Doha: HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired Wednesday the Cabinet’s regular meeting held at its seat at the Amiri Diwan.
Following the meeting, HE Minister of Justice and Acting Minister of State for Cabinet Affairs Dr. Issa bin Saad Al Jafali Al Nuaimi said the following statement:
At the outset of the meeting, the cabinet was briefed by HE Minister of Public Health on the latest developments in the efforts to contain the spread of the Coronavirus (COVID-19). The cabinet stressed on the importance of precautionary measures in combatting the epidemic.
And in line with the directives of HE the Prime Minister and Minister of Interior regarding the cabinet’s plans to present key performance indicators for the different public organizations and institutions in line with Qatar National Vision 2030, including public private partnerships, HE Minister of Education and Higher Education presented the ministry’s strategic plan for 2018 to 2022.
The vision of the ministry will be to take leadership in providing sustainable and innovative access to education that benefits the Qatari society. The ministry’s message will be to regulate high quality education of all stages, with the goal of developing the skills of individuals in the society Qatari in line with their abilities, as well as with the national values and needs. The main goal of the ministry will be to oversee a world-class education system that provides fair opportunities to access high-quality education, and provides students with the necessary skills to reach their potential and achieve their ambitions, while reinforcing the values of the Qatari society and promoting the value of tolerance and respecting other cultures.
Specific axes, intermediate results and goals
(1) Enrollment: Equitable opportunities for all learners to enroll in high-quality educational programs.
Specific objectives:
1- Increase the enrollment rate of children aged 4-5 years in early childhood education programs in kindergarten and pre-school.
2- Raise the enrollment of high school students in science and engineering majors (STEM) or the scientific track in public or private schools that follow the national curriculum.
3- Increase the enrollment rate of students with disabilities aged 4-18 years in the general education system.
4- Reducing the percentage of dropouts from education at all educational levels.
5- Raising the absorptive capacity of students enrollment in government and private education stages to meet current and expected needs.
6- Providing and expanding enrollment opportunities for qualified students, citizens and residents, to enroll in local universities in all specializations.
7- Legalizing majors and selecting foreign universities to be in line with the country’s current and future needs.
(2) Achievement and implementation: learners whose achievement is compatible with their abilities and possess the necessary skills and competencies necessary to move through the educational stages and join the labor market.
Specific objectives:
1- Increasing the percentage of children who pass the school readiness assessment criteria before entering the first grade of primary school.
2- Improving students performance in national examinations for third, sixth and ninth grades to achieve 70% of the grade or higher.
3- Raising the percentage of students in 12th grade in public schools in the fields of science and engineering, or in the scientific track, who achieve 70% in the secondary certificate.
4- Raising the percentage of 12th grade students who achieve an average of 70% or higher than the grade in high school exams in public schools.
5- Raising the average score of Qatari students in international studies tests by a minimum average of 30 points in each session.
(3) Manpower: an efficient and qualified workforce distinguished by their performance and commitment to work ethics.
Specific objectives:
1- Increasing the percentage of early childhood teachers who have appropriate and recognized teaching qualifications.
2- Raising the average number of approved official training hours for kindergarten and government school teachers.
3- Increasing the percentage of teachers in government schools who have professional licenses.
4- Increasing the percentage of Qataris and residents enrolled in the teaching profession from graduates of the College of Education at Qatar University in the teaching profession.
(4) Citizenship and Values: educated people with awareness and pride in Qatari values and heritage, and who respect other cultures and peoples.
Specific objectives:
1- Raising the level of satisfaction of the parents of students in kindergartens and schools, public and private, with regard to the concepts of the values and heritage of the Qatari society that their children receive.
2- Increasing the percentage of programs and activities that enhance Qatari values, heritage and identity in all levels of public and private education.
(5) Institutional Development and Governance: modern management systems and tools that work effectively and effectively.
Specific objectives:
1- Development of a comprehensive central database for education and training.
2- Increasing the percentage of electronic services provided by the Ministry of Education and Higher Education to the beneficiaries.
3- Raise the percentage of beneficiaries’ satisfaction with the services provided by the Ministry of Education and Higher Education.
4- Raise the efficiency of spending and allocate resources in the Ministry of Education and Higher Education.
5- Supporting the role and participation of the private sector in providing high quality learning and education services.
6- Establishing systems for higher education in line with the best methods and standards in developed universities and assisting higher education institutions to compete globally.
Then, the Cabinet considered the topics on the agenda as follows:
First- Approval of a draft decision of the Minister of Interior to determine the equipment, devices and materials for civil defense.
Second- Approval of a draft decision of the Minister of Commerce and Industry to adopt an international technical regulation as a Qatari technical regulation.
