Qatar Chamber Calls for Activating GCC Free Trade Negotiations with The EU

Doha: HE Chairman of Qatar Chamber Sheikh Khalifa bin Jassim Al-Thani stressed the importance of reactivating free trade negotiations between the Gulf Cooperation Council and the European Union, and concluding similar agreements with other countries such as the United Kingdom and Australia and major economic blocs, aiming at promoting trade cooperation.
HE Chairman of Qatar Chamber Sheikh Khalifa bin Jassim Al-Thani participated in the consultative meeting between the GCC Ministers of Commerce and Industry and presidents of Unions and Chamber held virtually on Wednesday.
Speaking during the webinar, HE Sheikh Khalifa bin Jassim Al-Thani underlined that it is essential for the GCC states to adopt a unified position when concluding more economic agreements with world countries in a way that better benefit the Gulf citizens.
While reviewing the proposal of the Qatar Chamber, His Excellency outlined the great and positive impact that will be reflected on trade in the GCC countries in case of resuming the round of negotiations with the European Union countries that started in Riyadh and Brussels earlier and stopped for a long time. His Excellency noted that the renegotiation of a free-trade agreement will contribute to establishing easy procedures of import and export operations and will have a positive impact on business owners in the region.
The meeting discussed topics related to enhancing cooperation in the industrial and commercia sectors between member countries.
The webinar also reviewed other topics such as industrial integration in the health, medical, agricultural and food industries as well as investment in food security.
Moreover, the meeting discussed two proposals to establish a rapid traceability system for foodstuffs and medicines in the GCC countries to address various crises and epidemics, and to develop a mechanism for VAT refund.
The meeting reviewed another proposal considering the amendment of the Unified Law (System) for Anti Dumping and Compensatory and Preventive Measures for the Countries of the Cooperation Council through the specialized committees of the GCC General Secretariat, as the jurisdiction of the current Law (System) does not extend to the harmful practices in the intra-trade between the GCC countries.

الدوحة: أكد سعادة الشيخ خليفة بن جاسم آل ثاني رئيس غرفة قطر، على ضرورة إعادة تفعيل مفاوضات التجارة الحرة بين دول مجلس التعاون لدول الخليج العربية ودول الاتحاد الأوروبي وإبرام اتفاقيات مماثلة مع الدول الأخرى مثل المملكة المتحدة وأستراليا والتكتلات الاقتصادية الأخرى، وذلك بهدف تعزيز التعاون التجاري بين دول المجلس وهذه الدول أو التكتلات الاقتصادية.
جاء ذلك خلال مشاركة سعادته في اللقاء التشاوري لأصحاب السعادة وزراء التجارة والصناعة، ورؤساء غرف التجارة بدول مجلس التعاون لدول الخليج العربية الذي عقد اليوم عبر تقنية الاتصال المرئي.
ولفت سعادة الشيخ خليفة بن جاسم آل ثاني إلى ضرورة أن تقوم دول مجلس التعاون لدول الخليج العربية باتخاذ موقف خليجي موحد عند إبرام المزيد من الاتفاقيات الاقتصادية مع دول العالم بما يعود بالنفع عليها وعلى مواطني دول المجلس.
وأشار سعادته خلال استعراضه مقترح غرفة قطر، إلى الأثر الكبير والإيجابي الذي سيتحقق وينعكس بدوره على التجارة في دول مجلس التعاون في حال استئناف جولة المفاوضات مع دول الاتحاد الأوروبي والتي كانت قد بدأت في الرياض وبروكسل سابقا وتوقفت لفترة طويلة، خاصة وأن إعادة التفاوض للوصول إلى اتفاقية تجارة حرة ستسهم في القيام بعمليات الاستيراد والتصدير بسهولة ويسر وسيكون لها تأثير إيجابي على أصحاب الأعمال في المنطقة.
وجرى خلال اللقاء استعراض عدد من الموضوعات التي تتعلق بالتعاون في المجالات التجارية والصناعية بين دول مجلس التعاون الخليجي.
كما تم بحث عدد من الموضوعات مثل الدعوة إلى التكامل الصناعي في الصناعات الصحية والطبية والزراعية وصناعة المواد الغذائية ودعم الاستثمار فيها والأمن الغذائي، بالإضافة إلى مقترحين بإنشاء نظام تتبع سريع للمواد الغذائية والدوائية في دول المجلس للتصدي للأزمات والأوبئة المختلفة، ووضع آلية أو نظام خليجي لاسترجاع ضريبة القيمة المضافة (VAT).
وتم أيضا مناقشة مقترح آخر يتضمن النظر في تعديل قانون النظام الموحد لمكافحة الإغراق والتدابير التعويضية والوقائية لدول مجلس التعاون من خلال اللجان المختصة بالأمانة العامة للمجلس، حيث إن القانون (النظام) الحالي لا يمتد اختصاصه إلى الممارسات الضارة في التجارة البينية بين دول المجلس.
