Qatar National Library leads discussion on heritage trafficking
مكتبة قطر تقود حوارا لمكافحة تهريب المواد التراثية

Qatar National Library brought together experts from the Arab region to discuss the fight against the illegal trafficking and smuggling of manuscripts heritage items across the Middle East and North Africa (Mena).
The opening speech at the event was given by Dr. Hamda Al Sulaiti, Secretary-General of the Qatari National Committee for Education, Culture and Science. Stephane Ipert, Director of the International Federation of Library Associations and Institutions (IFLA), Preservation and Conservation Center (PAC), Regional Center at Qatar National Library, was joined by Dr. Rajaa Ben Salamah, General Director of the National Library of Tunisia, and Dr. Alsharqi Dahmali, Member of the Advisory Council of the International Council of Museums in Morocco.
The event was moderated by Maxim Nasra, Coordinator of IFLA PAC Regional Center at the Library. Stephane Ipert said: “Documentary heritage is particularly at risk for trafficking, as it’s less likely to be protected by national legislation than other artefacts, and is easier to move illegally. “For several years, trafficking and smuggling of heritage items from libraries and archives have been rising. In the Mena region in particular, this phenomenon is greater due to the number of nations suffering from conflict, upheaval and impoverishment.”
Ipert also spoke in March this year at the World Customs Organisation (WCO) in Brussels, Belgium, where he presented the activities of the IFLA PAC Regional Center to counter the trafficking of manuscripts, books and archives in the Mena region.
Dr. Rajaa Ben Salamah, General Director of the National Library of Tunisia said: “Libraries play such important roles in the preservation and restoration of documentary heritage and forgotten treasure. We can help by building a network and raising awareness of the pricelessness and cultural value of artifacts, and making them available to all through digitalisation and publishing, as well as preserving the originals.”
As a PAC Regional Center, Qatar National Library aims to create a professional network of collaborative assistance to exchange knowledge and share successful experiences toward the preservation of documentary heritage throughout the region.

الدوحة ـ الشرق:
نظمت مكتبة قطر الوطنية ندوة إلكترونية شارك فيها عدد من الخبراء من العالم العربي لمناقشة الجهود المبذولة لمكافحة التهريب والاتجار غير الشرعي بالمخطوطات والمواد التراثية من الشرق الأوسط وشمال أفريقيا، وذلك في إطار دورها كمركز الاتحاد الدولي لجمعيات ومؤسسات المكتبات الإقليمي لصيانة مواد المكتبات والمحافظة عليها في الدول العربية ومنطقة الشرق الأوسط.
وقد ألقت الكلمة الافتتاحية في الندوة الدكتورة حمدة السليطي، الأمين العام للجنة الوطنية القطرية للتربية والثقافة والعلوم.
وضمت الندوة بالإضافة إلى ستيفان إيبيغ، مدير مركز الإفلا الإقليمي لصيانة مواد المكتبات والمحافظة عليها في مكتبة قطر الوطنية، كلًا من الدكتورة رجاء بن سلامة، مديرة المكتبة الوطنية التونسية، والدكتور الشرقي دهملي، عضو اللجنة الاستشارية للمجلس الدولي للمتاحف في المغرب. وأدار الندوة مكسيم نصرة، منسق مركز الإفلا الإقليمي في مكتبة قطر الوطنية.
وحول هذه الندوة علق السيد ستيفان إيپيغ قائلًا: “التراث الوثائقي بصفة خاصة مُهدّد بأخطار الاتجار غير الشرعي والتهريب، إذ لا توجد تشريعات وطنية كافية تكفل له الحماية المماثلة على غرار المواد الأثرية الأخرى، وهو أسهل في النقل والتهريب غير القانوني. وعلى مدار سنوات عديدة، شهدت المكتبات والمراكز الأرشيفية طفرة في معدلات تهريب المخطوطات والمواد التراثية والاتجار غير الشرعي بها. وقد تفشت هذه الظاهرة في العالم العربي ومنطقة الشرق الأوسط بصفة خاصة نظرًا لعدد الدول التي تعاني الفاقة والصراعات والاضطرابات السياسية”.
كما شارك السيد إيبيغ أيضًا هذا العام في الاجتماع السنوي لمنظمة الجمارك العالمية في العاصمة البلجيكية، بروكسل، حيث عرض أنشطة مركز الإفلا الإقليمي بالمكتبة وجهوده في مكافحة تهريب المخطوطات والكتب والمواد الأرشيفية في منطقة الشرق الأوسط وشمال إفريقيا.
وصرحت الدكتورة رجاء بن سلامة، المدير العام للمكتبة الوطنية التونسية، بقولها: “تضطلع المكتبات بدور حيوي ومهم للغاية في الحفاظ على التراث الوثائقي والكنوز المنسية وترميمها.
وتنهض المكتبات بهذا الدور بفضل قدرتها الفريدة على الانخراط في شبكات تعاونية تضم الجهات والمؤسسات المعنية وتعزيز الوعي بالقيمة الثقافية الفريدة التي لا تقدر بثمن للمواد التراثية القديمة، ثم إتاحتها للجميع من خلال الرقمنة والنشر، وصون القطع الأصلية والحفاظ عليها.
وتهدف مكتبة قطر الوطنية في إطار دورها كمركز إقليمي لصيانة المواد التراثية والمحافظة عليها منذ عام 2015 إلى إنشاء شبكة مهنية لتقديم المساعدة في تبادل المعرفة والخبرات الناجحة التي تخدم جهود الحفاظ على التراث الوثائقي في جميع دول المنطقة.