Third- Approval of a draft decision of the Minister of Commerce and Industry to adopt international standards as Qatari standards.
The preparation of the two draft decisions comes within the framework of developing national standards system, keeping pace with successive developments in the field of specifications at the international level, meeting the needs of national factories, and improving the quality of goods.
Fourth- the Cabinet reviewed the following issues and took the appropriate decisions in their regard:
1- A letter of HE the Minister of Administrative Development, Labor and Social Affairs regarding a report on the National Employment Platform (Kawader).
2- A draft decision of the Minister of Municipality and Environment on amending some provisions of Resolution no. 37 of 2010 regarding the preservation of turtles and seabirds from extinction.
3- A draft decision of the Minister of Municipality and Environment regarding the ban on hunting seagulls.

إلى: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية، الاجتماع العادي الذي عقده المجلس ظهر اليوم بمقره في الديوان الأميري.
وعقب الاجتماع أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي، وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي :
في بداية الاجتماع استمع مجلس الوزراء إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد-19/، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء.
وفي إطار توجيهات معالي رئيس مجلس الوزراء ووزير الداخلية بشأن موافاة مجلس الوزراء بالخطط المتعلقة باختصاصات الوزارات والأجهزة الحكومية الأخرى والهيئات والمؤسسات العامة، متضمنة كافة البرامج والمشاريع التنفيذية والجدول الزمني المحدد للإنجاز ومعايير ومؤشرات قياس تقدم الأداء، وبما يتوافق مع الرؤية الشاملة للتنمية / رؤية قطر الوطنية 2030 / بما في ذلك أي مشاريع للشراكة بين القطاعين الحكومي والخاص، إن وجدت، قدم سعادة وزير التعليم والتعليم العالي عرضاً عن الخطة الاستراتيجية لوزارة التعليم والتعليم العالي للسنوات من 2018 إلى 2022 ، ومن بين ما تضمنه العرض ما يلي :
– الرؤية : الريادة في توفير فرص تعلم دائمة ومبتكرة وذات جودة عالية للمجتمع القطري.
– الرسالة : تنظيم فرص تعلم ذات جودة عالية، ودعمها للمراحل جميعها والمستويات كافة وذلك بهدف تنمية المعارف والمهارات والاتجاهات اللازمة لأفراد المجتمع القطري بما يناسـب إمكاناتهم وقدراتهم وفق القيم والاحتياجات الوطنية .
– النتيجة الرئيسية :
نظام تعليمي على مستوى عالمي، يقدم فرصاً منصفة للالتحاق بالتعليم والتدريـب عالي الجودة ، ويكسب جميع المتعلمين المهارات والكفايات اللازمة لتحقيق إمكاناتهم بما يتماشى مع طموحاتهم وقدراتهم للمساهمة في المجتمع، كما يعزز قيم المجتمع القطري وتراثه، ويدعو إلى التسامح واحترام الثقافات الأخرى.
– المحاور والنتائج الوسيطة والأهداف المحددة:
/1/ الالتحاق: فرص منصفة مقدمة لكافة المتعلمين للالتحاق بالبرامج التعليمية عالية الجودة .
الأهداف المحددة :
1- رفع نسبة التحاق الأطفال بعمر 4 -5 سنوات ببرامج تعليم الطفولة المبكرة /روضة وتمهيدي/ .
2- رفع التحاق طلبة المرحلة الثانوية بتخصصات العلوم والهندسة /STEM/ أو بالمسار العلمي في المدارس الحكومية أو الخاصة التي تتبع المنهج الوطني.
3- رفع نسبة التحاق الطلبة ذوي الإعاقة بعمر 4 18 سنة بنظام التعليم العام .
4- خفض نسبة المتسربين من التعليم في جميع المراحل التعليمية .
5- رفع القدرة الاستيعابية لالتحاق الطلبة في مراحل التعليم الحكومي والخاص لتلبية الاحتياجات الحالية والمتوقعة .
6- توفير وتوسيع فرص الالتحاق للطلبة المؤهلين من المواطنين والمقيمين للالتحاق بالجامعات المحلية في جميع التخصصات .
7- تقنين التخصصات واختيار الجامعات الخارجية لتتماشى مع احتياجات الدولة الحالية والمستقبلية .
/2/ التحصيل والإنجاز: متعلمون تحصيلهم متلائم مع قدراتهم، ويمتلكون المهارات الضرورية والكفايات اللازمة للانتقال عبر المراحل التعليمية والالتحاق بسوق العمل.
