Report: World Celebrates Teachers with: “Leading in Crisis, Reimagining the Future” Theme

Doha: The world will celebrate Teachers’ Day with the theme “Teachers: Leading in crisis, reimagining the future” on Thursday, Oct. 5, amid the outbreak of Covid-19 pandemic.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) celebrates this occasion annually since 1994, commemorates the anniversary of the adoption of the 1966 ILO/UNESCO Recommendation concerning the Status of Teachers. This Recommendation sets benchmarks regarding the rights and responsibilities of teachers and standards for their initial preparation and further education, recruitment, employment, and teaching and learning conditions.

World Teachers’ Day is co-convened in partnership with UNICEF, the International Labour Organization and Education International.

This day will be an opportunity to celebrate the teaching profession all over the world, conduct a comprehensive assessment of what has been achieved, and to draw attention to the teachers who represent the core of the efforts made towards achieving the global education goal of leaving no one behind. UNESCO estimates the need to recruit sixty-nine million teachers to achieve universal education by 2030.

The State of Qatar will participate in celebrating this occasion through a remote ceremony organized by the Qatar National Committee for Education, Culture and Science (QNCECS) in cooperation with the UNESCO Office in Doha, Qatar University, the College of the North Atlantic, and the UNESCO-affiliated schools.

The event will be inaugurated by a speech delivered by QNCECS Secretary-General Dr. Hamda Hassan Al Sulaiti, and a speech for the Director of UNESCO Office in Doha Dr. Anna Pollini.

Video clips will be displayed later for a number of teachers and educational leaders talking about their active role as teachers and leaders in the educational process, and about the measures taken with students during the coronavirus (COViD-19) crisis in partnership with the schools. In addition, students of UNESCO-affiliated schools will display videos to deliver speeches expressing their gratitude and appreciation for the efforts of their teachers.

On the sidelines of the event, an educational seminar will be organised on the concept of the World Teachers’ Day 2020 logo, in which a number of educational leaders will take part.

Qatar’s celebration of the World Teacher’s Day reflects the great observance of teaching profession and its appreciation for the teachers and the role they play in educating the generations. It also reflects Qatar’s loyalty to teachers and their hard and great effort, and its keenness that teachers occupy the position that befits them and their message, as the role of the teachers is not only teaching, but also teaching moral and values as a guide for their students.

Most countries in the world have temporarily closed their educational institutions to reduce the spread of the epidemic, affecting more than 60 percent of the world’s students.

UNESCO works to provide support to all countries to mitigate the immediate impact of school closures, especially the impact on the most vulnerable and disadvantaged groups and seeks to facilitate the continuity of education for all through distance learning.

The pandemic has increased the size of the difficulties experienced by the already stressed educational systems across the world, and there is no exaggeration in saying that the world stands at a crossroads, requiring more work than ever before, with teachers to protect the right to education and apply it in light of the new circumstances imposed by the pandemic.

Certainly, the leadership role played by teachers when addressing the crisis was not only appropriate, but was also critical in terms of the contributions made by teachers to provide distance learning, support vulnerable groups, reopen schools, and ensure educational gaps are closed.

The discussions that will be held on the occasion of the International Day of Teachers will address the role of teachers in building resilience and shaping the future of education and the teaching profession.

Discussions and interactions during the week-long celebration of this occasion will focus on how educators leadership in various forms can enable building resilient educational systems in the face of crises.

Teachers are one of the most influential and powerful forces for achieving equity, providing equal opportunities for education and providing quality education, and they also play a necessary role to achieve sustainable development at the global level.

Although natural disasters, conflicts, and health crises such as the Coronavirus epidemic severely disrupt education and force teachers to adapt to difficult conditions. However, evidence indicates that strong leadership is a critical factor in seeing school communities during crises, achieving a better position to use distance learning tools, and retaining student participation during school closures, and when schools face adverse conditions, strong leadership is critical to achieving resilience, adaptation, and recovery.

