Qatar, Tunisia Enjoy Close Fraternal Relations, Common Goals and Aspirations

Doha: Under the framework of the distinguished relations between Qatar and Tunisia, HE President of the sisterly Republic of Tunisia Kais Saied begins a state visit to the country today, at the invitation of HH the Amir Sheikh Tamim bin Hamad Al-Thani.

HH the Amir and HE the Tunisian President will discuss at the Amiri Diwan on Sunday the bilateral relations and the means of enhancing and developing them, in addition to issues of joint interest.

The Tunisian president’s visit reflects Qatar’s position on the Tunisian diplomacy map, as it was his first visit to the State of Qatar since he took office in October last year. The visit also reflects the importance of the role that the State of Qatar and its wise leadership play in its Arab and international surroundings at all levels, especially political and economic. It reaffirms that the State of Qatar has successfully overcome all the obstacles that aimed to isolate it and cut the lines of communication between it and its Arab friends. The visit shows that addressing the Coronavirus pandemic, which is a concern of various countries of the world, does not prevent the State of Qatar from carrying out its national and humanitarian role towards friends at all times and everywhere.

It is certain that the meeting is a good opportunity to review what the two countries have accomplished and what they aspire to in the way of upgrading cooperation and coordination in all fields to serve the interests and aspirations of their peoples. The meeting will constitute a shift and add to the balance of the strong fraternal relations existing between the two countries and enhance coordination and mutual understanding between the leaderships towards the future and prospects of bilateral relations and their advancement, and towards various current Arab, regional and international issues, in a way that contributes to supporting Arab issues and rights, strengthening joint Arab action, and maintaining security, peace and stability in the region, especially since Tunisia is the only Arab member currently at the UN Security Council.

The State of Qatar and the Republic of Tunisia have close historical relations distinguished in many fields. Qatar stood by the Tunisian people and their revolution since the beginning until it achieved its goals. HH, the Amir was the second leader to visit Tunisia since Kais Saied assuming his duty as president, and that was the fourth visit of HH the Amir to Tunisia in four years.

The State of Qatar has maintained its position as one of the most important investors in Tunisia and as one of its most important financial and economic partners, as Tunisia hosted an international investment conference “Tunisia 2020”, which came at the initiative of HH the Amir. HH the Amir attendance of this important event had a great impact on giving a new impetus to the relations between the two countries, especially on the economic and investment side. HH the Amir announced before the opening session of the conference, that the State of Qatar would direct an amount of USD 1,250,000,000 in support of the Tunisian economy, and to strengthen and to consolidate its development path. 

The State of Qatar also provided a deposit of USD 500 million to support Tunisia’s hard currency reserves, preceded by a loan of USD 500 million, through subscribing to bonds to help the government achieve development in the interior regions.

Last May, Tunisia received medical aid from Qatar to confront Coronavirus pandemic, including a field hospital equipped with 100 beds, and a shipment of medical aid weighing 10 tons.

The economic relations between the two countries have witnessed a great boom in recent years, as trade exchanges between the two countries and Tunisian agricultural exports to the Qatari market have doubled, and the Qatari private sector participates in the Tunisian economic cycle through large investments in vital sectors.

The Qatar Friendship Fund (QFF), the Qatar Fund for Development, and Silatech Foundation contribute to financing many development projects in Tunisia, especially those that employ the youth.

It is not a coincidence that the only office of the Tunisian Foreign Investment Agency in the Arab world is open in Doha, because the State of Qatar is considered one of the most important investors in Tunisia, as it ranks second in terms of the volume of foreign direct investments.

In November 2019, it was announced that a Qatar visa center would be established in Tunisia, the first of its kind in the Arab world and Africa.

The State of Qatar ranks first in the Arab world and second internationally in terms of the volume of direct investment in Tunisia, with investments estimated at more than USD 3 billion distributed in the telecommunications, banking and tourism and other sectors, which is evidence of the depth of the deep-rooted relations between the two countries.

The number of agreements and memoranda of understanding signed between the two countries exceeds more than 80 agreements, including 10 agreements signed in 2019, covering the political, diplomatic, economic, industrial, commercial, banking, health, agricultural, technical, media, cultural, tourism, air transport sectors, the prevention of double taxation, the judiciary, endowments and Islamic affairs sectors, public works, environmental protection, pollution control, information technology and vocational training fields, oil refining, real estate investment, and the employment of Tunisian workers in the State of Qatar.

The State of Qatar attracts thousands of Tunisian talents and provides them with job opportunities in all fields and economic, educational, social and sports sectors. The number of the Tunisian community in the State of Qatar exceeds 27.000.

Since his ascension to the presidency in Oct. 2019, Tunisian President Kais Saied has sought to implement investment projects in Tunisian governorates with foreign partnerships, and his country pursues clear diplomacy on its economic path based on exploiting all the communication channels and frameworks offered by diplomacy with foreign countries to serve the country’s economy.