الأهداف المحددة :
1- زيادة نسبة الأطفال الذين يجتازون معايير تقييم الاستعداد المدرسي قبل دخولهم للصف الأول الابتدائي .
2- تحسين أداء الطلبة في الاختبارات الوطنية للصفوف الثالث والسادس والتاسع لتحقيق 70% من الدرجة أو أعلى .
3- رفع نسبة طلبة الصف الثاني عشر في المدارس الحكومية في تخصصات العلوم والهندسة، أو في المسار العلمي الذين يحققون 70% في الشهادة الثانوية .
4- رفع نسبة طلبة الصف الثاني عشر الذين يحققون معدل 70% أو أعلى من الدرجة في اختبارات الثانوية العامة في المدارس الحكومية .
5- رفع متوسط درجات طلبة دولة قطر في اختبارات الدراسات الدولية بمعدل 30 نقطة كحد أدنى في كل دورة .
/3/ القوى العاملة : قوى عاملة كفؤة ومؤهلة تتميز بأدائها والتزامها بأخلاقيات العمل .
الأهداف المحددة :
1- زيادة نسبة المعلمين في مرحلة الطفولة المبكرة الحاصلين على مؤهلات تدريسية ملائمة ومعترف بها .
2- رفع متوسط عدد الساعات التدريبية الرسمية المعتمدة لمعلمي رياض الأطفال والمدارس الحكومية .
3- زيادة نسبة المعلمين في المدارس الحكومية الحاصلين على رخص مهنية .
4- زيادة نسبة القطريين والمقيمين الملتحقين بمهنة التعليم من خريجي كلية التربية بجامعة قطر بمهنة التدريس .
/4/ المواطنة والقيم : متعلمون لديهم وعي واعتزاز بالقيم وبالتراث القطري ويحترمون الثقافات والشعوب الأخرى .
الأهداف المحددة :
1-رفع نسبة رضا أولياء أمور الطلبة في رياض الأطفال والمدارس /الحكومية والخاصة/ عن مفاهيم قيم المجتمع القطري وتراثه التي يتلقاها أبناؤهم.
2- زيادة نسبة البرامج والأنشطة المعززة للقيم والتراث والهوية القطرية في جميع مراحل التعليم الحكومي والخاص .
/5/ التطوير المؤسسي والحوكمة: أنظمة إدارية حديثة وأدوات تعمل بكفاءة وفاعلية.
الأهداف المحددة:
1- تطوير قاعدة بيانات مركزية شاملة للتعليم والتدريب .
2- رفع نسبة الخدمات الإلكترونية المقدمة من وزارة التعليم والتعليم العالي للمستفيدين .
3- رفع نسبة رضا المستفيدين عن الخدمات المقدمة من وزارة التعليم والتعليم العالي .
4- رفع كفاءة الإنفاق وتخصيص الموارد في وزارة التعليم والتعليم العالي .
5- دعم دور ومشاركة القطاع الخاص في تقديم خدمات تعلم وتعليم ذات جودة عالية .
6- وضع أنظمة للتعليم العالي بما يتوافق ويتماشى مع أفضل الأساليب والمعايير في الجامعات المتطورة ومساعدة مؤسسات التعليم العالي للتنافس عالمياً .
وبعد ذلك نظر المجلس في الموضوعات المدرجة على جدول الأعمال على النحو التالي :
أولاً- الموافقة على مشروع قرار وزير الداخلية بتحديد المعدات والأجهزة والمواد الخاصة بالدفاع المدني.
ثانياً – الموافقة على مشروع قرار وزير التجارة والصناعة باعتماد لائحة فنية دولية كلائحة فنية قطرية.
ثالثاً- الموافقة على مشروع قرار وزير التجارة والصناعة باعتماد مواصفات قياسية دولية كمواصفات قياسية قطرية.
ويأتي إعداد مشروعي القرارين في إطار تطوير منظومة المواصفات الوطنية، ومواكبة التطورات المتلاحقة في مجال المواصفات على المستوى العالمي، وتلبية احتياجات المصانع الوطنية، والارتقاء بجودة السلع.
رابعاً- استعرض مجلس الوزراء الموضوعات التالية، واتخذ بشأنها القرارات المناسبة:
1- كتاب سعادة وزير التنمية الإدارية والعمل والشؤون الاجتماعية حول تقرير عن نظام المنصة الوطنية للتوظيف /كوادر/.
2- مشروع قرار وزير البلدية والبيئة بتعديل بعض أحكام القرار رقم /37/ لسنة 2010 بشأن الحفاظ على السلاحف والطيور البحرية من الانقراض.
3- مشروع قرار وزير البلدية والبيئة بشأن حظر صيد طائر النورس /الصلال/.