Despite all the difficulties and challenges, quality education provides, in all parts of the world, hope and the promise of a better standard of living and it is not possible to have a good education without loyal and qualified teachers. Teachers are one of the factors that keep children in their schools, and they are the ones who help the students to think critically, deal with information from many resources, work cooperatively, address problems, and make informed decisions, serving themselves, their families, their societies and their homelands.

الدوحة: في ظل جائحة كورونا وتحت عنوان “المعلمون: القيادة في أوقات الأزمات ووضع تصوّر جديد للمستقبل” تحتفل دول العالم غداً، الموافق للخامس من أكتوبر باليوم العالمي للمعلمين.

وتحتفل منظمة الأمم المتحدة للتربية والعلم والثقافة “اليونسكو” بهذه المناسبة سنوياً منذ عام 1994، وذلك إحياء لذكرى التوقيع على توصية اليونسكو ومنظمة العمل الدولية لعام 1966، بشأن أوضاع المعلمين. وتضع هذه التوصية مؤشرات مرجعية تتعلق بحقوق ومسؤوليات المعلمين، ومعايير إعدادهم الأولي وتدريبهم اللاحق، وحشدهم، وتوظيفهم، وظروف التعليم والتعلم.

ويجري تنظيم اليوم العالمي للمعلمين بالشراكة بين منظمة الأمم المتحدة للطفولة، وبرنامج الأمم المتحدة الإنمائي ومنظمة العمل الدولية والاتحاد الدولي للمعلمين. وسيكون هذا اليوم فرصة للاحتفال بمهنة التعليم بجميع أنحاء العالم، وإجراء تقييم شامل لما أُنجز، ولفت الانتباه إلى المعلمين الذين يمثلون نواة الجهود المبذولة من أجل بلوغ الهدف العالمي للتعليم القائل بعدم ترك أي أحد خلف الركب. وتشير تقديرات اليونسكو الى الحاجة لتوظيف تسعة وستين مليون معلم ومعلمة لتعميم التعليم بحلول عام 2030.

وتشارك دولة قطر بقية دول العالم الاحتفال بهذه المناسبة من خلال احتفالية عن بعد، تنظمها اللجنة الوطنية القطرية للتربية والثقافة والعلوم بالتعاون مع مكتب اليونسكو بالدوحة، وجامعة قطر، وكلية شمال الأطلنطي، والمدارس المنتسبة لليونسكو.

وستفتتح الفعالية بكلمة تلقيها الدكتورة حمدة حسن السليطي الأمين العام للجنة الوطنية القطرية للتربية والثقافة والعلوم، وكلمة اليونسكو للدكتورة آنا بوليني مديرة مكتب اليونسكو بالدوحة، على أن يتم لاحقا عرض فيديوهات مصورة لعدد من المعلمين والقيادات التربوية يتحدثون من خلالها عن دورهم الفاعل كمعلمين وقياديين بالعملية التعليمية، وعن الإجراءات التي تمت مع الطلبة خلال أزمة كورونا/ كوفيد -19/ بالمشاركة مع المدرسة، إلى جانب ذلك سيستعرض طلبة المدارس المنتسبة لليونسكو فيديوهات مصورة لإلقاء كلمات تعبر عن امتنانهم وتقديرهم لجهود معلميهم.

كما سيتم على هامش الفعالية تنظيم ندوة تربوية حول مفهوم شعار يوم المعلم العالمي لعام 2020، والتي سيشارك بها عدد من القيادات التربوية والجهات المشاركة.

ويعكس احتفال دولة قطر باليوم العالمي للمعلم، الاحتفاء بمهنة التعليم العظيمة، وتقديرها للمعلم والدور الذي يقوم به لتنشئة وتعليم الأجيال، ووفاء قطر للمعلمين وتفهمها لقيمة ما يبذلونه من جهد وعمل مضن وشاق، وحرصها على أن يتبوأ المعلم مكانته التي تليق به وبرسالته، فدور المعلم ليس التدريس فقط، وإنما أيضا التربية الأخلاقية والقيمية باعتباره موجهاً ومرشداً لطلابه.

