EAA, UNESCO Announce $10 Million to Restore Damaged Schools in Beirut

Doha: Education Above All Foundation (EAA) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) and have established a partnership for quality education in Lebanon that includes around $10 million to rebuild or restore damaged schools and get education back on track.

EAA and UNESCO have joined hands, with support from the Qatar Fund For Development (QFFD), to rehabilitate 55 schools, 20 TVET centers, and 3 universities (American University of Beirut, Saint Joseph University – Beirut, and the Lebanese University) in Beirut to ensure that learning never stops and enable children and youth to realize and practice their right to education.

With initial commitments in place, work has already started in around 20% of schools. These schools should reopen between November 2020 and February 2021 depending on the extent of the damage.

The Beirut Port explosion on August 4 caused widespread damage and casualties. The education sector was heavily impacted, as the explosion partially or completely destroyed some 200 schools in Beirut and neighboring areas. The extent of the damage threatens to disrupt the new academic year and deprive more than 85 thousand Lebanese and non-Lebanese students enrolled in these schools of their right to education.

Against this backdrop, UNESCO Director-General Audrey Azoulay launched “LiBeirut” to mobilize the international communitys support for this recovery effort. UNESCO Regional Bureau for Education in the Arab States (UNESCO Beirut), which was mandated by Lebanons Ministry of Education and Higher Education to lead rehabilitation efforts for educational establishments, launched a partnership with the Education Above All Foundation through its Educate A Child (EAC) program.

HE Communication Manager and Head of Advocacy at EAA Sheikh Mubarak bin Nasser Al-Thani said: “Since 2012, Education Above All has supported projects in Lebanon alongside partners UNICEF and UNRWA to provide more than 17,600 children with access to safe, quality education so they have an opportunity to flourish in life. Today, we look forward to starting a new partnership with UNESCO in Lebanon to rehabilitate educational facilities during these extremely challenging times for the country and its people.”

For her part, UNESCO Assistant Director General for Education Stefania Giannini said: “I visited shattered schools and classrooms in Beirut right after the blast. Faced with this traumatic experience of loss for students, their teachers and families, our responsibility is to restore learning as quickly as possible and to rebuild the damaged schools.”

“As the UN agency designated to coordinate this rehabilitation effort, UNESCO is committed to ensuring a rapid and comprehensive educational recovery. Thanks to the partnership between Education Above All Foundation and UNESCO, we will ensure that students find their way back to repaired schools. This is our promise to the children and youth of Beirut,” Giannini added.

Dr. Hamed Al Hamami, Director of the UNESCO Beirut office, said: “This effort is one of the basic conditions for securing access to education and a key step towards ensuring the continuity of learning.”

الدوحة: عقدت مؤسسة “التعليم فوق الجميع” شراكة مع منظمة الأمم المتحدة للتربية والعلم والثقافة (اليونسكو) من أجل تحقيق التعليم الجيد في لبنان.

وذكر بيان صادر عن مؤسسة التعليم فوق الجميع أن هذه الشراكة تتضمن تخصيص مبلغ 10 ملايين دولار أمريكي لإعادة بناء المدارس المتضررة أو ترميمها وإعادة التعليم إلى مساره الصحيح، حيث تضافرت جهود مؤسسة “التعليم فوق الجميع” واليونسكو، بدعم مقدم من صندوق قطر للتنمية، من أجل إعادة تأهيل 55 مدرسة و20 مركزا للتعليم والتدريب في المجال التقني والمهني وثلاث جامعات في بيروت: (الجامعة الأمريكية في بيروت، وجامعة القديس يوسف، والجامعة اللبنانية) بغية ضمان استمرار التعلم، وتمكين الأطفال والشباب من الوصول لحقهم في التعليم وممارسته.

وقد بدأ العمل فعليا بفضل التزام أولي، في 20 بالمئة من المدارس، التي من المفترض أن تفتح أبوابها خلال الفترة الممتدة بين نوفمبر الجاري وفبراير 2021، تبعا لحجم الأضرار التي لحقت بها.

وتسبب الانفجار الذي وقع في مرفأ بيروت في 4 أغسطس الماضي بأضرار واسعة النطاق وبخسائر في الأرواح، وقد تأثر قطاع التعليم إلى حد كبير حيث أدى الانفجار إلى إحداث دمار كلي أو جزئي في 200 مدرسة تقريبا في بيروت والمناطق المجاورة لها، ويهدد حجم هذه الأضرار بتعطيل العام الدراسي الجديد وحرمان أكثر من 85 ألف طالب لبناني وغير لبناني مسجلين في هذه المدارس من حقهم في التعليم.

وإثر الانفجار، أطلقت المديرة العامة لليونسكو، أودري أزولاي، مبادرة “لبيروت” من أجل حشد دعم المجتمع الدولي لجهود الإنعاش. وأبرم مكتب اليونسكو الإقليمي للتربية في الدول العربية (مكتب اليونسكو في بيروت)، بتفويض من وزارة التربية والتعليم العالي اللبنانية لقيادة الجهود المبذولة لإعادة بناء وتأهيل المؤسسات التعليمية، شراكة مع مؤسسة “التعليم فوق الجميع” من خلال برنامجها “علم طفلا”.

وأوضح سعادة الشيخ مبارك بن ناصر آل ثاني، مدير إدارة الاتصالات في مؤسسة التعليم فوق الجميع، أن المؤسسة تدعم مشاريع في لبنان إلى جانب المنظمتين الدوليتين اليونيسف والأونروا، منذ عام 2012، حيث تم إلحاق أكثر من 17 ألفا و600 طفل للحصول على التعليم الآمن والجيد، لكي يحظوا بفرصة لحياة كريمة. معربا عن تطلعه إلى استمرار العمل مع اليونسكو لإعادة تأهيل مرافق تعليمية متضررة في لبنان، خاصة في ظل هذه الأوقات العصيبة التي يمر بها لبنان وشعبه.

من جانبها، قالت السيدة استيفانيا جانيني مساعدة المديرة العامة لليونسكو للتربية، إنها زارت بعد الانفجار مدارس وقاعات دراسية تعرضت للدمار في بيروت، وإن المسؤولية أمام تجربة الفقدان الأليمة التي يواجهها الطلاب ومعلموهم وعائلاتهم، تكمن في إعادة التعليم إلى سابق عهده بأسرع ما يمكن، وإعادة بناء المدارس المتضررة”.

وأضافت أن مهمة تنسيق الجهود الرامية إلى إعادة التأهيل قد أوكلت إلى اليونسكو، وأن المنظمة الأممية تلتزم بضمان التعافي السريع والشامل لقطاع التعليم، “وبفضل هذه الشراكة بين مؤسسة “التعليم فوق الجميع” واليونسكو، سنعمل على ضمان عودة الطلاب إلى المدارس بعد ترميمها، وهذا هو الوعد الذي قطعناه للأطفال والشباب في بيروت”.

بدوره، أكد الدكتور حمد بن سيف الهمامي مدير مكتب اليونسكو في بيروت، أن هذا الجهد المبذول يعتبر أحد الشروط الأساسية لتأمين الوصول للتعليم بكافة مستوياته، وهو خطوة رئيسية باتجاه ضمان استمرار عملية التعلم.
