن خلال تفشي الأوبئة. وقد طبقنا خلال هذه البطولات مفهوم دائرة العزل الطبية، وشمل ذلك إجراء اختبارات صارمة لجميع طاقم العمل لرصد أي حالة إيجابية على وجه السرعة، وتوفير الرعاية الطبية الميدانية لهم وتطهير جميع مرافق البطولة باستمرار ، وبفضل هذه البطولات، تمكنت دولة قطر من اختبار جاهزية مرافق بطولة كأس العالم والمهام اللوجستية المتعلقة بالفرق في الاستادات والفنادق ومواقع التدريب، ونحن متفائلون بأن هذا الوباء لن يؤثر على استضافة قطر لبطولة كأس العالم التي تُقام في غضون عامين.

وشدد الأمين العام للجنة العليا للمشاريع والإرث على أنه خلال السنوات الماضية، وبالأخص خلال العام الماضي، أثبتت القيادة القطرية الرشيدة تحت لواء حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، حفظه الله، مرونة في التعامل مع مختلف التحديات السياسية منها والاقتصادية، والصحية التي استجدت بانتشار الوباء مع مطلع العام ، ولقد أثبت العام الماضي النظرة الثاقبة للقيادة القطرية للاستثمار في البنية التحتية الصحية، والخطط المحكمة للتعامل مع الأزمات، وبددت القيادة القطرية بصلابة موقفها وتمسكها الراسخ بمبادئها أية محاولات للتشكيك في قدرات دولة قطر على مواصلة مسيرة التنمية، في أوقات تعصف فيها الأزمات باقتصادات الدول حول العالم .

وقال إن “دولة قطر تجاوزت هذه التحديات بحكمة كبيرة، وتغلبنا عليها في وقت قياسي بفضل الرؤية الرشيدة لقيادتنا والتي حولت التحديات الى إنجازات عن طريق إيجاد الفرص البديلة والحلول المثالية، وتعزيز فرص التنمية الوطنية، والاعتماد على القدرات المحلية بما يعزز فرص التنمية المستدامة، وتنويع الاقتصاد القطري، وتحقيق الرفاه للمواطنين والمقيمين على أرض هذا البلد الطيب”.
