Ashghal wins another two global safety awards
أشغال تفوز بجائزتين عالميتين للسلامة

The Public Works Authority ‘Ashghal’ has been declared the overall winner of two International Safety Awards 2020 by the British Safety Council, in recognition of its commitment to keeping workers and workplaces healthy and safe during the 2019 calendar year.
Ashghal is one of the very few organisations to be crowned the overall winner in the following categories: “Wellbeing Initiative” for protecting its employees from the risk of injury and ill health at work, and “Best Team of the Year” for the Roads and Infrastructure project in West Muaither (Package 3) in recognition of its commitment to keeping its workers and workplaces healthy and safe in 2019.
Engineer Yousef Al Emadi, Director of Projects Affairs, said: “We are delighted to be recognised once again by the British Safety Council. The double win is a testament to Ashghal’s commitment to Health and Safety and its leading position in the Qatari construction industry in terms of promoting awareness through targeted initiatives, and implementing best health and safety practices.”
He stressed that these International Safety Awards are part of numerous awards won by Ashghal during the last few years and are a result of well-implemented strategies set by Ashghal’s leadership and nurtured at every level across the organisation.
“Having been crowned overall Wellbeing Initiative Winner in the British Safety Council 2020 International Safety Awards is a very pleasing endorsement of our vision to implement a proactive programme to improve the health and wellbeing of our very large workforce.”
Engineer Al Emadi also highlighted Ashghal’s ongoing wellness programme for health screening of workers which commenced in 2017. In 2019 Ashghal succeeded in undertaking the health screening of 78,197 workers, or 96.5 percent of the entire workforce. The screening was to identify the three leading causes of mortality and morbidity: diabetes, hypertension, and high cholesterol.
Where any worker was identified with an abnormal result they were referred to a government hospital where they were retested and given an individualised treatment plan, with medication if needed, and regular follow up. It is worth noting that this proactive health programme is one of very few of its type worldwide that is implemented in an infrastructure programme.
The Roads and Infrastructure Project in West Muaither (Package 3) began in January 2019 and achieved 1.2 million LTI free man-hours in 2019, with 770 employed by the main contractor, Boom Construction. The project covers an area of approximately 1,940,000 square metres, and aims at providing full infrastructure and utilities including telecommunication networks, potable water and electricity networks.
The Roads Projects Department, based on Ashghal strategies Project Affairs guidance, implemented within the project an effective H&S Management System, the core elements of which included leadership commitment and demonstration, pro-active risk identification and management process, training and competency enhancement programme and consultation and participation of all levels of personnel in H&S matters, in addition to setting up H&S objectives and monitoring their achievement for ensuring continual improvement, sub-contractor appointment and control and regular management reviews.
Eng. Saoud Al Tamimi, Roads Projects Department (RPD) Manager, pointed out that this award comes in the context of the excellent performance in the Department’s projects in the health and safety area. RPD has achieved an injury frequency rate of 0.08 in 74 million man hours out of which 43 million man hours were with no lost time injury (LTIs). He also said that these numbers match and surpass the international rates in similar projects indicates the efficiency of the implemented strategy.
Mike Robinson, Chief Executive of the British Safety Council, congratulated Ashghal on their success in winning two International Safety Awards with a Merit. “The British Safety Council commends Ashghal on their achievement. The award is in recognition of their commitment and efforts to keep their workforce free of injury and ill health. The vision of the British Safety Council is that no one should be injured or made ill through work – anywhere in the world. Realising it requires more than legislation; people and organisations committed to health and safety make it a reality and inspire others to create workplaces that are a key force for good.” It is worth noting that for the last 62 years, the International Safety Awards scheme has been recognising and celebrating organisations from around the world, which have demonstrated to the satisfaction of the scheme’s independent judges their commitment to preventing workplace injuries and work-related ill health.

توّجت هيئة الأشغال العامة بـ “الفائز العام” بجائزتين للسلامة الدولية 2020 من مجلس السلامة البريطاني، وذلك تقديراً لالتزامها بالحفاظ على سلامة وصحة العاملين وأماكن العمل بمشاريعها خلال عام 2019.
و”أشغال” هي واحدة من المؤسسات القليلة جداً التي تحصد جائزة الفائز العام في فئتين: “مبادرة الصحة والسلامة” لحماية موظفيها من مخاطر الإصابة أو تدهور الصحة في العمل، و”أفضل فريق للعام” عن مشروع الطرق والبنية التحتية في غرب معيذر (الحزمة 3) وتقديراً لالتزامها بالحفاظ على سلامة العاملين بالمشروع عام 2019.
وبهذه المناسبة، قال المهندس يوسف العمادي، مدير شؤون المشروعات في “أشغال”: يسعدنا أن يتم تكريمنا مرة أخرى من قبل مجلس السلامة البريطاني، الأمر الذي يدل على التزام “أشغال” بمعايير الصحة والسلامة ويؤكد مكانتها الرائدة في قطاع التشييد والبناء في قطر من حيث تنفيذ أفضل ممارسات الصحة والسلامة وكذلك تنفيذ المبادرات التي تهدف إلى تعزيز الوعي حول هذا المجال.”
وأكد المهندس العمادي أن جائزتي السلامة الدولية هي جزء من جوائز عدة فازت بها “أشغال” خلال السنوات القليلة الماضية، والتي هي نتيجة للاستراتيجيات التي وضعتها قيادات “أشغال” وتم تنفيذها بفعالية في جميع شؤون وإدارات الهيئة.