Tunisia is full of promising economic and investment opportunities, and it has everything attracting foreign investments due to the availability of infrastructure, administrative facilities, tax exemptions, and the Tunisian government support for basic materials such as water, electricity and gas.

وسيبحث سمو الأمير “حفظه الله” مع أخيه فخامة الرئيس التونسي بالديوان الأميري غدا /الأحد/ العلاقات الوطيدة بين البلدين الشقيقين وسبل دعمها وتعزيزها بكافة المجالات، فضلا عن القضايا ذات الاهتمام المشترك.

وتعكس زيارة الرئيس التونسي للبلاد موقع دولة قطر على خريطة الدبلوماسية التونسية، كونها أول زيارة يقوم بها لدولة قطر منذ وصوله إلى قصر قرطاج خلال أكتوبر من العام الماضي، كما تعكس الزيارة أهمية الدور الذي تلعبه دولة قطر وقيادتها الرشيدة بمحيطها العربي والدولي على كافة الأصعدة وخاصة السياسي والاقتصادي، وتؤكد من جديد أن دولة قطر ودعت بنجاح واقتدار كل المعوقات والعراقيل التي استهدفت عزلها وقطع خطوط التواصل بينها وبين أشقائها العرب وأصدقائها بكافة أرجاء المعمورة، كما تظهر الزيارة أن التصدي لجائحة كورونا (كوفيدـ19) وهو الشغل الشاغل لمختلف دول العالم، لا يثني دولة قطر ولا يمنعها من القيام بدورها القومي والأخوي والإنساني تجاه الأشقاء والأصدقاء بكل زمان ومكان.

ومن المؤكد أن القمة القطرية التونسية غدا تشكل فرصة طيبة لمراجعة ما أنجزه البلدان وما يطمحان إليه على طريق الارتقاء بالتعاون والتنسيق بينهما بكافة المجالات خدمة لمصالح وتطلعات شعبيهما الشقيقين، وستؤسس لمرحلة ومحطة جديدة في العلاقات التونسية القطرية، وستشكل نقلة وإضافة لرصيد العلاقات الأخوية المتينة القائمة بين البلدين، وستعزز التنسيق والتفاهم المتبادل بين قيادتي الدولتين تجاه مستقبل وآفاق العلاقات الثنائية والارتقاء بها، وتجاه مختلف القضايا العربية والإقليمية والدولية الراهنة وبما يسهم بدعم القضايا والحقوق العربية بكافة المحافل وتعزيز العمل العربي المشترك، والحفاظ على الأمن والسلام والاستقرار بالمنطقة، خاصة وأن تونس هي العضو العربي الوحيد بمجلس الأمن الدولي حاليا.

تربط دولة قطر بجمهورية تونس الشقيقة علاقات تاريخية وثيقة متميزة بالعديد من المجالات، وقد وقفت دولة قطر إلى جانب الشعب التونسي وثورته منذ انطلاقها وإلى أن حققت أهدافها، وكان حضرة صاحب السمو أمير البلاد المفدى، ثاني زعيم يزور تونس منذ تقلد فخامة الرئيس قيس سعيد لمهامه الرئاسية، وكانت تلك الزيارة هي الرابعة لسمو الأمير إلى تونس في أربع سنوات.

وقد حافظت دولة قطر على مكانتها كأحد أهم المستثمرين بتونس وكأحد أهم شركائها الماليين والاقتصاديين، وهو أمر تؤكده الإحصاءات والأرقام وتطورها من سنة إلى أخرى، إذ احتضنت تونس، نهاية عام 2016، مؤتمرا دوليا للاستثمار “تونس 2020″، الذي جاء بمبادرة من حضرة صاحب السمو أمير البلاد المفدى، وكان لحضور سموه هذا الحدث المهم أثر كبير بإعطاء دفعة جديدة للعلاقات بين البلدين الشقيقين، وخصوصا على الجانب الاقتصادي والاستثماري، حيث أعلن سمو أمير البلاد المفدى أمام الجلسة الافتتاحية للمؤتمر، قيام دولة قطر بتوجيه مبلغ مليار ومائتين وخمسين مليون دولار أمريكي، دعما لاقتصاد تونس، وتعزيزا لمسيرتها التنموية.

كما قدمت دولة قطر أيضا وديعة بقيمة 500 مليون دولار لدعم احتياطيات تونس من العملة الصعبة، سبقها قرض بقيمة 500 مليون دولار، من خلال الاكتتاب بسندات لمساعدة الحكومة على تحقيق التنمية بالمناطق الداخلية.

