2021 Budget Reflects Strength of Qatar’s Economy

Doha: Qatari newspapers affirmed that the State general budget for the fiscal year 2021, which was approved yesterday by HH the Amir Sheikh Tamim bin Hamad Al-Thani, reflects the strength of Qatar’s economy and affirms the State’s keenness on investing in people.

The newspapers, in their editorials, said that the State will maintain, through its new budget, the strong and accelerating growth of its economy as well as maintain the development of its major projects.

In its editorial, Al-Raya newspaper stated that the general budget of the State of Qatar for the fiscal year 2021 came to enhance the comprehensive development process in the country, which reflects the State’s commitment to implementing development projects in all sectors within Sustainable Development Plan 2018-2022.

The daily said that the new budget, which was announced in conjunction with the country’s celebrations of the National Day, reflects the strength of the Qatar’s economy despite the Coronavirus (Covid-19) pandemic and its repercussions related to precautionary measures against the outbreak of the virus, as it includes, apart from continuing spending on major projects, allocating large sums to education and health projects, the two sectors to which the wise leadership always pay attention.

In this regard, Al-Raya indicated that the allocation of large sums to education and health projects (QR 17.4 billion for education and QR 16.5 billion for health) highlights the State’s keenness on investing in people and qualifying youth for the future to continue achievements, instilling and developing the values of the founder in the coming generations.

It added that the State of Qatar, which is moving ahead towards the future with pride, dignity and achievements that dazzled the world, attaches great importance to the human being as the main engine of the successful sustainable development process by increasing spending on education, scientific research and healthcare, as well as expanding entrepreneurial projects that have direct impacts on Qatari society.

The newspaper praised the general budget’s allocation of an amount of QR 72.1 billion for the main projects. These included new projects, as well as continuing work on developmental projects in different sectors and those related to hosting the World Cup 2022. That is in addition to what is allocated to develop citizens’ land and the expenditures related to implementing the infrastructure projects.

The newspaper concluded by noting that the new budget is a good indicator to promote development, increase production and achieve the Qatar National Vision 2030, as it affirms the State’s commitment to developing citizens’ lands, supporting food security projects, supporting the process of economic diversification and promoting economic growth by increasing allocations for major projects in the new budget, which also confirms the State’s continued commitment to providing the necessary financial allocations to complete major projects in the health, education, transportation and other sectors, in addition to the projects associated with hosting the 2022 World Cup.

In its editorial, Al-Sharq newspaper said that the State general budget for the fiscal year 2021, which was approved yesterday by HH the Amir Sheikh Tamim bin Hamad Al-Thani with total revenue estimates of QR160.1 billion, confirms the leadership of the State of Qatar.

The newspaper explained that this leadership is evident in the adoption of financial and investment policies that balance the implementation of major projects that achieve the goals of the Qatar National Vision 2030, ensure the continued growth of all economic sectors, overcome the repercussions of the Coronavirus (Covid-19) pandemic, and continue providing basic services to citizens of the highest quality, especially in vital sectors such as health and education.

It added that the budget which is based on oil price assumption of $40 per barrel reflects the State’s continued policy of conservative revenue estimation to maintain a fiscal balance and minimize the impact of the fluctuation in energy prices on the State Budget, which experts said that it will be positively reflected in achieving a surplus, given the expected rise in energy prices during 2021, as oil prices are expected to reach $60 per barrel, while the State of Qatar is able towill cover the projected deficit from available resources or through issuing debt instruments in the domestic and international financial markets, if needed.

The newspaper pointed out that this expected budget deficit is the lowest in the world despite the great challenges posed by the Coronavirus pandemic on the economies of various countries, and there is no doubt that the synergies between the various sectors of the State during the pandemic period had a great impact on coming out with this historic budget that will make all Qatar’s projects completed next year.

Al-Sharq concluded its editorial by saying that Qatar will maintain, through its new budget, the strong and accelerating growth of its economy, as well as the development of its major projects, as an amount of QR 72.1 billion has been allocated to major projects out of the total budget expenditures that confirm the strength of the Qatari economy in a world fraught with challenges. 

Al-Watan newspaper, in its editorial, affirmed that the State of Qatar continues to pay attention to people and invest in them by focusing on the education and health sectors in the State general budget for the fiscal year 2021, which HH the Amir Sheikh Tamim bin Hamad Al-Thani issued Law No. 22 of 2020, approving it.