وسلّط المهندس العمادي الضوء على برنامج “أشغال” للفحص الصحي للعاملين والذي يواصل تنفيذه منذ عام 2017. وأضاف العمادي: “إن تتويج أشغال بالفائز العام لمبادرات الرعاية العمالية في حفل جوائز السلامة الدولية 2020 من مجلس السلامة البريطاني، هو تأييد لرؤيتنا المتمثلة بتنفيذ برنامج استباقي لتحسين صحة ورعاية الأعداد الكبيرة من القوى العاملة لدينا.”
وقد نجحت “أشغال” عام 2019 في إجراء الفحص الصحي لـ 78,197 عاملاً، أو 96.5٪ من إجمالي القوى العاملة. حيث هدف الفحص للكشف عن العمالة المصابة بالأمراض المزمنة والتي تشير الدراسات إلى أنها سبباً رئيسياً في وقوع الوفيات وتدهور الحالة الصحية وهي: مرض السكري (ارتفاع نسبة السكر في الدم) وارتفاع ضغط الدم وارتفاع الكوليسترول (ارتفاع مستوى الدهون في الدم). حيث تم تحويل أي عامل تظهر نتائجه بمعدلات غير طبيعية إلى مستشفى تابع لوزارة الصحة العامة، لإعادة الفحص وإعطائه خطة العلاج والأدوية اللازمة، مع المتابعة المنتظمة. ويذكر أن هذا البرنامج الصحي الاستباقي هو واحد من برامج قليلة جداً من هذا النوع يتم تنفيذها في برنامج للبنية التحتية، على مستوى العالم.
وفي هذا الإطار أشاد المهندس يوسف العمادي بالتعاون المتميز بين أشغال من ناحية ووزارة الصحة العامة، والهلال الأحمر القطري ومستشفى حزم مبيريك من ناحية أخرى، بالإضافة إلى المقاولين وفرقهم الطبية المرخصة في جميع مواقع العمل.
مشروع تطوير الطرق والبنية التحتية في غرب معيذر (الحزمة الثالثة)
بدأ تنفيذ المشروع في يناير 2019، وحقق 1.2 مليون ساعة عمل بدون حوادث خلال عام 2019. ويعمل بهذه الحزمة 770 عامل على قوة المقاول الرئيسي، شركة بوم للإنشاءات. ويغطي هذا المشروع مساحة 1,940,000 متر مربع تقريباً، ويهدف إلى توفير بنية تحتية متكاملة بما في ذلك الطرق، بالإضافة إلى شبكات الاتصالات وشبكات المياه الصالحة للشرب وشبكات الكهرباء.
وقد قامت إدارة مشروعات الطرق بناء على استراتيجيات الهيئة والإجراءات المتبعة في شؤون المشروعات بتنفيذ نظام فعال لإدارة الصحة والسلامة ضمن المشروع، وتشمل عناصر هذا النظام الأساسية التزام المستويات الإدارية العليا بمعايير الصحة والسلامة وتطبيقها، ووضع نهج استباقي لتحديد وإدارة المخاطر، وتوفير برنامج تدريبي لتعزيز الكفاءات ونقل الخبرات، وإشراك جميع الموظفين بمختلف مستوياتهم الوظيفية في المسائل المرتبطة بالصحة والسلامة المهنية، بالإضافة إلى تحديد أهداف الصحة والسلامة ورصد إنجازاتها لتحقيق التحسين المستمر، والقيام بالمراقبة والمراجعات المنتظمة من قبل الإدارة.
وقد أشار المهندس سعود التميمي، مدير إدارة مشروعات الطرق بأشغال، إلى أن هذه الجائزة تأتي في سياق الأداء المتميز الذي تتمتع به مشاريع الإدارة في مجال الصحة والسلامة، حيث حققت مشاريع الإدارة معدل تكرار إصابات منخفض للغاية وقدره 0.08 وذلك في حوالي 74 مليون ساعة عمل، منها 43 مليون ساعة بلا أي إصابات، وأشار إلى أن هذه الأرقام تتماشى مع وتتجاوز المعدلات العالمية في مشاريع مشابهة مما يعد دليلا على فاعلية الاستراتيجيات المطبقة في مواقع الإدارة.
وقد هنأ السيد مايك روبنسون، الرئيس التنفيذي لمجلس السلامة البريطاني، “أشغال” على نجاحها في الفوز بجائزتين دوليتين للسلامة باستحقاق، قائلاً: “إن مجلس السلامة البريطاني يهنئ هيئة الأشغال العامة وفريق عملها على تحقيق هذا الإنجاز. إذ تُعد هذه الجائزة تقديراً لالتزامها وجهودها المبذولة لإبقاء مواقع العمل آمنة وصحية، وهو ما يتماشى مع رؤية مجلس السلامة البريطاني الرامية إلى التأكد من خفض احتماليات الإصابات والمرض للعاملين في كل مكان في العالم. وهو هدف لا يتحقق بإصدار التشريعات والقوانين فقط وإنما يتطلب أشخاصاً ومنظمات مؤمنون بأهمية الصحة والسلامة ويلهمون الآخرين.”
تجدر الإشارة إلى أنه في السنوات الـ 62 الماضية، دأب برنامج جوائز السلامة الدولية على الاحتفاء بالمؤسسات التي برهنت للجنة مستقلة من الخبراء على تميزها في ممارسة أعلى معايير الصحة والسلامة وتوفير بيئة عمل آمنة وصحية.
في عام 2020، فازت 509 مؤسسة بجائزة السلامة الدولية. وهي تغطي جميع القطاعات وهم من المملكة المتحدة وأفريقيا وآسيا والشرق الأوسط. وقد مُنحت 87 مؤسسة جائزة الامتياز، ومنحت 250 مؤسسة جائزة الاستحقاق، كما تمكنت 172 مؤسسة من اجتياز التقييم. ومع ذلك، فإن عدداً محدوداً جداً فقط يحصد الفائز العام بالجائزة الخاصة.