وتلقت تونس من قطر ،خلال مايو الماضي، مساعدات طبية لمواجهة كورونا، شملت مستشفى ميدانيا مجهزا بـ 100 سرير، وشحنة مساعدات طبية تزن 10 أطنان.

وشهدت العلاقات الاقتصادية بين البلدين طفرة كبيرة خلال السنوات الأخيرة، فقد تضاعفت المبادلات التجارية بين البلدين، والصادرات الزراعية التونسية إلى السوق القطرية، ويشارك القطاع الخاص القطري بدورة الاقتصاد التونسي من خلال الاستثمارات الكبيرة بالقطاعات الحيوية هناك.

ويسهم صندوق الصداقة القطري وصندوق قطر للتنمية ومؤسسة /صلتك/ بتمويل العديد من المشاريع التنموية في تونس وخاصة منها المشغلة لفئة الشباب، وليس من باب الصدفة أن يكون المكتب الوحيد لوكالة الاستثمار الخارجي التونسي بالعالم العربي مفتوحا بالدوحة، لأن دولة قطر تعتبر من أهم المستثمرين بتونس، إذ تحتل المرتبة الثانية من حيث حجم الاستثمارات الأجنبية المباشرة.

وفي نوفمبر 2019 تم الإعلان عن تأسيس مركز تأشيرات لقطر بتونس، وهو الأول من نوعه عربيا وأفريقيا.

وتأتي دولة قطر بالمرتبة الأولى عربيا والثانية دوليا من حيث حجم الاستثمار المباشر بتونس، باستثمارات تقدر بأكثر من ثلاثة مليارات دولار موزعة على قطاعات الاتصالات والبنوك والسياحة. وغيرها، ما يعد دليلا على عمق العلاقات المتأصلة بين البلدين الشقيقين.

ويزيد عدد الاتفاقيات ومذكرات التفاهم الموقعة بين البلدين على أكثر من ثمانين اتفاقا ومذكرة من بينها 10 اتفاقيات تم توقيعها عام 2019″، تغطى المجالات السياسية والدبلوماسية والاقتصادية والصناعية والتجارية، والمصرفية والصحية والزراعية والفنية والإعلامية والثقافية والسياحية والنقل الجوي، ومنع الازدواج الضريبي، وقطاعات القضاء والأوقاف والشؤون الإسلامية، والأشغال العامة وحماية البيئة، ومكافحة التلوث، وتكنولوجيا المعلومات ومجالات التكوين المهني، وتكرير النفط، والاستثمار العقاري، واستخدام العمال التونسيين بدولة قطر.

وتستقطب دولة قطر الآلاف من الكفاءات التونسية وتتيح لهم فرص العمل بكل المجالات والقطاعات الاقتصادية والتربوية والاجتماعية والرياضية، ويتجاوز عدد أفراد الجالية التونسية بدولة قطر سبعة وعشرين ألفا.

ومنذ صعوده إلى الرئاسة في أكتوبر 2019 يسعى الرئيس التونسي قيس سعيد، إلى تنفيذ مشاريع استثمارية بالمحافظات التونسية بشراكات أجنبية، وتنتهج بلاده على مسارها الاقتصادي دبلوماسية واضحة تقوم على استغلال كل ما تتيحه الدبلوماسية التقليدية من قنوات اتصال وأطر للتعاون مع البلدان الأجنبية خدمة لاقتصاد البلاد، من حيث البحث عن أسواق جديدة للمنتوج التونسي واستقطاب وجلب رجال الأعمال والمؤسسات الأجنبية للاستثمار بتونس، وكذلك الترويج للوجهة السياحية التونسية بكل أنواعها وتفرعاتها.

وتزخر تونس بالفرص الاقتصادية والاستثمارية الواعدة، ولديها كل ما يجلب الاستثمارات الخارجية لتوافر البنية التحتية والتسهيلات الإدارية والإعفاءات الضريبية ودعم الحكومة التونسية للمواد الأساسية مثل الماء والكهرباء والغاز، وتتركز فرص الاستثمار في القطاع الزراعي الذي يستند على مساحات شاسعة من الأراضي الجاهزة للاستغلال، خاصة بمجال الفلاحة البيولوجية، ومن القطاعات الاستثمارية الواعدة هناك، الصناعات الغذائية، وتربية الأحياء المائية وقطاع الطاقة المتجددة، كطاقة الرياح والطاقة الشمسية، والقطاع الصناعي وخاصة الصناعات الميكانيكية التي تشهد نموا ملحوظا، وقطاع التعدين حيث تزخر مناطق الشمال والجنوب الغربي التونسي بثروات منجمية هامة من الفوسفات والأحجار الجيرية والرخامية، والقطاع السياحي، ذلك أن تونس غنية بالموارد السياحية كالمناطق الأثرية والمحميات الطبيعية والتراث الثقافي والطبيعة الساحرة والشواطئ الخلابة.