وبسبب تفشي جائحة كورونا /كوفيد-19/ أغلقت معظم دول العالم المؤسسات التعليمية فيها مؤقتاً، سعياً منها للحدّ من انتشار الوباء، ما أثر على أكثر من ستين بالمائة من طلاب العالم.

وتعمل اليونسكو على تقديم الدعم لكافة البلدان من أجل التخفيف من التأثير الفوري لإغلاق المدارس، ولا سيما التأثير الذي تتعرض له أشد الفئات ضعفاً وحرماناً، وتسعى إلى تيسير استمرارية التعليم للجميع عن طريق التعلم عن بعد.

وقد زادت الجائحة من حجم الصعوبات التي تعاني منها النظم التعليمية المجهدة أصلاً عبر العالم، وليست هناك مبالغة في القول إنّ العالم يقف عند مفترق طرق، يتطلب العمل أكثر من أي وقت مضى، مع المعلمين لحماية الحق بالتعليم وتطبيقه بظلّ الظروف الجديدة التي فرضتها الجائحة.

ومن المؤكد أن الدور القيادي الذي اضطلع به المعلمون عند التصدي للأزمة، لم يكن مناسباً وحسب، وإنّما كان حاسماً أيضاً من ناحية الإسهامات التي قدمها المعلمون لتوفير التعلم عن بعد، ودعم الفئات الضعيفة وإعادة فتح المدارس وضمان سدّ الثغرات التعليمية. وستتناول النقاشات التي ستُقام بمناسبة اليوم العالمي للمعلمين، دور المعلمين في بناء القدرة على الصمود ورسم ملامح مستقبل التعليم ومهنة التعليم.

ويلفت اليوم العالمي للمعلمين الانتباه إلى الحاجة لرفع مكانة مهنة التعليم ليس لأجل المعلمين والطلاب فحسب، ولكن لأجل المجتمع ككل بما يمثل إقرارا بالدور الذي يضطلع به المعلمون لبناء المستقبل.

وستركز المناقشات والتفاعلات خلال الاحتفال بهذه المناسبة والذي يستمر أسبوعاً، على كيف يمكن لقيادة المعلمين بأشكال مختلفة أن تمكن من بناء أنظمة تعليمية مرنة بمواجهة الأزمات.

ويمثل المعلّمون إحدى أكثر القوى تأثيراً وقوّةً لتحقيق الإنصاف وتوفير الفرص المتكافئة لنيل العلم وتوفير مستوى تعليم جيّد، ويضطلعون أيضاً بدور ضروري لتحقيق التنمية المستدامة على الصعيد العالميّ.

وعلى الرغم من أن الكوارث الطبيعية والنزاعات والأزمات الصحية مثل وباء فيروس كورونا، تعطل بشدة التعليم وتجبر المعلمين على التكيف مع الظروف الصعبة، إلا أن الأدلة والبراهين تشير إلى أن القيادة القوية هي عامل حاسم في رؤية المجتمعات المدرسية خلال الأزمات، وتحقيق وضع أفضل لاستخدام أدوات التعلم عن بعد والاحتفاظ بمشاركة الطلاب خلال إغلاق المدارس، وعندما تواجه المدارس ظروفًا معاكسة ، فإن القيادة القوية أمر بالغ الأهمية لتحقيق المرونة والتكيف والتعافي.

وعلى الرغم من كل الصعاب والتحديات، يوفر التعليم الجيد، بجميع أنحاء العالم ، الأمل والوعد بمستوى معيشة أفضل وليس من الممكن أن يكون هناك تعليم جيد بدون وجود معلمين مخلصين ومؤهلين، فالمعلمون هم أحد العوامل التي تبقي الأطفال بمدارسهم ، وهم الذين يساعدون التلاميذ على التفكير النقدي، والتعامل مع المعلومة من عديد الموارد، والعمل التعاوني، ومعالجة المشاكل واتخاذ قرارات مدروسة، خدمة لأنفسهم ولعائلاتهم ومجتمعاتهم وأوطانهم.