The newspaper pointed out that this interest and investment in people is clearly evident as the State budget for the fiscal year 2021 allocated to the education sector about QR 17.4 billion, part of which was allocated for the expansion and development of schools and educational institutions, in addition to allocating an amount of QR 16.5 billion to the health sector, including more important projects in the field of healthcare development and expansion of approved medical and health facilities for the coming year.

Al-Watan praised the allocation of an amount of QR72.1 billion for major projects in the 2021 Budget. This includes allocation for new projects along with on-going development projects in various sectors and those related to hosting the 2022 World Cup. This also include allocations for citizens’ land development projects and related infrastructure.

Concluding its editorial, the daily noted the announcement by HE Minister of Finance Ali Shareef Al Emadi that total revenue estimates for the 2021 state budget were QR 160.1 billion and that that revenue in the 2021 State Budget is based on a conservative average oil price assumption of $40 per barrel, adding this reflects a continued policy of conservative revenue estimation to maintain a fiscal balance and minimize the impact of the fluctuation in energy prices on the State Budget.

الدوحة: أكدت الصحف القطرية، الناطقة باللغة العربية، أن الموازنة العامة للدولة للسنة المالية 2021، التي اعتمدها أمس، حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، تعكس قوة اقتصاد دولة قطر، وتؤكد حرص الدولة على الاستثمار في الإنسان.

وقالت تلك الصحف الصادرة اليوم، في افتتاحياتها، إن الدولة ستحافظ، عبر موازنتها الجديدة على نمو اقتصادها القوي والمتسارع، كما ستحافظ على تنمية وتطوير مشاريعها الكبرى.

وفي هذا السياق، أوضحت صحيفة /الراية/ في افتتاحيتها بعنوان: /موازنة 2021 تعكس قوة اقتصادنا/، أن الموازنة العامة لدولة قطر للسنة المالية 2021، جاءت لتعزيز مسيرة التنمية الشاملة في البلاد، الأمر الذي يعكس التزام الدولة بتنفيذ المشاريع التنموية في كافة القطاعات ضمن خطة التنمية المستدامة 2018 – 2022.

وقالت إن الموازنة الجديدة التي جاء الإعلان عنها بالتزامن مع احتفالات البلاد باليوم الوطني، تعكس قوة الاقتصاد القطري بالرغم من جائحة كورونا /كوفيد – 19/ وتداعياتها المرتبطة بالإجراءات الاحترازية ضد تفشي الفيروس، حيث تتضمن عدا عن استمرار الإنفاق على المشروعات الرئيسية، تخصيص مبالغ كبيرة لمشروعات التعليم والصحة، وهما القطاعان اللذان يستحوذان دائما على اهتمام القيادة الحكيمة.

وأشارت /الراية/ في هذا الصدد إلى أن تخصيص مبالغ كبيرة لمشروعات التعليم والصحة (17.4 مليار ريال للأول، و16.5 مليار ريال للثاني)، يبرز حرص الدولة على الاستثمار في الإنسان وتأهيل الشباب ليكونوا نواة المستقبل لمواصلة الإنجازات، وغرس وتنمية قيم المؤسس في الأجيال القادمة.

وأضافت أن “دولة قطر التي تسير نحو المستقبل بعزة وشموخ وإنجازاتها أبهرت العالم، تولي الإنسان أهمية كبرى بصفته المحرك الأساسي لمسيرة التنمية المستدامة الناجحة، من خلال زيادة الإنفاق على التعليم والبحث العلمي والرعاية الصحية، وكذلك التوسع في المشاريع الريادية التي تنعكس آثارها بشكل مباشر على المجتمع القطري”.

وأشادت الصحيفة بتخصيص الموازنة العامة، مبلغ 72.1 مليار ريال للمشروعات الرئيسية التي تشمل إضافة مشروعات جديدة، مع استمرار العمل على إتمام مشاريع الدولة التنموية في مختلف القطاعات ومنها تلك المتعلقة باستضافة كأس العالم لكرة القدم 2022، بالإضافة إلى مخصصات تطوير أراضي المواطنين، وما يصاحب ذلك من مصروفات مرتبطة بتنفيذ مشروعات البنية التحتية.

واختتمت الصحيفة بالإشارة إلى أن الموازنة الجديدة مؤشر خير لتعزيز التنمية وزيادة الإنتاج وتحقيق رؤية قطر الوطنية 2030، حيث تؤكد التزام الدولة بتطوير أراضي المواطنين ودعم مشاريع الأمن الغذائي، ودعم عملية التنويع الاقتصادي وتعزيز النمو الاقتصادي، من خلال ارتفاع مخصصات المشروعات الرئيسية في الموازنة الجديدة، الأمر الذي يؤكد أيضا استمرار التزام الدولة بتوفير المخصصات المالية اللازمة لاستكمال المشاريع الرئيسية في قطاعات الصحة والتعليم والمواصلات وغيرها، بالإضافة إلى المشاريع المرتبطة باستضافة كأس العالم 2022.

من جانبها، قالت صحيفة /الشرق/، في افتتاحيتها التي حملت عنوان: /موازنة تؤكد ريادة قطر/، إن الموازنة العامة للدولة للسنة المالية 2021، التي اعتمدها حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، أمس، بتقديرات إجمالية للإيرادات تبلغ 160.1 مليار ريال، تؤكد ريادة دولة قطر.

وأوضحت الصحيفة أن هذه الريادة تتجلى في تبني سياسات مالية واستثمارية توازن بين تنفيذ المشاريع الكبرى التي تحقق أهداف رؤية قطر الوطنية 2030، وتضمن استمرار نمو كافة القطاعات الاقتصادية وتجاوزها لتداعيات جائحة كورونا /كوفيد – 19/، والاستمرار في توفير الخدمات الأساسية للمواطنين وبأعلى مستويات الجودة، لاسيما في القطاعات الحيوية كالصحة والتعليم.

وأضافت أن تقديرات أسعار النفط التي بُنيت عليها الموازنة عند مستوى 40 دولاراً للبرميل، تعكس استمرار الدولة في تبني سياسة متحفظة في تقدير الإيرادات للحفاظ على التوازن المالي والحد من آثار تقلبات أسعار النفط على أداء الموازنة العامة للدولة، وهو ما أكد الخبراء أنه سينعكس إيجابا لتحقيق فائض مالي، بالنظر إلى الارتفاع المتوقع لأسعار الطاقة خلال عام 2021، حيث يتوقع أن تصل أسعار النفط إلى 60 دولارا للبرميل، في حين أن دولة قطر قادرة على تغطية العجز المتوقع في الميزانية الذي يقدر بمبلغ 34.6 مليار ريال، من خلال الأرصدة النقدية المتاحة أو من خلال إصدار أدوات الدين المحلية والخارجية إذا دعت الحاجة لذلك.

وأشارت الصحيفة إلى أن هذا العجز المتوقع في الميزانية هو الأقل عالميا رغم التحديات الكبيرة التي فرضتها جائحة كورونا على اقتصادات مختلف البلدان، و”لاشك أن التآزر بين مختلف قطاعات الدولة خلال فترة الجائحة كان له الأثر الكبير في الخروج بهذه الموازنة التاريخية التي ستجعل كافة مشاريع قطر مكتملة في العام المقبل”.

واختتمت /الشرق/ افتتاحيتها بالقول إن قطر ستحافظ عبر موازنتها الجديدة على نمو اقتصادها القوي والمتسارع، كما ستحافظ على تنمية وتطوير مشاريعها الكبرى، حيث تم تخصيص مبلغ 72.1 مليار ريال للمشروعات الرئيسية من إجمالي مصروفات الموازنة التي تؤكد قوة الاقتصاد القطري في عالم يموج بالتحديات.

وأشارت الصحيفة إلى أن هذا الاهتمام بالإنسان والاستثمار فيه، يظهر بوضوح في تخصيص الموازنة العامة للدولة للسنة المالية 2021، مخصصات لقطاع التعليم بنحو 17.4 مليار ريال، تم تخصيص جزء منها لتوسعة وتطوير المدارس والمؤسسات التعليمية، إضافة إلى تخصيص مبلغ 16.5 مليار ريال لقطاع الصحة، تتضمن المزيد من المشاريع المهمة في مجال تطوير الرعاية الصحية وتوسعة المنشآت الطبية والصحية المعتمدة للعام القادم.
